HomeMy WebLinkAbout20052112.tiff Minutes WELD COUNTY COUNCIL June 21, 2005 Tape 6C2005 & 6D2005 , The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Tuesday, June 21, 2005, 6:30 p.m., at Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by Vice President Dwaine Kurtz. Councilwoman Ginny Buczek, Councilman Tom Pettit, and Councilman Gene Stille were present, constituting a quorum of the members. Council President Chip Marks was excused. Also present: Weld County District Attorney Kenneth Buck, Anthea Mustari, District Attorney's employee, and Bev Thomas, council secretary. AGENDA ADDITIONS/APPROVAL: The agenda was approved by consent. WORD OF WELCOME TO APPOINTED COUNCIL MEMBER: Vice President Dwaine Kurtz welcomed newly-appointed Councilwoman Ginny Buczek and asked that her resume be attached to the meeting minutes. REVIEW PROGRAM: District Attorney Kenneth Buck presented a review of the Weld County District Attorney's Office. He shared his vision for creating a juvenile assessment center for the county and municipalities in Weld County to screen and direct care of juvenile offenders. He also covered the following topics: a new program including private and public funding for dealing with white color crime, funding issues faced by the District Attorney's office, high homicide rate in Weld County requiring increasing allocation of resources for prosecuting murders, cooperation received from the Board of County Commissioners in increasing staff funding, the efficiency of two newly-opened, high tech criminal court rooms, the need for public safety to be included in the infrastructure to manage growth in Weld County. APPROVAL OF MINUTES: Councilman Gene Stille made a motion to approve the May 17, 2005 council minutes. The motion was seconded and carried. UNFINISHED BUSINESS: Council's August Review Program Councilman Dwaine Kurtz said it was appropriate to invite ACS to give the council a review program in 2005. GIS or the Weld County Health Department were also mentioned as options. The August review program was referred to President Chip Marks. NEW BUSINESS: • Appointments and Announcements Vice President Dwaine Kurtz and Councilman Gene Stille will attend the July 11, 10 a.m., ACS meeting. 2006 Council Budget Councilman Gene Stille made a motion to submit the attached request for the 2006 council budget. The motion was seconded and carried unanimously. Coordinator Reports Councilman Gene Stille reported on the May 24 workshop "Dealing with Upset Citizens and the Public." Councilman Tom Pettit and Councilman Gene Stille gave reports regarding the June 20 Elected Officials meeting. Payment of the Bills Councilman Tom Pettit made a motion to pay the bills as listed. Mileage for Councilman Chip Marks $66.99 Mileage for Ginny Buczek $52.75 Mileage for Councilman Tom Pettit $24.26 Mileage for Gene Stille $25.41 Postage and Office Supplies for Bev Thomas $26.79 The motion was seconded and carried. It was also approved by consensus to pay for business cards and a name badge for new member Ginny Buczek. Weld County is an exceptional place to raise a family. The positive and diverse experiences available in a culture rich with agriculture, educational opportunity, an expanding economy and a true sense of community, all anchored in traditional values have provided our family an outstanding quality of life. I am interested in serving on the Weld County Council as a representative of District 2 because I believe good government is a result of personal commitment. As a citizen of Weld County, I have personally benefited from the dedication and hard work of people who have devoted their energy and experience to the residences of Weld County. The experience I have gained serving as a Firestone Trustee and as a Director on the Tri- area Ambulance Board has afforded me the opportunity to learn the realities of the budget process. I believe the primary responsibility of an elected official is fiduciary. Public confidence and support are dependent on the knowledge that tax revenues are being spent in a judicial manner. Equally important to public confidence in county government is accountability, the Weld County Home Charter offers citizens an exceptional opportunity through the Weld County Council for transparency in all areas of public concern. I appreciate your consideration of my request to join the Council and represent District 2. I promise to give full diligence to the position and use the experience I have acquired over the past decade of public service to serve the Citizens of Weld County.
