To whom it may concern:
This letter is in regard to the racetrack in Aristocrat Acres in Fort Lupton. We
would like to appose the racetrack because it is causing traffic problems; men are
standing on the street and urinating. This is totally inappropriate for the children or
anyone else who drives by. The people who want to attend these races are parking down
the individual streets causing traffic problems. The traffic has been backed up clear
passed the Carbonic Company on road 31. People are crossing over others property and
climbing fences.
The Sheriffs Department has been called out more than once. There are guards
posted at the gate to keep unwanted people out.
They are a nuisance to the surrounding area and should not be aloud to put a track
there. This is a residential area and should be kept a residential area.

To Whom It May Concern;
We are in conflict with this, Because of the way it was handled in the past. Traffic is
unreasonable,when they have the races. The roads can't handle that many cars at once.
- There isn't always a way for the traffic to get off the road, so until the gate is open they
clog up the road so that no one can get through. People will just stop anywhere and use
the bathroom in front of everyone. I am afraid this would be the start of something else.
We don't want to attract gambling and other things to our area.
During the time this was going on, there was trash strewn and a lot of it was beer bottles.
Also a lot of dust due to the dirt road down to the racetrack the racetrack is located next
to several oil tanks. The oilfield has rights to and takes care of.
As fast as our area is growing,we do not need this traffic added to. We don't want this to
be approved.

SUBJECT: Conditions of approval & development standards for USR-
1483
Staff recommends that the following Conditions of Approval and Development standards be
added based on the referral from the Weld County Sheriff's Office received August 12, 2004:
The following conditions of approval shall be added to page 4 of the staff recommendation
(Prior to scheduling the Board of County Commissioners Hearing):
C. The applicants shall submit a traffic control plan to the Weld County Sheriff's Office,
Department of Planning Services and Department of Public Works. The traffic control
plan shall be approved by the Sheriff's Office or the applicant shall provide written
evidence that an adequate attempt has been made to address their concerns.

D. The applicants shall submit a security plan detailing how security will be provided at
the proposed horse racing events (who will be providing security, numbers of security
personnel...) To the Weld County Sheriff's Office and Department of Planning Services.
The security plan shall be approved by the Sheriff's Office or the applicant shall provide
written evidence that an adequate attempt has been made to address their concerns.

E. The applicants shall submit a lighting plan to the Weld County Sheriff's Office and
Department of Planning Services. The lighting plan shall be approved by the Sheriff's
Office or the applicant shall provide written evidence that an adequate attempt has been

F. Evidence of liability insurance that will cover horse racing event held on the property
shall be submitted to the Weld County Sheriff's Office and Department of Planning

The following Development Standard shall be added as Development Standard #33 (page 9)
(and subsequent Development Standards renumbered accordingly):
"Sources of light shall be shielded so that beams or rays of light will not shine directly
onto adjacent properties; neither the direct nor reflected light from any light source may
create a traffic hazard to operators of motor vehicles on public or private streets; and no
colored lights may be used which may be confused with or construed as traffic control
