Upon arrival I notec the items below as an initial summary of what is"completed". As a disclaimer, I do not acknowledge that any of the below mentioned items are installed correctly per specification of their related aspect, only that they are existing. • Site grading: The parcel is covered in heavy foliage, and it could not be determined that any of the lots were graded. • Street grading: There was an approximately 50' wide alignment established for approx 1000'from SH 60 to the south in place. It appears that this was done early in the spring of 2005 or summer of 2004 as heavy foliage has since begun to grow over in the excavated area. Based on an estimate,the sub grade of the road alignment appear to be approx 18-36 inches below the proposed lots.There was one construction stake/story lathe at the south end of the alignment to indicate that it was used for control. In consideration of the vegetation, only a roughly defined centerline/crown line was established and no defined cul-de-sac. Barrow ditches or sloped shoulders were not defined. Many sections of the alignment had large "alligator"cracking evident in the sub grade. • Street base: An approximate 15'wide path of graveled material, not recognizable as to what it's gradation might be, was place. Depth nor finished elevation could be determined. • Water mains/ Fire hydrants: There are hydrants, a valve, and a blow off assembly on-site. Trenches show signs of settlir • Road culvert: Not sure as to the location of the road culvert(s)due to the heavy foliage in the area and lack of constructic plans. • Gas: There are gas markers on-site indicating underground service.Without a plan set, it was not determined where the: underground utilities were located, except by noting that some areas had settled in the apparent excavation area. • Electric: There are surface transformers and meter pedestals installed. Without a plan set, it was not determined where these underground utilities were located, except by noting that some areas had settled in the apparent excavation area. 09/28/2005 Page 2 of It is my opinion that before any additional work continues on this project, the owner should complete the development revie‘, process with Weld County to the point that there exist a recorded improvements agreement, necessary geotechnical data and a Weld County approved set of construction plans detailing all aspects of the design. These are the minimum requirements as to what I would need, and does not include additional requirements needed to complete the development review process. In addition, it would be my recommendation that the Las Haciendas PUD not be accepted as a Weld County maintained road until, at a minimum, all of the aggregate course is removed, the sub grade has been substantially reworked, process inspected, sub grade completed and approved.
