Gentlemen:
On behalf of the County Council of Weld County, I wish to
advise you that the preliminary audit of the Engineering and
Road and Bridge Departments has been submitted to the County
Council for its consideration.
There are.serious allegations of inefficiencies and defi-
ciencies in those departments. These allegations involve matters
concerning disregard of County personnel policy, shoddy performance,
sex discrimination, training qualification deficiency, supervisory
deficiencies, favoritism and waste of money. It is apparent that
the study has just scratched the surface.
The County Council would like to meet with the Board of
County Commissioners in executive session to review this information.
It would be the hope of the County Council that the Board of County
Commissioners would take steps to correct the deficiencies and
inefficiencies contained in the report, to the end that the effi-
ciency of the Engineering Department, including Road and Bridge,
could be brought up to standard or above.
It would be the County Council 's intention to make this report
the subject of a report to the people. We would hope at the same
time the report to the people is published, the County Commissioners
could report steps being taken to rectify the situation.
We are recommending that the preliminary findings should lead
to an expanded audit and that audit should be involved primarily with
handling of personnel and with supervisory deficiencies and ineffi-
ciencies in the County Engineer's office. That audit should be
conducted through the Board of County Commissioners.

We would suggest a meeting by not later than Tuesday, July
17, 1984. If you will please advise our secretary of your avail-
ability for such a meeting, we will endeavor to be available.
