RE: APPROVE SCOPE OF WORK FOR NORTHEAST REGION STRATEGIC NATIONAL
STOCKPILE EXERCISE AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Scope of Work for Northeast Region
Strategic National Stockpile Exercise between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Public Health and Environment,and the Colorado Department of Public Health and
Environment, with further terms and conditions being as stated in said scope of work, and
WHEREAS, after review, the Board deems it advisable to approve said scope of work, a
copy of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Scope of Work for Northeast Region Strategic National Stockpile
Exercise between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, and the Colorado Department of Public Health and Environment be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said scope of work.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 14th day of March, A.D., 2005.

SUBJECT: Scope of Work for Northeast Region
Strategic National Stockpile Exercise
Enclosed for Board review and approval is the scope of work for the Northeast Region Strategic
National Stockpile Exercise. The Colorado Department of Public Health and Environment
(CDPHE) is providing exercise funding for a Strategic National Stockpile (SNS) Exercise to the
Northeast Colorado Region. This Region covers 11 counties including Weld County.
Background: Under the Draft NE Region SNS Plan, there are four designated Regional
Transfer Sites (RTPs) in the NE Region: one in Larimer County, one in Weld County, one in
Logan County, and one in Kit Carson County. In an emergency or disaster, when local caches of
pharmaceuticals and related supplies are depleted, the Strategic National Stockpile can be
requested from the Centers for Disease Control (CDC), and deployed to a site within 12 hours of
the request. The SNS is received at a secure location in Denver, and then shipped to the RTP
sites throughout the State.
From the RTP sites, local Health Departments or Nursing Services are tasked with dividing the
material into population based groups, to be transported to dispensing sites throughout the
jurisdiction. In Weld County, there are 9 identified Dispensing Sites, where the pharmaceuticals
can be provided to the public. The Weld County Mass Immunization/Prophylaxis Plan provides
for distribution to the public.
Scope of Exercise: The Weld County portion of this exercise would involve receipt of the SNS
material to the Weld County RTP site, and distribution to two dispensing sites in the County: one
inside the Greeley area, and one outside the Greeley area. The exercise will occur on July 27`n
2005 over the course of approximately 4 hours (morning). The Weld County Department of
Public Health and Environment will be the fiscal agent for the Weld County portion of the
exercise, and the Health Planner(Deb Blandin) will be the point of contact, as well as the
exercise team leader for Weld County. Other agencies that have agreed to be involved include:
Weld County OEM, Greeley PD, Union Colony Fire and Rescue Authority, and Milliken PD.
In addition, communication protocols will be tested regionally, and between the WCDPHE and
the CDPHE. This will be the first regional exercise in the NE Colorado Region.
WCDPHE will receive $18,750.00 to cover exercise expenses for the time period March 11,
2005 through August 31, 2005. I recommend your approval of this scope of work.

