RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURES OF WELD COUNTY ROAD 15 BETWEEN WELD COUNTY ROADS 84
AND 86,AND BETWEEN STATE HIGHWAY 14 AND WCR 84 FOR INSTALLATION OF
A NEW WATER LINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-410(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance,temporarily close to
through traffic or to all vehiculartraffic any highway or portion thereof
fora period not to exceed a specified number of work days for project
completion and shall, in conjunction with any such road closure
establish appropriate detours or provide for an alternative routing of
the traffic affected...", and
WHEREAS,the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
to through traffic and to regulate,warn and guide vehicular traffic on said County roads by posting
signs thereon.
NOW,THEREFORE,BE IT RESOLVED that the Board of County Commissioners of Weld
County,Colorado,deems it necessary to regulate,warn and guide vehicular traffic on County roads
and any intersections thereof,and it hereby authorizes and orders the posting of such traffic control
devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the
safety of the general public and that said traffic control devices shall conform to the Federal Manual
on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado,does declare and establish that Weld County Road 15 between Weld County Roads 84
and 86 be temporarily closed, with said closure being effective April 20, 2005, for approximately
sixteen working days for installation of a new water line, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that Weld County Road 15 between State Highway 14 and
Weld County Road 84 be temporarily closed,with said closure being effective April 28, 2005,for
approximately one week for installation of a new water line,and further,that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.

COLORADO SUBJECT: Road Closure for WCR 15 from Shl 14 to WCR 86
This is a road closure to be submitted to the BOCC for the 4/13/05 agenda. North Weld County Water District
(NWCWD) is requesting the closure of WCR 15 from SH 14 to WCR 86 for the installation of a new 16"water
line. This project will be done in two phases. The first phase will be the closure of WCR 15 from WCR 84 to
WCR 86. This requested closure will take place starting on April 20, 2005 and go until April 28, 2005. The
second phase would be the closure of WCR 15 from SH 14 to WCR 84 and will take place from April 28, 2005 to
May 6, 2005
The detour route for the first phase of this project will be WCR 84 (paved) to WCR 13 (stabilized) to WCR 86
(gravel). There are four houses from WCR 13 to WCR 15 on WCR 86 and NWCWD has agreed to apply dust
suppressant in front of these homes. The detour route for the second phase will use SH 14 (paved) to WCR 13
(stabilized) to WCR 84 (paved).
