The additional equipment will improve DTR communications and interoperability for a number of police agencies in SE Weld County and numerous Rural Fire Districts in addition to the applicant agencies and Weld County Sheriff's Office. RELATIONSHIP TO ENERGY/MINERAL IMPACT. The statutory purpose to the Energy and Mineral Impact Assistance program is to provide financial assistance to"political subdivisions socially or economically impacted by the development, processing or energy conversion of minerals and mineral fuels." This section of the application is intended to provide an opportunity for the applicant to describe its energy/mineral impacts, both direct and indirect, and the relationship of application to those impacts. 1. Explain how this project is directly or indirectly related to energy/mineral impacts, including whether it mitigates any adverse impacts. This project provides for essential, mission critical communications needed in the event of fire or other mining industry accidents as a result of mining operations or mining product transportation. 2. a. What direct energy/mineral impacts are being experienced by the applicant? Examples of direct impacts include: road/bridge/culvert damage, fire protection/emergency medical services, dust suppression, sound/visual mitigation, weed control, economic boom/busts and other direct physical, social or economic impacts. The Ft. Lupton,Southeast Weld County area has one of the highest concentrations of oil and gas wells in Weld County and the state, 1st and 2nd respectively in the state. This requires well- equipped fire protection districts and emergency responders to ensure for the safety of residents and industry employees. b. What types and amounts of local funds and resources are being used by the applicant to address direct energy/mineral impacts? Examples of funds and resources include: road and bridge funds, Highway User Trust Fund allocations, industry assessments or contributions, sales or property taxes, staff time, etc. Property and sales taxes used to fund general funds within participating jurisdictions. Be as specific as possible by listing company names, locations, production levels, employment levels, etc. Include not only production projects (e.g., oil, gas, carbon dioxide, coal, molybdenum, gold, etc.), but also processing, transmission (e.g., oil/gas pipelines, electric transmission lines, etc.), transportation (e.g., roads, rail lines, etc.) and energy conversion facilities (e.g., coal and gas-fired electric generating facilities). The jurisdictions affected by the project have a total assessed oil and gas property of$76,293,560. Within the fire protection district and areas served by respective law and EMS agencies there are three large scale compressor stations operated by Kerr McGee located at WCR 22 and WCR 35; WCR 19 and WCR 10; and one at WCR 19 and WCR 14. All three of these facilities are responsible for the collection of crude oil and gas to be pipelined to processing facilities. Throughout the jurisdiction, there are numerous supply pipelines and bulk storage of oil and gas well sites. The area applicant agencies are responsible for first response in the case of any incident at these locations. There is also the Fort Lupton Co-Gen Plant located at WCR 31 and WCR 16 which is a Steam Generating Power Plant for the a large area that includes the Denver Metro Area. 4. Are energy/mineral companies that impact the applicant jurisdiction aware of and supportive of this request? Yes No X Attach supporting documentation when appropriate. E. OTHER PROJECT INFORMATION 1. Why is the project needed? What are the specific goals of the project? The goal of this project is to improve communications capabilities for the Ft. Lupton FPD, Hudson FPD, Keenesburg FPD, Prospect Valley FPD, Roggen FPD, and police departments within these fire protection districts. The requested equipment will increase signal strength and provide more reliable communications during emergencies 2. How were the cost estimates arrived at? Have preliminary architectural/engineering studies been completed? What additional design work must still be completed? (Attach preliminary engineering reports, architectural drawings, cost estimates, detailed project budget.) The Colorado Department of Personnel and Administration, Division of Information Technology in cooperation with equipment vendors (Motorola) provided the cost. On going expenditures were abstained from service providers according to their current contracts with Greeley/Weld Communications 3. a. Describe local commitment to the project, including local fees or regulations altered to ensure project success, local taxing efforts to address continuing development and maintenance needs, and local citizen support. Describe any in-kind contributions, by type and value, in support of this project. The City of Fort Lupton and Fort Lupton Fire Protection District have committed their tower and building to house the equipment. Industry valuation of the tower and building is $65,000. Additionally the two entities will provide required electrical power for the equipment and support structure. Funding for these needs have been or will be met through tax sales revenues or other sources secured by the City of Ft. Lupton and Ft. Lupton FPD b. The project will have operating expenses associated with equipment maintenance and emergency repair services beyond those provided by the manufacturer's warranty. This will be $400/month for the first 12 months. After that the cost will be$700/month.Weld County will provide funds for this service in its agreement contract with the service provider. Additionally, there will be electrical supply and site maintenance.The City of Fort Lupton will cover these expenses as part of its ongoing operational expenditures for the site where the tower is located.The site is in the water treatment facility. During the presentation of the grant at the CCNC meeting on March 9, it was indicated that the State of Colorado would be willing to take over title and maintenance service for the equipment once the warranty expired. However, Weld County is willing to continue providing for maintenance if there is a problem with the State taking over title and maintenance of the equipment. This site is critical to providing essential quality radio coverage for southeast Weld County. When the State of Colorado indicated that the State was investing its communications resources to implement a Digital Truck Radio (DTR) System, Weld County and the City of Greeley initiated their efforts to transition at the same time. Since that date, Weld County, the City of Greeley and other emergency service providers in Weld County have directed their communications development resources toward implementing the DTR System. Today that effort has resulted in one of the most comprehensive and effective emergency communications centers in Colorado. Weld County currently has all law and EMS agencies using the DTR System. Additionally, all fire agencies are equipped with 800 MHz radios and will be transitioning full time to the system by the end of 2006, if not sooner depending on budget restrictions. Weld County has been and is an active participant in the Northeast All-Hazards Region and Consolidated Communications Network of Colorado in an effort to bring about true interoperability within the region and the state. This tower was a joint project between the Fire District and the City of Fort Lupton utilized for improved radio communications with Adams County Regional Communications Center. The building which houses some communication equipment is owned of the City of Fort Lupton with the tower being equally owned by the City and the Fire District. The placement of a transmitter in this location would positively impact the coverage of the 800 MHz communications for all emergency services agencies in southeastern Weld County. This includes the Weld County Sheriffs Office, Weld County Paramedics, Colorado State Patrol, Fort Lupton Fire Department, Fort Lupton Police, and other Southeastern Weld fire and police departments as they begin to introduce the 800 MHz radios into their system.
