RE: APPROVE ASSIGNMENT OF USEFUL PUBLIC SERVICE PROGRAM AGREEMENT
FROM INTERVENTION, INC., TO BI, INC.
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Assignment of the Useful Public Service
Program Agreement from Intervention, Inc., to BI, Inc., by and through the Board of County
Commissioners of Weld County,with terms and conditions being as stated in said assignment,and
WHEREAS,after review,the Board deems it advisable to approve said assignment,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Assignment of the Useful Public Service Program Agreement from
Intervention, Inc.,to BI, Inc., by and through the Board of County Commissioners of Weld County,
be, and hereby is, approved.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 27th day of June, A.D., 2005.

Re: Termination of Intervention's Useful Public Service Program
Dear Chairman Jerke:
On December 30, 1996 the Board of Commissioners adopted a resolution that allowed
Intervention to operate the Useful Public Service Program in Weld County. (Please see attached
RESOLUTION and AGREEMENT) Since that time Intervention has successfully operated the
Useful Public Service Program for the County. Intervention has also been providing misdemeanor
probation services through a contract with the 19th Judicial District Probation Department since
1997.
Unfortunately, we were not awarded the current probation contract. The probation contract was
the majority of our business in Weld County. We will not be able to continue to provide services
and maintain an office Weld County. We will no longer be able to provide the Useful Public
Services program for Weld County.
According to our AGREEMENT with you, we may terminate our AGREEMENT to provide Useful
Public Service within 30 days from date of notice.
We would suggest however, that you assign the current Useful Public Service Program
AGRREEMENT to BI Inc. BI has been providing the labor and operations in our Weld County
offices since 2000 through a sub contractual relationship with Intervention. 61 provides many
other services in Weld County and will be maintaining an office location in Weld County. 61 is
interested in continuing to provide the Useful Public Services for Weld County. They would like to
be assigned to this AGREEMNT and we would support this action.
