It is a well-accepted premise, statutorily and among planning professionals, that urban growth is best developed under the auspices of municipalities. Yet, the Board persists in permitting the increase in size of the Mixed Use Development [MUD] district, that, uniquely to Weld County planning, permits urban development under county auspices. This, without any apparent thought as to its consequences and inappropriateness as the neighboring municipalities grow to surround these county authorized developments. The future conflicts with municipal growth include road design and location, water supply, waste treatment, school capacity, taxation and legal regulations and integration and funding of other services such as public safety, fire protection, libraries, recreation centers, etc. Specifically, County officials are or will be considering permitting the Adler and CARMA developments, adjacent to Mead, that will permit more than 6000 new residences to be built. The County government, in permitting these developments will ignore that town's plans for orderly, sustainable growth and a vote by the residents of Mead that is required for annexations for development within the town's planning area [which extends into the MUD district]. The MUD district idea is an obsolete relic of a time, years ago, when there was no provision for funding acceptable waste treatment at the Del Camino interchange. Subsequently, it has taken on a life of its own, becoming an excuse for permitting County control of urban development in an area where now the surrounding municipalities of Longmont, Mead, Firestone and Frederick are capable of planning for it and expanding into as the necessity arises. Longmont has aggressively acquired land in parts of ithe MUD, thus preempting the County permitting development. However, the Commissioners continuously authorize expansion of the MUD with no explainable planning rationale, concern for negative consequences or asserted justification.
