HomeMy WebLinkAbout20051806 IMPACT REPORT BROWN FARM ANNEXATION The proposed Brown Farm Annexation contains nearly 184 acres and is planned to have 315 single-family lots, 180 multifamily lots and, possibly, a 40-acre community park. The annexation could also contain a limited amount of commercial activity. The property is bounded by Collins St(WCR 74)on the north and WCR 37 lies along the eastern border. The adjoining portion of WCR 37 will be annexed. This report is provided as per state statute and contains information on the impact the proposed annexation and development may have on the current infrastructure of the Town of Eaton. WATER The town buys treated water from the North Weld County Water District through a master meter. Our contract includes a maximum flow of 2 million gallons of water per day or a total of 730 million gallons per year. In 2004 the town purchased 220 million gallons or 30% of capacity. Peak flows are currently at 62% of capacity and with the addition of the new 2.6 MG storage tank, peak use will not increase appreciably over the next few years. As with all annexations raw water rights will have to be dedicated to the town in sufficient quantities to serve this new area. Parks and open space can be irrigated with well water and the subdivision will install a dual water system so that individual property owners will irrigate with non-potable well water. SEWER The Town of Eaton Sewage Treatment Plant is designed and has been permitted by the Colorado Department of Health for the following loads: 1) Flow into the plant=340,000 gallons per day 2) BOD5 (A measure of oxygen demand to break down solids)= 887 pounds per day based on a 30-day average. A new wastewater treatment plant is currently being built on the current site which will increase the flow capacity to 750,000 gallons per day. The new plant is planned to be on- line by July of 2006. We are currently at 85% of capacity on flow into the plant and "5% of GODS capacity. PL/ 0197cSO 62005- 1gt Co STORM DRAINAGE By ordinance the developer will be required to submit a drainage plan which will include the location and size of storm sewer lines and detention ponds. Once these improvements are completed and approved, they become the responsibility of the town to maintain. STREETS The town currently maintains 26.17 miles of streets. The Brown Farm annexation would include all of WCR 37 from the current city limit at the corner of Collins and Cheyenne Ave. south a distance of 2688 feet and those portions of WCR 74 (Collins St) from Juniper Ave. to Cheyenne Ave which are currently outside the city limits. In addition, those streets that would be built within the subdivision will be added to the inventory. The Highway Users Tax Fund money the town receives from the state is based on street mileage maintained along with other factors. As this mileage increases so too does the tax fund revenue. SCHOOLS Enrollment in the Eaton School District has been increasing steadily over the past few years. Total capacity for all grades is 2087 students with 1591 students enrolled for the 2004-2005 year or 76.2% of capacity. The district average yield is .77 students per dwelling unit, so the Brown Farm annexation could generate 381 new students once it is completed. That increase could bring the school district to approximately 94%of capacity. The Town and School District have an agreement which provides for a fee on each residential building permit to be forwarded to the school for land acquisition.
