Proposed improvements include grading, drainage, paving and other incidental work for approximately 3.1 miles of existing roadway. 1.02 Project Location. Weld County Road (WCR) 13, WCR2 to WCR8 1.03 Project Cost. The construction cost of this project is estimated at $3,000,000. 1.04 Work Duration. The time period for the work described in this scope is approximately 135 calendar days. Major milestones for the project are as follows (tentative): Pre-Bid Meeting June 28, 2005 Bid Opening July 12, 2005 Pre-Construction Meeting early August, 2005 Notice-to-Proceed (Construction) late August, 2005 Project Complete December, 2005 1.05 Consultant Responsibility. The Consultant is responsible for: • Attendance at the Pre-Construction Meeting • Attendance at Weekly Construction Meetings • Project Engineer services • Coordination with Weld County Project Manager • Assistance developing monthly Progress Estimates • Assistance in developing contract modifications, if any • Contractor/Weld County relations • Coordination with adjacent Counties and Cities • Provision of construction documentation/justification specified in Section 8 below • Provision of As-built plans (pen and ink mark-up) 1.06 Work Product. The Consultant work products are: See Section 7 below. 1.07 Work Product Completion. All submittals must be accepted by the Weld County Project Manager or his/her designee. The Contract Administrator for this project is: Keith Meyer, Weld County Engineering Division Manager Active day-to-day administration of the contract will be delegated to: Wayne Howard, PE Project Manager (o) 970.356.4000, ext. 3788 2.02 Project Coordination. Coordination will be required with the following: • Counties and local agencies through which the project passes or is adjacent to Anticipate that coordination will be required with several directly affected counties and local agencies. Initial coordination with the Weld County Project Manger will be required prior to subsequent coordination with affected county and local agencies. Weld County Road(WCR) 13,WCR2 to WCR8, Construction Observation August 1,2005 Page 2 SECTION 3 PROJECT DESCRIPTION 3.01 Background. Contract documents were produced by Jehn Engineering. Jehn Engineering will be available during Weekly Construction Meetings regarding the design plans. Weld County anticipates providing an entry level construction inspector for the project duration. 3.02 Project Limits. WCR13, from WCR2 to WCR8 3.03 Work Elements. The project will involve providing project engineer services listed in Section 1.05 above for the duration of the project. A full time level-of-effort is anticipated during the first several weeks of project construction. The subsequent level-of-effort will be determined based on the contractor's performance and similar factors that affect contract oversight. Work will not commence until the written Notice-to-Proceed is issued by Weld County. 6.02 Project Coordination. The routine working contact will be between the Weld County Project Manager and the SEH Project Engineer. Each party will provide the other with: a. Written synopses or copy of their respective contacts (both by telephone and in person) with others. b. Copies of pertinent written communications 6.03 Routine Reporting and Billing. The Consultant will provide the following on a routine basis: a. Coordination of all contract activities by the SEH Project Engineer b. The periodic reports and billings c. In general, all reports and submittals must be accepted by Weld County prior to their content being utilized in follow-up work effort. 6.04 Personnel Qualifications. The SEH Project Engineer must be approved by the Weld County Contract Administrator. 6.05 Travel. SEH employees will bill travel time one way from their residence to the project. Vehicle hours will be billed for time on the project. The consultant shall maintain the ability to perform all work tasks which are indicated below by an 'X' mark in the consultant column, in accordance with applicable Weld County standards. Selected work tasks shall be assigned only after coordination and consultation with Weld County. Brief description of the problem/issue: Per the Agreement between Weld County and Short Elliott Hendrickson, attached is a Work Order for Construction Inspection on WCR 13 between WCR 2 to WCR 8. This work order is not to exceed $44,887. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The Board may accept or reject the attached Work Order with Short Elliot Hendrickson. Recommendation to the Board: I recommend approval of Work Order for construction inspection for this portion of the WCR 13 project.
