HomeMy WebLinkAbout20051787.tiff RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with Revisions to Section 2.000,Social Services Division Policies and Procedures, for the Department of Social Services Operations Manual, and WHEREAS,after review,the Board deems it advisable to approve said revisions,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services,that the Revisions to Section 2.000, Social Services Division Policies and Procedures for the Department of Social Services Operations Manual, be, and hereby are, approved. Griego, Director, Social Services a oft, �I9 /V�1 RE: Revisions to Section 2.000, Social Services ivision Policies and Procedures,Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 2.000, Social Services Division Policies and Procedures, Weld County Depai tnient of Social Services Operations Manual. This revision was reviewed at the Board's Work Session held on June 13, 2005. The revision is to Section 2.401.2,Case Services Reimbursements for Children in Out-of- Home Placements. The Department is revising its policies and procedures to complement State Department of Human Services' policies and procedures that have been recently issued. The State policies are less restrictive than previously issued and appear to allow county departments of social services to "back-fill" for Medicaid expenses associated with Residential Treatment Centers(RTCs), if the State Department of Health Care Policy and Financing disallows such costs. If you have any questions,please telephone me at extension 6510. 2005-1787 2.401.2 Case Services Reimbursements for Children in Out-of-Home Placements The State Department of Human Services has made child welfare funds available to purchase program services that support a case plan for children in out-of-home placements or subsidized adoption. Acceptable purchases through case services are as follow: A. One time physical, dental, and psychological examination for individual eligible children in out-of-home. B. Client transportation when travel is necessary as listed below. For mileage reimbursement, it will be two cents less than the Internal Revenue Services standard mileage rate. 1. For children in out-of-home care to receive services specified in the Family Services Plan that are directly related to visitation and reunification. 2. To return runaways, who are in county department custody, to their Colorado home county. 3. To facilitate a permanent plan through the Interstate Compact on the Placement of Children. C. The county will not reimburse for transportation when the child is eligible for Medicaid and the transportation is to enable him/her to secure medical benefits. D. Purchase of other case services provided to children in out-of- home placement when such services are not a part of either room and board or Medicaid treatment or case management services. In order to authorize these types of services to be provided, the following must precede the authorization: 1. The cost of these services must be reasonable for the type of service being provided; and 2. The purchase must be pre-approved by the caseworker's immediate supervisor or administrator. Hello
