To Whom It May Concern:
I, Clem McNaney,hereby convey upon JCB Engineering., LLC and its employees my
authorization to act as my representative on the La Casa Verde Landscape and Nursery project at
my property on HWY 392 and the USR change necessary to allow it. JCB is representing La
Casa Verde, LLC as well as myself.
JCB Engineering, LLC is authorized to receive and act on any communication or submittals
pertaining to the Amended USR for La Casa Verde. It is understood that any communication or
involvement deemed necessary for me as the landowner will be conveyed by JCB Engineering
and or its employees.

QUESTIONNAIRE
1. The proposed use for this property is a retail landscape materials outlet. The
intent is to sell trees with 2"- 4" caliper trunks, shrubs, flowers, mulch, river rock,
sand, gravel, boulders, driftwood, and supplies. Supplies could include fertilizer,
seed, geomat, sprinkler line, fittings, and sprinkler heads. This operation would
be small enough that a modular structure proposed for the site would be capable
of housing the retail hardware items, fertilizers/pesticides, and clerk.
There is an existing house on the land that is to be use for offices were
management and cashier will be working, as well as, public restrooms. There is
an existing well on the property that provides potable water to the house and the
house currently has a septic permit through Weld County Department of Health
and Environment.
2. The Comprehensive Plan for Weld County calls for development to occur
responsibly and that agricultural preservation is priority. This sight is located on
the edge of east Windsor and is surrounded by estate style lots. Agricultural land
use has ceased to occur on this property for many years. The proposed use for
this property does not conflict with Weld County Code, Chapter 22.
3. The property is currently zoned Agriculture, however the property is within the
Town of Windsor and Town of Severance Central Business Corridor I.G.A.
boundary. The request to use the property as a retail outlet conforms with the
comprehensive plan of the adjacent municipalities, as well as, the surrounding
land owners are aware of the I.G.A. and the mandate for commercial development
that occurs 1/8 of a mile north and south of SH 392 from WCR 19 to WCR 23.
This property is not able to annex at this time as the property is on septic and
Windsor does not support I.S.D.S.
4. Land adjacent to the property has recently annexed to the Town of Windsor and
has been zoned Commercial. Land to the west is a residence on several acres.
There is much development occurring in the immediate area and with the plan of
developing this area as commercial, this is a good location for this operation.
5. Describe:
a. Approximately 2 -30 eo le r day will use this site.

d. The proposed structures for this site would be modular style buildin or
housing sprinkler parts, fertilizers, and attendants. nother proposed
structure is a cover for the flowers and shrubs. This cover would be open
walled but would provide shade for sensitive plants. Storage bins will be
constructed to store mulch, sand, gravel, peat moss, etc.
e. No animals will be using this site.
E The vehicle type to access this property will consist of cars, pick up trucks
and dump trucks. The number of dump trucks is a function of the seasons
but on average would be about 10 per week.
g. Fire protection will be requested from the Windsor Severance Fire
Protection District.
h. A domestic tap exists for the property through North Weld Water.
i. There is an approved I.S.D.S. permit for the property filed with the Weld
County Department of Health and Environment. The effluent for a
commercial operation with six employees and 30 customers is less than
that calculated for a 2 bedroom house, thus the existing system has
adequate capacity for sewage treatment.
j. Items to be stored on the site include sprinkler parts, plant food, fertilizer,
bags of topsoil and peat.
6. Landscaping for the site shall be discussed with staff and recommendations shall
be incorporated into the Plat.
7. The only reclamation required when the proposed use is terminated is the removal
of the storage bins and any remaining debris from the materials inventory.
8. The site is only 2.84 acres and there is not going to be an increase in impervious
area. Also, the drainage patterns shall be the same as they have been historically.
Storm water will runoff to the road side ditch along SH 392 and enter the Poudre
River as part of the John Law Basin runoff.
9. Construction on the site would commence upon the approval the USR application,
and the landscaping that has been agreed to and approved shall begin the first
planting season after approval of the USR application or the Applicant will bond
out for the cost of completing the landscaping.
10. The proposed location for a dumpster on the site is near the north east corner of
the property where it will be screened from view from the highway and
surrounding neighbors with a fence.
