(b) Please see item #3 below for information regarding provision of utility services. (c) Please see the enclosed annexation map and master plan for the current and proposed land use patterns of the proposed annexation and the enclosed Town of Windsor Land Use Plan map for the proposed land use patterns for the subject property to be annexed and for surrounding properties. 2) The application materials did not include a draft or final pre-annexation agreement as the Town of Windsor does not typically require a pre-annexation agreement unless such an agreement is determined to be necessary during the initial review. 3) Municipal services will be provided as follows: > Water — The Town of Windsor will provide potable water service to the proposed development. The potable water system will be constructed solely at the developer's expense. A non-potable irrigation system will be required to be constructed solely at the developer's expense in order to reduce the amount of potable water required. > Sewage Disposal — The Town of Windsor will provide sanitary sewer service to the proposed development. A minimum of 1/6 of the perimeter of the proposed annexation is contiguous to the TOWN OF WINDSOR. We further allege: 1. It is desirable and necessary that said territory be annexed to the TOWN OF WINDSOR. 2. A community of interest exists between the said territory and the TOWN OF WINDSOR. 3. Said territory will be developed in the near future. 4. Said territory is capable of being integrated with the TOWN OF WINDSOR. 5. The property is bordered mostly by Eastbrook Annexations No. 1 and No. 2 properties. The property will have access points on State Highway 382 and Weld County Road 21. The water and sewer service will connect to the proposed utility lines in Eastbrook Subdivision Annexation No. 1. The she is generally level with natural drainage going to the irrigation ditches on the property. The drainage for the proposed site will drain towards the south to the roads then to a detention area on the southern end of the property. The pond will release at the 10 year historical rate into the Law Ditch. Statement of Community Need The following statement of community need is for the Eastbrook Subdivision Annexation No. 3. The site is bounded by a combination of Town of Windsor and Weld County residents. To the east,the site is bounded by Weld County Road 21 and agricultural farmland, bounded on the south by Highway 392, and to the west the site is bounded by the Windsor Industrial Park Annexation, and to the north the property is bounded by the Eastbrook Annexations No. 1 and No. 2 subdivision and agricultural land to the north of that. The Eastbrook Subdivision Annexation No. 3 is intended to have mixed uses (RMU Zoning) from single and multi-family development to light commercial/industrial use. This development is beneficial to the Town of Windsor for several reasons. The first of which is single-family attached and multi-family residential development that affordable workforce housing for the Town of Windsor. Secondly, the planned general commercial/light industrial will provide community services and products. The commercial and industrial industry in this annexation will also provide additional tax base for the town along with providing additional jobs for the area. This project addresses the need for affordable workforce housing for the Town and proposes a community that blends in with existing and proposed developments of the surrounding area.
