Russell Anson Planning Department Representative, Rod Allison The following business was transacted: I hereby certify that pursuant to a notice dated June 20, 1983, duly published on June 23, 1983, in the LaSalle Leader, a public hearing was held for the pur- pose of considering the request for the formation of a fire protection district in the Pawnee School District. Mr. Anson, Assistant County Attorney, read this request into the record. He also read the guidelines from 32-1-203, CRS 1973, as amended, into the record. This statute lists the criteria which must be met by the Pawnee Fire Protection District before the proposed plan can be approved. Mr. Anson said the Board would have to consider the need for this fire district; the financial ability to discharge the proposed indebtedness on a reasonable ' basis; and whether the equipment and service is compatible with the existing equipment and service in this area. Mr. Allison, Planning Department representa- tive, read the favorable recommendation of the Planning Commission into the record. Mr. Bob Burroughs, Attorney for Pawnee Fire Protection District, came forward to answer questions of the Board. Mr. Burroughs said that this area now has two fire trucks and they are planning on purchasing one more. He said the money will be raised through a mill levy and through donations. After discussion, Commissioner N. Carlson moved to approve the service plan for the Pawnee Fire Protection District. Commissioner Brantner seconded the motion and it carried unanimously. Justification for the study is based upon the need for fire protection in this very large area, in which fire protection is completely insufficient at the present time. The findings of this report establish a firs basis from which to project needed facilities and costs thereof. POPULATION AND ASSESSED VALUE The current estimated population of the proposed district is approximately 850. Based on current records of the Mild County Assessor's Office, the assessed valuation of the proposed district is $ 9,156,120.00. Insurance Services Organisation Weld County Communications Department State Compensation Insurance Funds Federal Revenue Sharing Weld County Planning and Zoning Weld County Treasurer's Office Hereford State Bank Colorado Office of Personnel Management JUSTIFICATION The present fire protection in the proposed district consists of a Colorado State Forest Service Truck, year 1955. that will travel only about 35 miles per hour when full and often needs to be pulled back to the building housing the truck. The building this truck is housed in belongs to the town of Grever and is used rent free. The town of Grover pays the electric bill and the Pawnee Volunteer Fire Department pays hundreds of dollars annually for propane to heat it. The building is inadequately insul ated, weather stripped and is continuously opened up for private use, or town use, increasing heat expenses. The town of Grover's vehicles are parked here also. Juno 1, 1982, a 1951 3/4 ton was loaned to the Pawnee Volunteer Fire Department. A 150 gallon slip in unit consisting of tank, pump and hose was purchased for $500 (used) and is kept in Hereford. No public building has been obtained. It is presently being kept in a private building. Presently, unjust responsibility lies en Carpenter, WY's fire district. Their fire district and volunteers have been crossing state lino for years to help us or actually to fight fires for us. 15-20 volunteers help with fire calls, but there has boon no training ant no structured organisation. Also, there is inadequate equipment. The Hereford area has around 5 additional volunteers show up to help but is under the same circumstances. The Grover-Hereford-Carpenter ambulance is presently funded by donation. A future possibility is to fihscielly back this wholly or partially by taxes or possibly to coordinate the two services. It is very evbisns that the necessary protection of life and property is needed due to stability of residential areas, farm*grand ranching areas, mil business, air force sites, and grassland areas. FACILITIES Trucks - The Colorado State Fersst Service will buoy a now model gas truck and will build necessary fire equipment en it, including a 1000 gallon tank and asserted tools, (see Exhibit 2) at a very reasonable cost. This truck mill bo'to the fire quicker and can be backed up by the present 1955 truck. It also can be aided by the 1951 3/4 ton located in Hereford. It is planned to someday have 2-3 additional trucks in the future similar to the 3/4 ten in Hereford to locate east of Grover, and possibly south and north, since it is such a vast area. 3. Station - The facilities to be provided for adequate fire protection for the proposed district require construction of a fire station in Grover. This will be a one-story steel structure, including space for equipment, kitchen and bath facilities (which will all be available for public use, as a immunity center.) Staff - The fire fighting volunteers will be required to be adequately trained to operate equipment, provide immediate response to fire alarms, and properly protect life and property. The inital staff will consist of approximately 15 vtolnmt*nfirofighters in Gtheer. aad,five,volunteer fire fighters in Hereford. A five person fire beard shall be elected. It is assumed that mere volunteers will help in the surrounding areas when they have a small unit in close prexisaty. Recruitment will fellow the initial state. ORGANIZATION The 10 Grover volunteers will include a fire chief who will also be in charge of satellite districts and over satillite sub chiefs. Training will be held times per year and it will be required that each volunteer attend at least` annually. The men will be required to follow a safety dross cede.
