The increased staffing in Denver and local meetings in eastern Colorado this past spring have been helpful in identifying organizational roles and problem sites. On May 9, 1984, representatives of the Division of Disaster Emergency Services, Colorado Water Conservation Board, National Weather Service, U.S. Soil Conservation Service and the U.S. Army Corps of Engineers met to discuss the potential flood threat in Colorado. In general , snowpack in the state increased 22 percent in April to a level 149 percent of average. This level is 113 percent of last year. Reservoir storage is 146 percent of average or 105 percent of April of last year. The 30-day forecast has temperatures below normal and precipitation above normal in the state. The 90-day forecast has precipitation below normal statewide and temperatures below normal east of the Continental Divide and above normal west of the Continental Divide. Based on the May 1 , 1984, reading on snowpack and streamflow, the group ranked the river basins according to low, medium and high flood threats. The intensity of local flooding will be determined by temperature, precipitation and rate of run-off at a given time. In general , river basins in southwest Colorado have a relatively low flood threat. River basins in the northwest, north central , south central and Front Range areas of the state have a medium to high flood threat. A number of Western Slope river basins plus Clear Creek on the Eastern Slope have a high flood threat. Many communities are now preparing for some degree of flooding. The division engineers of the Division of Water Resources have completed a listing of public roads and bridges that may be threatened and of river channels that need snag and drag work. Andrews, Jr. May 24, 1984 Page Two Board has identified public facilities, such as water treatment plants and levees, which may be threatened. In many cases, local governments have addressed the current flood problem to the extent that limited funds will allow. Many of the projects are not eligible for State Emergency, Water and Sewer Funds. Therefore, under the provision of Public Law 99, I am asking for assistance from the Corps to address these problems. I have attached two lists of proposed projects: 1 . The State Engineer' s office has prepared a list of threatened • roads and bridges. Several of these sites have been reviewed by your staff already. Please evaluate these sites with regard to your ability to provide assistance. For complete details, please contact Jeris Danielson, State Engineer, (303) 866-3581 . That office also has a list of channel segments where snag and drag operations may be needed. 2. The Water Conservation Board has prepared a list of threatened public facilities. Please evaluate the feasibility of providing assistance to protect these facilities.
