RE: APPROVE RATIFICATION OF APPOINTMENT TO THE BOARD OF TRUSTEES OF
THE WELD LIBRARY DISTRICT
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld Library District has been created by action of six municipalities,Weld
County School District RE-8, and the County of Weld, all of the State of Colorado, and
WHEREAS,pursuant to Section 24-90-110(4)(a), C.R.S.,the selection committee for the
Weld Library District Board of Trustees has been appointed and has recommended that William
Farnum be appointed to the Weld Library District Board of Trustees, as the Area One
representative, to replace Rosalie Martinez, and
WHEREAS,the Board deems it advisable to ratify the appointment of William Famum to said
board, with a term to expire December 31, 2010.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the appointment of William Farnum to the Weld Library District Board of
Trustees, be, and hereby is, ratified.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 12th day of December, A.D., 2005.

Dear Commissioner Masden:
In accordance with the state law a Nominating Committee, composed of two members from each
creating jurisdiction, must select library district board members and then each jurisdiction must
ratify the selection by resolution. This year William C. Farnum from Erie was nominated by the
Nominating Committee to represent Area 1: Erie, Frederick and Firestone and serve a five-year
term on the Weld Library District Board of Trustees. He will be taking the seat vacated by
Rosalie Martinez who will have completed two five-year terms, and thusly term limited, on
December 31, 2005.
Since it is necessary for all member jurisdictions to ratify the nomination of the committee, a
sample resolution for your municipality is provided. You are encouraged to consider the
resolution as soon as possible so the Library District is not without full representation on the
Board. A copy of your resolution should be sent to me at the Weld Library District, 1939 61st
Avenue, Greeley, CO 80634, once acted upon by your Board.

State the qualities you feel you could bring to the Library Board. 1)Business Skills-People with training
and experience in business operations can be useful to any organization. As a technician, manager and executive
in the information technology(IT)industry, I have developed skills in strategic planning, business planning,
finance,human resource development and management and perhaps most important, customer satisfaction. 2)An
Appreciation for the Impact of Reading in Education-Reading skills are the key to effective education and
training. Good,easily accessible libraries are an important element in developing the reading skills necessary for
a life of learning. Reading for enjoyment is also important. Not only does the reader have the pleasure of the
reading, it reinforces the skills used to gain and develop knowledge. As an avid reader and(quasi) student, I have
an appreciation for libraries and the role they play in our lives. 3)An Appreciation for Technology and its Impact
on the Future-In a sense, libraries are part of the IT industry. This will become more the case as data bases
become ever larger and communications networks become ever faster. I have both personal and professional
