RE: APPROVE APPLICATION FOR RENEWAL OF AMERICORPS GRANT FOR YOUTH
CONSERVATION CORPS AND AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Renewal of
AmeriCorps Grant for Youth Conservation Corps between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Employment Services of Weld County, and the Corporation for
National and Community Service, commencing September 6, 2005, and ending September 1,
2006, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Renewal of AmeriCorps Grant for Youth
Conservation Corps between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Corporation for National and Community
Service, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Deputy Clerk be, and hereby is,
authorized to submit said contract electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

COLORADO SUBJECT: AmeriCorps Grant Renewal
Enclosed for Board approval is a grant request to the Governor's Commission on
Community Service for the continued operation of the Weld County Youth Conservation
Corps, AmeriCorps Program. This grant will allow the Weld County Youth Conservation
Corps to continue to provide meaningful services to the communities of Weld County.
Funding requested for the Program is $148,800.00 for the period covering September 6,
2005 to September 5, 2006.

The WCYCC continues to make a positive impact on the development of corps members into
productive citizens, while providing local governments, agencies, and community and faith based
organizations of Weld County a valuable resource for meeting their needs.
Through participation in the project and corps member development activities, members become
more productive and engaged citizens. Through projects to the communities in Weld County WCYCC
members develop connections to their community and an understanding of their responsibilities as
citizens. In addition to the job skills acquired, training provides them with the ability to learn their
rights and responsibilities as citizens and thereby become contributing members of the community,
rather than a statistic in the juvenile arrest and conviction rates.
By utilizing the WCYCC, communities and project sponsors save money.

Since 1993, the WCYCC has focused on providing opportunities for at risk youth to become more
attached to their community through the provision of services that benefit the community and
through development activities that provide them with an understanding of their role as citizens.
Through the delivery of services that meet the identified and unmet needs of local communities,
agencies, and community and faith based organizations crew members acquire a sense of their civic
responsibility. The WCYCC crew member development activities combined with structured
citizenship training provide crew members the ability to gain an appreciation for their community and
their role as citizens. Through service provided at a variety of work projects, interaction with project
sponsors, and the development activities which are designed to improve corps members as individuals
and citizens, members acquire an attachment to their community that they did not have prior to their
participation. Through the combination of all of these activities, the goal of the WCYCC is for
members to have less involvement in gangs, fewer incidences of crime, and less recidivism because of
the positive alternatives they experience in their lives and thereby become better citizens. Formal
citizenship activities are taught by the Team Leader and Crew Leaders utilizing the AAmeriCorps
Facilitator=s Guide to Effective Citizenship@ and the AFacilitator=s Guide for By the People@.
The WCYCC provides its members the means to become contributing members of the community as
well as acquire valuable job skills. Members are required to participate in conflict resolution,
citizenship training, team building, and other activities which assist them in becoming better workers
and better citizens. Other activities include GED preparation, first aid, HIV awareness, diversity
training,Journaling/reflection components, taking the initiative, and problem solving including
critical thinking skills. Each crew member is provided the opportunity to develop individual leadership
through the coordination of activities, serving in an assistant team leader capacity on projects, and in
developing projects.
The first two weeks of the corps year consists of member orientation, member assessments (includes

basic skills assessment, civic awareness, work skills, etc), initial team building activities, first aid,
conflict resolution, diversity training, an overview of the history of the WCYCC and the corps
movement in Colorado, and initial meetings with various project sponsors. Training and corps
member development activities are ongoing throughout the crew year Members are required to
continue to participate in conflict resolution, citizenship, team building, and other activities which
assist them in becoming better workers and better citizens.Accomplishments in activity areas continue
to be directed by the WCYCC mission statement of AThe mission of the Weld County Youth
Conservation Corps is to perform valuable community service projects that meet the environmental
and human needs for the urban and rural communities of Weld County that would otherwise not be
provided, and to utilize service as a method for strengthening the bonds that bind communities
together.
For the time period of September 1, 2004 to March 31, 2005, the WCYCC has completed 32 separate
projects for communities and agencies in Weld County towards the original proposed goal of 24
projects for the entire year. The projects completed have included numerous projects for City of
Greeley working on environmental projects such as trail work, tree planting and preservation of 3,000
trees, improving existing parks and public recreation facilities, and historical preservation projects in
the city=s museums. WCYCC members also completed a variety of other projects which include: the
preparation of a total of 1,590 food boxes in projects for Catholic Charities, the Salvation Army, and
the Weld County Food Bank; completed 14 separate projects for the Family Education Network of
Weld County (Head Start) improving the classrooms and facilities at Head Start sites throughout the
County; and planted 120 trees and 300 shrubs for St.Vrain State Park. The WCYCC provided one
week of service for the Town of Johnstown creating a flower bed maze, elevated flower beds,
constructing walking trails, installing benches, steps, and other projects surrounding the Town's new
memorial library. The WCYCC also completed projects for Community Based, and non-profit
organizations through projects benefiting low income senior citizens. Examples of the human needs

projects include rebuilding stairways at Head Start sites, assisting low income senior citizens with yard
work and snow shoveling, and projects for United Way.
Corps members also continued to spend one day per week during the school year working with at risk
elementary school youth in District 6 elementary schools. This work included assisting teachers with
projects, one-on-one reading with students through the America Reads project in collaboration with
RSVP (including youth needing bi-lingual assistance), working with youth on math skills, mentoring
youth, etc.
In addition to helping at risk youth meet the unmet needs of communities and agencies, the WCYCC
has benefited local Weld County communities in obtaining funds to develop/improve parks, trails,
open space etc.
The WCYCC will include volunteers in projects in the latter half of the program year and these
volunteers will include individuals with disabilities. Engaging volunteers with disabilities in our
projects in the past led us to recruit two individuals with developmental disabilities for current
members of the WCYCC.

Certification-Drug-Free Workplace
This certification is required by the regulations implementing the Drug-Free Workplace Act of 1988,34 CFR Part 85,Subpart F.The
regulations require certification by grantees,prior to award,that they will maintain a drug-free workplace.The certification set out below is
a material representation of fact upon which reliance will be placed when the agency determines to award the grant.False certification or
violation of the certification may be grounds for suspension of payments,suspension or termination of grants,or government-wide
suspension or debarment(see 34 CFR Part 85,Section 85.615 and 85.620).
As the duly authorized representative of the grantee,I certify,to the best of my knowledge and belief,that the grantee will provide a drug-
free workplace by:
A.Publishing a statement notifying employees that the unlawful manufacture,distribution,dispensing,possession or use of a controlled
substance is prohibited in the grantee's workplace and specifying the actions that will be taken against employees for violation of
such prohibition;
B. Establishing a drug-free awareness program to inform employees about-
•the dangers of drug abuse in the workplace,
•the grantee's policy of maintaining a drug-free workplace.
•any available drug counseling,rehabilitation,and employee assistance programs,and
•the penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
C.Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of the statement required
