SCOPE OF SERVICES - DEVELOPMENT PROJECT TRACKING
METHODOLOGY
This is a scope and fee to assist the County in tracking large development projects in
SW Weld County. This effort would entail helping Public Works create a tracking
methodology relative to the larger projects and the associated required public
improvements needed. A key consideration is a means of triggers for various
development and public improvement phases. It is anticipated this methodology will be
designed in a manner than would allow its use in other areas of the County.
The following is in outline form and the fee for each task is shown:
1. Meet with staff to further discuss the issue, the desired outcome of the effort, and
begin brainstorming potential methodologies. ($800)
2. Obtain all relevant development projects known to-date including traffic impact
studies. This would be provided by you. ($500)
3. Obtain any developer agreements with the County committing developers to
roadway improvements and compile this information. This too would need to be
provided by your office. ($1000)
4. Develop a methodology and "book keeping" system, through on-going coordination
with the County, to: ($2500)
a. Track master plan developments approved,
b. Track potential phasing of developments
c. Identify appropriate roadway improvements and associated triggers tied to
development phasing and responsibility.
d. Completion dates
5. Assist in administering the program through reviewing development applications
and associated studies and advise the County on fair and reasonable improvement
requests to be made for a particular application. We have budgeted up to 5 applications
to be included before the County's new transportation engineer would take over the
program ($3000). This would not include a detailed review of a development application
from a traffic standpoint, but rather it would entail a determination of improvements that
would be needed.
6. Train a staff member (presumably the planned new Transportation Engineer)
relative to the "system" developed in this process. ($1000)
7. Develop a spreadsheet structured to keep track of submittals, requirements, and
triggers. ($2000)
The final product will be a methodology to assist staff in dealing with each development
proposal and phases thereof. This methodology would be captured in an appropriately
laid out spreadsheet that the County could use to track developments, their
responsibilities, what has been completed, etc.
We propose to do this on a time and materials budget; $10,800 is currently estimated
as the maximum fee. Changes to the scope or levels of detail expected by the County
in the methodology may require a change in the fee.
Any detailed review of individual development proposals would be billed as an extra.

Peter will be bringing you a work order under the Professional Services On Call contract with FHU to set up a
methodolgy for tracking improvement projects, timing, impacts, etc. They will help set up for the multiple
improvements planned in SW Weld but the process will be useful throughout the County.
I review this issue with the BOCC last Wednesday and four of the five (Bill was not present) approved.
Please sign and pass to Bill. The oral approval by the Commissioners on the 23rd should suffice for a pass
around. Return to Peter. He will coordinate.
Funding is available in the Engineering 2006 Budget.
Recommend Approval.
