NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the Pawnee Fire Pro-
tection District Service Plan be, and hereby is, approved as
set forth herein.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 13th day of

A public hearing was conducted on Wednesday, July 13 , 1983 at 2:00 P. M. , with

The following business was transacted:
I hereby certify that pursuant to a notice dated June 20, 1983, duly published
on June 23, 1983, in the LaSalle Leader, a public hearing was held for the pur-
pose of considering the request for the formation of a fire protection district
in the Pawnee School District. Mr. Anson, Assistant County Attorney, read this
request into the record. He also read the guidelines from 32-1-203, CRS 1973,
as amended, into the record. This statute lists the criteria which must be met
by the Pawnee Fire Protection District before the proposed plan can be approved.
Mr. Anson said the Board would have to consider the need for this fire district;
the financial ability to discharge the proposed indebtedness on a reasonable
' basis; and whether the equipment and service is compatible with the existing
equipment and service in this area. Mr. Allison, Planning Department representa-
tive, read the favorable recommendation of the Planning Commission into the
record. Mr. Bob Burroughs, Attorney for Pawnee Fire Protection District, came
forward to answer questions of the Board. Mr. Burroughs said that this area
now has two fire trucks and they are planning on purchasing one more. He said
the money will be raised through a mill levy and through donations. After
discussion, Commissioner N. Carlson moved to approve the service plan for the
Pawnee Fire Protection District. Commissioner Brantner seconded the motion
and it carried unanimously.

NOTICE IS HEREBY GIVEN, the Board of Weld County Commissioners
will conduct a public hearing to consider the request for the
formation of a fire protection district in the Pawnee School
District. The hearing has been set for July 13 , 1983, to be
held at the First Floor Hearing Room, Weld County Centennial
Center, 915 10th Street, Greeley, Colorado, at 2 : 00 P .M.
The proposed Pawnee Fire Protection District comprises the
total Weld County RE-12 Pawnee School District and includes the
incorporated areas of Grover and Keota and the unincorporated
area of Hereford.
A map, cost estimate, all resolutions and proceedings , are on
file and may be examined at the office of the Clerk to the Board
of County Commissioners, 915 10th Street, Room 317 , Greeley,
Colorado between 8 : 00 A.M. and 5 : 00 P .M. Comments by the owners
of any real estate to be assessed will be heard by the Board of
County Commissioners before final action is taken thereon.
The owner of any real property within the proposed district
may file a petition with the Weld County District Court request-
ing that their property be excluded from the district, stating
therein the reasons for exclusion. The petition shall be
verified, shall describe the property to be excluded, and must
be filed at least 10 days prior to the court hearing on the
petition for organization.

PROPOSED PAWNEE FIRE PROTECTION DISTRICT

PURPOSE
This service plan has been prepared by the committee for the formation
of the proposed Pawnee Fire Protection District, to provide property
owners and ether interested parties with reliable information pertinent
to the establishment of a fire protection district. Justification for
the study is based upon the need for fire protection in this very large
area, in which fire protection is completely insufficient at the present
time. The findings of this report establish a firs basis from which
to project needed facilities and costs thereof.
DESCRIPTION OF ARIA
The proposed area cotiaos the total Weld County RE-12 Pawnee School
District, approxit4e1y $8 square miles, and includes the incorporated

Ragmen school district RE-11Ji The proposed district boundaries are
shown on the large Weld County trap, Exhibit 1.
POPULATION AND ASSESSED VALUE
The current estimated population of the proposed district is approximately
850. Based on current records of the Mild County Assessor's Office, the
assessed valuation of the proposed district is $ 9,156,120.00.

During the initial states of infestation gathering, there were numerous
governmental and other agencies consulted and visited. Those includes

JUSTIFICATION
The present fire protection in the proposed district consists of a
Colorado State Forest Service Truck, year 1955. that will travel only
about 35 miles per hour when full and often needs to be pulled back to
the building housing the truck.
The building this truck is housed in belongs to the town of Grever
and is used rent free. The town of Grover pays the electric bill and
the Pawnee Volunteer Fire Department pays hundreds of dollars annually
for propane to heat it. The building is inadequately insul
ated, weather stripped and is continuously opened up for private use,
or town use, increasing heat expenses. The town of Grover's vehicles
are parked here also.
Juno 1, 1982, a 1951 3/4 ton was loaned to the Pawnee Volunteer Fire
Department. A 150 gallon slip in unit consisting of tank, pump and
hose was purchased for $500 (used) and is kept in Hereford. No public
building has been obtained. It is presently being kept in a private
building.
Presently, unjust responsibility lies en Carpenter, WY's fire district.
Their fire district and volunteers have been crossing state lino for
years to help us or actually to fight fires for us.
15-20 volunteers help with fire calls, but there has boon no training ant
no structured organisation. Also, there is inadequate equipment. The
Hereford area has around 5 additional volunteers show up to help but is
under the same circumstances.
The Grover-Hereford-Carpenter ambulance is presently funded by donation.
A future possibility is to fihscielly back this wholly or partially
by taxes or possibly to coordinate the two services.
It is very evbisns that the necessary protection of life and property
is needed due to stability of residential areas, farm*grand ranching
areas, mil business, air force sites, and grassland areas.
FACILITIES
Trucks - The Colorado State Fersst Service will buoy a now model
gas truck and will build necessary fire equipment en it, including a
1000 gallon tank and asserted tools, (see Exhibit 2) at a very reasonable
cost. This truck mill bo'to the fire quicker and can be backed up by
the present 1955 truck. It also can be aided by the 1951 3/4 ton
located in Hereford. It is planned to someday have 2-3 additional
trucks in the future similar to the 3/4 ten in Hereford to locate east
of Grover, and possibly south and north, since it is such a vast area.

