Gentlemen:
On May 25, 1983, representatives of this Division performed an
inspection of the Erie (Columbine) Landfill in Weld County, Colorado. The
purpose of this inspection was to assess the compliance of this facility
with minimum standards of the Solid Waste Disposal Sites and Facilities
Act, Title 30-20 Part 1, C.R.S. 1973 as amended, and Department
regulations.
The results of their inspection indicate that this operation is in
noncompliance with the State statute referenced above. The specific items
of noncompliance are listed below with a brief explanation:
1. A small quantity of surface discharge is moving offsite. The
water was sampled and results are pending. This discharge must
be eliminated as soon as possible.
2. The diversion structure along the facility's northern boundary
must be completed as designed.
3. Exposed refuse in the vicinity of the runoff leachate control
facility must be removed to the working face and covered.

As you know, this facility must have a properly designed and
constructed runoff/leachate control system in place by August 4, 1983. We
herein require the facility operator to address the three issues discussed
above, by that same date. We have provided recommendations in our
inspection report on other operational issues.