STOCKPILE EXERCISE
Weld County Department of Public Health and Environment
SCOPE OF WORK
A. Weld County Department of Public Health and Environment (WCDPHE) (herein
known as the Contractor) in collaboration with the Larimer County Department of
Health and Environment, Northeast Colorado Health Department, and Kit Carson
County Health and Human Services (KCCHHS), will meet with staff from the
Colorado Department of Public Health and Environment (CDPHE), Emergency
Preparedness and Response Section within one week of the effective date of the
purchase agreement. Contractor will record minutes documenting all
outcomes/decisions and provide to CDPHE staff electronically within one week of
the meeting. The following issues regarding the Northeast Region(Larimer, Weld,
Morgan, Logan, Sedgwick, Phillips, Washington, Yuma, Lincoln, Cheyenne and Kit
Carson Counties) Strategic National Stockpile Exercise will be addressed:
1. Develop measurable objectives based on the following general objectives:
a. Receive and process a regional Strategic National Stockpile (SNS)
package received as a result of a simulated request for federal assistance
by the Governor.
b. Evaluate the ability to effectively implement the National Incident
Management System (NIMS) using the Northeast Regional Plan and
Regional Transfer Point (RTP) Site Organizational Chart(s) during RTP
Operations.
c. Evaluate the ability of the RTP Command Staff to interact/communicate
effectively with the SNS coordinator at the Crisis Management Center.
d. Break down a regional SNS package at their RTP and conduct inventory
control.
e. Transport "requested" SNS material using established tracking and
transportation protocols as outlined in the Northeast Regional SNS Plan to
two dispensing sites in Weld.
2. Develop the Master Sequence of Events List(MSEL), and injects/messages
based on an Avian Influenza outbreak(the State's SNS Exercise and the 2004
Southeast Colorado Exercise MSEL's will be utilized for guidance).
3. Exercise will be conducted on July 27, 2005. Maximum of four hours.
4. Identify Participants.
5. Identify Exercise Director and Senior Controller.
6. Identify and train Controllers who will monitor the progress of the exercise
and incorporate contingency messages to maintain the appropriate flow of
play and process toward completion of the exercise objectives.
7. Identify and train Evaluators who will evaluate each component of the exercise
play and will determine when objectives are met.
B. In preparation for and participation during the Northeast Region SNS Exercise,
Contractor agrees to complete the following activities:
1. Revise and update the SNS Plan.
2. A representative from the WCDPHE will serve as the point of contact for all
communication between Weld County and CDPHE, other counties, and other
agencies, before, during, and after the exercise.
3. Establish an Exercise Development Team, comprised of representatives from
all involved agencies.
4. The WCDPHE representative will meet as often as necessary with CDPHE
and other regional representatives to develop the exercise scenario, MSEL,
and EXPLAN.
5. Identify the Point of Contact for WCDPHE, the exercise players, controllers
and evaluators for Weld County.
6. Open and staff one RTP site in Weld County.
7. Receive VMI and/or SNS materiel from the CDPHE RSS.
8. Distribute VMI and/or SNS materiel to at least two (2) dispensing sites in
Weld County.
9. Conduct an Exercise Debriefing for Weld County.
10. Write an After Action Report (AAR) for the Weld County portion of the
Regional RTP exercise, according to Homeland Security Exercise Evaluation
Program (HSEEP) guidelines.
11. The WCDPHE point of contact will assist in incorporating local AARs into a
final Regional AAR for the exercise.
12. Adhere to the timeline established by the Exercise Director to the best of our
ability.
13.Notify, in writing, the Exercise Director of any major changes.
C. Contractor will refine the MSEL for the RTP Exercise as well as develop Exercise
Evaluation Guides (EEG)based on HSEEP guidance to be used by Evaluators at the
RTP during the SNS Exercise and must completely address the measurable objectives
developed at the first organizational meeting.
1. First Draft submitted to CDPHE within 30 days of contract start.
2. CDPHE will return comments within 5 days of receipt.
3. Final Draft to be submitted to CDPHE within 15 days of comments.
D. Contractor will develop an Exercise Plan (EXPLAN) for Participants, Evaluators,
Controllers, and Observers to use as a guide before and during the SNS Exercise.
The EXPLAN will address general information (i.e. background, schedule,
objectives) logistics, concept of operations, communications, security/safety, and
rules of play.
1. First Draft submitted to CDPHE April 11, 2005
2. CDPHE will return comments April 18, 2005
3. Second Draft submitted to CDPHE April 25, 2005
4. CDPHE will return Comments May 2, 2005
5. Final Draft submitted to CDPHE May 9, 2005
E. Contractor will meet with SNS Exercise planning team of the CDPHE
Emergency Preparedness and Response Section to finalize MSEL, EXPLAN, EEGs
and any additional details regarding the SNS Exercise by May 27, 2005. Contractor
will record minutes documenting all outcomes/decisions and provide to CDPHE staff
electronically within one week of the meeting.
F. Contractor will hold an SNS Exercise Briefing(s) and Tabletop(s) (at least two hours
in length) by June 10, 2005 to present the EXPLAN and answer questions to ensure
that all Participants, Evaluators, Controllers, and Observers understand what will
occur during the SNS Exercise and what will be expected. Location, time, and
additional attendees to be determined by the Contractor.
G. Contractor must ensure that Controller/Evaluator Training will take place for persons
serving as Controllers and Evaluators for the SNS Exercise by July 16, 2005. The
controller/Evaluator Training must follow guidance provided by the HSEEP.

H. Contractor must ensure that AAR Training will take place for staff involved in the
SNS Exercise by July 16, 2005. The AAR training must follow guidance provided by
the HSEEP. Location, time, and additional training attendees to be determined by the
Contractor.
I. Contractor will develop and conduct a SNS Exercise in the Northeast Region by July
30, 2005. Immediately following the SNS Exercise, a"Hotwash" Session will be
conducted at each RTP. During the "Hotwash" Session(s), a timeline of events will be
constructed based on observations and Evaluator notes as well as identified
accomplishments and needed improvements. The RTP Exercise should last no more
than four hours and the "Hotwash" Session should last no more than two hours.
Contractors must ensure that all Participants, controllers, and Evaluators attend the
"Hotwash" Session. The "Hotwash" Session should follow guidance provided by the
HSEEP. The Controller will be the lead of the "Hotwash.
J. Contractor will develop an AAR based upon the findings of the EEGs and comments
from each"Hotwash" Session conducted at the RTP by August 30, 2005. A Best
practices/Quality Improvement Checklist based on findings of the AAR must be
included as an appendix. The AAR must follow guidance provided by the HSEEP.
K. Total funds provided to the Contractor for the execution of the Northeast Region SNS
Exercise will not exceed $18,750.00. Should funds need to be shifted to
accommodate unforeseen costs, this will be negotiated between the agencies
identified in Section A.
Project Period:
March 11, 2005-August 31, 2005
Billing Schedule
Contractor shall submit invoices to CDPHE and shall be paid on a cost reimbursement
basis only. Transfer of funds from one budget line item to another is permissible with
prior written consent. Total cost to CDPHE shall not exceed the total budget amount.
Contractor understand and agrees that none of the funding made available pursuant to this
purchase agreement can be used on any work or project other than that specified in this
Scope of Work on any invoices to the State. If Contractor mistakenly includes any
unrelated work on an invoice submitted for this project, then the Contractor hereby agrees
to return this amount of money to the state immediately upon it becoming or being made
aware of this inclusion.
