WELD COUNTY COUNCIL •
September 20, 2005

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, September 20, 2005, 6:30 p.m., at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Chip Marks. Vice
President Dwaine Kurtz, Councilwoman Ginny Buczek, and Councilman Tom Pettit,
were present constituting a quorum of the members. Councilman Gene Stille was
excused. Also present: County Clerk and Recorder Steve Moreno, Motor Vehicles
Team Leaders Kim Kromminga and Jan Angel, and Bev Thomas, council secretary.
AGENDA ADDITIONS/APPROVAL: Vice President Dwaine Kurtz made a motion to
approve the agenda. The motion was seconded and carried.
REVIEW PROGRAM:
2005 Coordinated Election
County Clerk and Recorder Steve Moreno reviewed the Clerk and Recorder's webpage
including the links regarding the 2005 election. Mr. Moreno praised Weld County's
Webpage Master Ripley Casdorph who designed the webpage that includes a vote
center map, photographs of vote centers and a ballot for each Weld County vote center.
Mr. Moreno reviewed the pre 2005 public election education he coordinated which
included a luncheon for town clerks, three mailings regarding vote centers, absentee
ballot information plus an informational flyer mailed to each household in the county.
The education program has also included posters placed at polling places and other
prominent locations. The Elections Department conducted a "mock vote center
demonstration" in Greeley and Ft. Lupton. Weld County radio stations and newspapers
and the City of Greeley Channel 8 have notified the public about the election.
Registered voters who have not applied for an absentee ballot will receive a voting-day
signature card in the mail to expedite the voting experience on election day.
Motor Vehicle Department
Mr. Moreno said each month there are 30,000 vehicle registrations in Weld County.
Another employee has been requested for the southwest Weld County office due to the
rapid population growth in that area. County residents presenting short checks or
lacking vehicle insurance are on-going problems experienced by the department.
State of Colorado Motor Vehicles Pilot Computer Program
Along with Washington County, Weld County has been piloting a state program,
CSTARS (Colorado State Title And Registration System.) CSTARS is not ready to be

implemented statewide, but when it is, all Department of Motor Vehicles' computer
systems will be web-and-windows-based and will be able to accept credit card
payments.
President Chip Marks congratulated Mr. Moreno on his effective leadership in the Clerk
and Recorder's office
APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve
the August 16, 2005 council minutes. The motion was seconded and carried.
UNFINISHED BUSINESS:
Weld County Council Review Programs for October, November 2005
ACS will be asked to present a review program at the October 2005 council meeting.
This review will be a public hearing to provide the vendor's perspective to Sheriff
Cooke's concerns presented to the council in February 2005 regarding the 2004 Weld
County computer breach.
2006 Weld County Council Meeting Dates
President Chip Marks requested each council member send to the council president the
days that are not options for 2006 council meetings.
NEW BUSINESS:
Appointments and Announcements
The Weld County Commissioners' change to the county's holiday notification policy
following receipt of a recommendation by the Weld County Council was noted.
Councilman Tom Pettit and Vice President Dwaine Kurtz will attend the October 3, 2005
ACS Briefing. Council members responded to the Commissioners' invitation to the
October 24 Town/County Dinner.
Correspondence
Council members reviewed the correspondence.
Coordinator Reports
Vice President Dwaine Kurtz and Councilman Tom Pettit reported on the September 12
Elected Officials meeting.
Payment of the Bills
Vice President Dwaine Kurtz made a motion to pay the bills as listed:
Mileage for Ginny Buczek $25.92
Mileage for Councilman Chip Marks $34.02

The motion was seconded and carried.
CLOSING REMARKS: Councilman Dwaine Kurtz is going to research amending the
Weld County Home Rule Charter to lessen the amount of signatures required to run for
the Weld County Council and to give the council more flexibility in its meeting schedule.
ADJOURNMENT: Councilman Tom Pettit made a motion to adjourn the meeting.
The meeting was adjourned at 8:10 p.m.
