RE: APPROVE APPLICATION FOR RADON AWARENESS GRANT AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for Radon Awareness Grant
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, and the Colorado Department of Public Health and Environment, commencing
October 1,2005,and ending September 30,2006,with further terms and conditions being as stated
in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that the Application for Radon Awareness Grant between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf
of the Weld County Department of Public Health and Environment, and the Colorado Department
of Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 27th day of April, A.D., 2005.

SUBJECT: Radon Awareness Grant Proposal
Enclosed for Board review and approval is a grant application to the Colorado Department of
Public Health & Environment for funds for radon awareness education and outreach. The
funding cycle is October 1, 2005 through September 30, 2006. The funding source is federal
pass-through dollars from the Environmental Protection Agency.
If awarded these funds, we would be able to include radon awareness in conjunction with the
educational outreach we currently do with our household hazardous waste program. The total
projected cost is $12,872. We are requesting $6,100 (for advertising and outreach materials)
and providing a match of $6,772 (which is salary, fringe, and in-direct costs). The requested
match is 100%.
I recommend your approval of this grant proposal.

Scope of Work
Given the fact that the U.S. Environmental Protection Agency has given Weld County a Zone 1
designation for radon, the Weld County Department of Public Health and Environment feels it is
important to educate the citizens of Weld County about this invisible danger. We hope that by
providing information regarding the dangers of radon, and the resources for testing, the long-
term hazards for our citizens will be lessened.
Through various media outlets and community events (refer to schedule below), this program
will promote the awareness of the dangers of radon in the home and will also encourage home-
testing of radon using short term test kits. To assist us in this endeavor, we intend to create a
traveling display that can be used at various community events or locations.
Weld County has a total population of approximately 180,000 people, with 50% of this
population residing in Greeley (approximately 34,000 households). We believe, through the
wide variety of activities we have planned, that we can effectively reach more than 50% of the
residents residing within Weld County.

Throughout the project time, we will also promote the availability of our display and our
staff to do presentations to the local realtors, schools, daycares, and other community
groups.
Schedule
This project will kick-off with the advent of Radon Action Week in October, 2005. We plan to
show-case our new display, during this week, at the Greeley Mall. At this event, as at all events
we will participate in, we will provide short-term test kits for sale. Throughout the remainder of
the project time (October 2004 through September 2006), we will continue to participate at
various community events or to have the booth displayed at various locations throughout Weld
County. Test kits will also be made for sale at the health department during the entire project
time, and we will set up a schedule of press releases to various media outlets, and businesses
and organizations (for inclusion in their newsletters or other mailing distribution).

Deliverables
A traveling educational display will be created to be used at various community events. We will
also develop various media publications (press releases, PSAs, newsletter bulletins, etc.) to be
distributed throughout Weld County.

As a job-share position (1 FTE), Gabrielle and Staci are responsible for all health education
related activities for the Environmental Health Services division. This includes the promotion
and marketing of programs, creation of educational materials, and community presentations and
trainings.
