HomeMy WebLinkAbout20051026.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO MARCH 23, 2005 TAPE #2005-17 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, March 23, 2005, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William H. Jerke, Chair Commissioner M. J. Geile, Pro-Tem Commissioner David E. Long - EXCUSED Commissioner Robert D. Masden - EXCUSED Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debra Miller Controller, Barbara Eurich MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting of March 21, 2005, as printed. Commissioner Geile seconded the motion, and it carried unanimously. WARRANTS: Barbara Eurich,Controller,presented the warrants for approval by the Board in the amount of $3,899.23. Commissioner Vaad moved to approve the warrants as presented by Ms. Eurich. Commissioner Geile seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDERAMENDMENTTO CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-VICTOR CORDERO: Judy Griego, Director, Department of Social Services,stated the amendment adds a service component to the agreement for Anger Management Classes for Spanish-speaking clients in the child welfare system. Ms. Griego stated the additional service will cost$55 per hour. Commissioner Geile moved to approve said amendment. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER STANDARD FORM OF AGREEMENT WITH VARIOUS PROVIDERS FOR RECREATIONAL/EDUCATIONAL SERVICES FOR COLORADO WORKS SUMMER ACTIVITIES PROGRAM AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the Department of Social Services is in need of recreational and educational providers to assist in the Summer Activities program. She stated said agreement provides a cap of $125 per term of the agreement for each child participating in the program. Commissioner Vaad moved to approve said form of agreement. Seconded by Commissioner Geile, the motion carried unanimously. 2005-1026 BC0016 CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000,COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated the revisions include changes to the Summer Activities for Youth Program for Calendar Year 2005 which provides for recreational, work experience and educational services to TANF children and youth aged one through seventeen. She explained the work experience program will be operated by Employment Services of Weld County for youth ages fourteen to fifteen. Ms. Griego stated the second revision applies to the function transfer of the Colorado Works or TANF Program to Employment Services of Weld County. She explained that given the complexity of the eligibility determination under CBMS, some of the functions are being shifted to Employment Services of Weld County. Ms. Griego stated the final revisions are for the Teamwork, Innovation,Growth, Hope and Training Program which incorporates additional Colorado Works or TANF resources of$31,200 for job incentives,and funds will be used by Employment Services. Responding to Commissioner Geile, Ms. Griego stated the function transfers will involve collapsing and streamlining of the Individual Responsibility Contracts and shifting the support services responsibilities to the Department of Human Resources to the end of December 2005. Responding to Chair Jerke, Ms. Griego stated the number of functions being transferred will depend on whether or not the CBMS system can be made operational. Responding to Commissioner Vaad, Walt Speckman, Director, Department of Human Services,stated the projected schedule for re-authorizing TANF on the Federal level should be Spring or Summer 2005. Commissioner Geile moved to approve said revisions. Seconded by Commissioner Vaad, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
