Per your e-mail to Sheri Lockman I focused my inspection on the following areas: 1. Wheel guards adjacent to the office and metal shed area as shown on the plat drawing. 2. Drainage across the approach on both sides of State Highway 14 After inspecting these items I found the following results: 1. Wheel guards have been placed along the west side of the office and along the west side of the metal shed. 2. There has been a 6" wide and 2" deep drainage channel built into the east side of the drive approach. This channel runs from the concrete driveway to the edge of the property line for the batch plant. No channel has been built into the west side of the drive approach. Attached are photos from this site. The attached sheet outlines the comments made by the Department of Public Works. Any questions pertaining to the memo should be directed to Donald Carroll at the Department of Public Works. The Department of Planning Services reviewed the landscaping and screening on site. The landscaping in the southwest corner of the site was not visible. Weeds need to be removed and the landscaping maintained in an orderly fashion. Further, please verify how far the concrete block wall is from your north property line. It appears that additional blocks will be needed at the north end of the fence to achieve the proposed 6' height. Please let me know when you feel all improvements can be finished so that we can finalize your Use by Special Review Permit. Per our agreement, the improvements should have been completed before the end of March, 2005. The Weld County Board of County Commissioners instigated a late recording fee to be assessed in instances where the conditions are not completed as promised. In accordance with Weld County Code Ordinance 2005-7 approved June 1, 2005, should the plat not be recorded within the required thirty(30) days from the date of the Board of County Commissioners resolution a $50.00 recording continuance charge shall be added for each additional 3 month period. The fee shall be assessed from the date the Code was amended on June 1, 2005. The following items were inspected: 1. Access approach to the office and scale hours 2. Off-street parking 3. Drainage 4. Wheel guards Please find Kelly's memo attached on the inspection results for USR-1453. Summary: I feel that there are two items that need to be addressed prior to our department's sign off for the transportation part. A. The first item is the wheel guards adjacent to the office and metal shed area as shown on the plat drawing. B. Channel the drainage across the approach on both sides of State Highway 14. Once these two items are complete, please contact the Public Works Department for re-inspection. Per our conversation today I focused the inspection on the following areas: 1. Access approach to the office and scale house 2. Off-street parking 3. Drainage 4. Wheel Guards As per our conversation the inspection was on the completeness of the above items as of August 12, 2005. 1. The access approach is surfaced with concrete and ties in effectively with State Highway 14. There may be a drainage concern with the approach as water flowing from west to east is settling in the approach and on the east edge of the approach. 2. The off-street parking is surfaced with concrete, as is most of the site. 3. In respect to drainage there is one pond located on the northern portion of the site as per plan. There does seem to be some pooling of water on the site that may be a concern and may show the water is not following the purposed flow lines. The water that is following the south-west flow lines and the south-east flow lines is primarily dumping into the site of the Ready Mix Plant. In addition there is a drain in the northern portion of the site that has water pooling around it as well. 4. There are no wheel guards in place. I have attached photos from the inspection of this site. If you need anything else or further explanation please let me know. -Kelly Kelly Jenkins Engineering Field Inspector Weld County Public Works (970)381-3767 (970)304-6496 kienlcins@co.weld.co.us 8/15/2005 Page 1 of 1 • • Sheri Lockman To: Donald Carroll Subject: USR-1453 Mr. Roberts has requested that the County sign off on the improvements in lieu of submitting an improvements agreement.