Station - The facilities to be provided for adequate fire protection
for the proposed district require construction of a fire station in
Grover. This will be a one-story steel structure, including space for
equipment, kitchen and bath facilities (which will all be available for
public use, as a immunity center.) The leeatien of the station is
proposed en sacs street of Grover, next to thirteen hall, in the sane
block as the fire whistle.
Call and Alarm S,ysts* - A telephone system set-up through Wiggins
Telephone AsseiStien will include a specified phone number available
to the public that will ring into 20 hoses and the fire station.
Hopefully this systea can be connected with Mountain Bell and ting into
several limitless in the Hereford area, tee. A manually triggered siren
already in use, will also be set eft to alert ether volunteers..
Staff - The fire fighting volunteers will be required to be adequately
trained to operate equipment, provide immediate response to fire alarms,
and properly protect life and property. The inital staff will consist
of approximately 15 vtolnmt*nfirofighters in Gtheer. aad,five,volunteer
fire fighters in Hereford. A five person fire beard shall be elected.
It is assumed that mere volunteers will help in the surrounding areas
when they have a small unit in close prexisaty. Recruitment will fellow
the initial state.

FINANCIAL FEASIBILITY

approval. The summer nap will include probably mere well locations and
the same information as above.
ORGANIZATION
The 10 Grover volunteers will include a fire chief who will also be in
charge of satellite districts and over satillite sub chiefs.
Training will be held times per year and it will be required that

In response to your inquiry, it appears that the proposed service plan for the
Pawnee Fire Protection District is financially feasible providing the voters
approve the mill levy and bonded indebtedness. The proposed mill levy of 3
mills would raise approximately $27,468 for operating costs and still be 5
mills below the statutory limit of 8 mills per Section 32-1-1101(1) (a) (I) ,
CRS, 1973, and with an election they could go to 10 mills per Section
32-1-1102(2) .
Principal and interest on any bonds or other obligation of the district would
be excluded from the mill levy limit per Section 32-1-1102(1) . Bond
requirements of approximately $100,000 appear reasonable for start-up costs
and capital acquisitions. Fire districts must get voters approval if their
general obligation indebtedness exceeds o, e and one-half percent of the
valuation for assessment of the district 913,734) per Section 32-1-1101(2) .
Therefore, the district will require voter's' approval for the bonded
indebtedness of approximately $100,000 which exceeds the limit of $13,734.

In re the Organization of:
PAWNEE FIRE PROTECTION DISTRICT
COME NOW the undersigned Petitioners , taxpaying electors
of the proposed special district, by and through their attorney,
Robert C. Burroughs , and respectfully petition the Court for
the organization of a special district pursuant to C.R.S . §32-
1-301 (1973, as amended) ;
AND WOULD SHOW UNTO THE COURT AS FOLLOWS :
(a) The name of the proposed special district is the
Pawnee Fire Protection District.
(b) The type of service to be provided by the proposed
special district is to provide fire protection within
the proposed district with future possibilities of
providing ambulance service within the proposed district
for the purpose of establishing necessary protection of
life and property.
(c) A general description of the facilities and improve-
ments to be constructed, installed, or purchased by
the proposed special district :
Fire Station : The purchase of four 25 'X140 ' lots on
Main Street , Grover, next to Town Hall. The construction
of a one level steel building which will include adequate
space for equipment , kitchen and bath facilities . The
proposed fire station, it is anticipated, would also
be available for public use as a community center.
Fire Truck: 1982 special purpose fire engine is avail-
able for purchase through the U.S. Forest Service.
Call and Alarm System: Telephone system through Wiggins
Telephone Association will provide emergency number
which will ring in at 20 residences and the fire station.
It is anticipated this system will interconnect with
Mountain Bell System and perform the same function for
the Hereford area.
Fire Fighting Equipment : Shovels (4) ; Pulaskis (4) ;
Boots (6 pr) ; Gloves (6 pr) ; Scott Breatng Apparatus (2) ;
Fire Extinguishers (2) ; Ladders (2) ; Floot Light (1) ;
Back Pumps (4) ; McCleod (3) ; First Aid Kits (2) and
related miscellaneous equipment.
Communication System: Two-way, crystal controlled,
radiotelephone sets (4) .
(d) The proposed special district lies partly within the
the incorporated municipality of Grover.
(e) Estimated cost of proposed facilities and improvements :
