This letter is in response to your request for water service commitment for up to 4500
residential lots, and 90 acres of commercial / non residential land use in the location described as
follows:
PORTIONS OF SEC.25,35, AND 36 T3N, R68W WELD COUNTY, CO
Proposed St. Wain Lakes
The District provides water service within its service area as defined by the District. The
provision of water service by extension of existing water lines of the District to the above property and
the installation of taps for lots is done under the teens of the Rules and Regulations of the District
established by the Board of the District from time to time. You may obtain a copy of the Rules and
Regulations from the District. This letter outlines the provisions of the Rules and Regulations, however
this letter does not change any provisions of the Rules and Regulations. The Board of the District may
alter and amend the Rules and Regulations at any time, and the provisions of this letter are subject to
alteration and amendment based on changes in the Rules and Regulations of the District.
We currently have a 24" diameter water line located along Hwy 66 @ WCR 9 '/2 and 42"and 24"
diameter water lines @ WCR 38 & I-25 with additional capacity available Therefore, we can commit to
provide service to the above property, subject to the limitations in this letter, for one standard residential
5/8" X 3/4" water tap per lot; and the following additional limitations on the provision of water service
are:
1. All improvements to District facilities required to provide service will be the financial
responsibility of the developer in accordance with the District Rules and Regulations. All
improvements must conform to District Specifications.
2. Little Thompson Water District requires you to transfer 1.4 shares of Colorado Big
Thompson water or other waters acceptable to Little Thompson Water District for each
lot in the commitment for use in the domestic water system. You then need to pay for the
rest of the tap fee as the water lines are put in service and you have the taps to sell with
the lots at the price that you set.

3. The evaluation, approval and installation of a raw / reuse water system for outside use
throughout the subdivision will reduce the amount of water dedication required for use in
the domestic system, The credit given for the raw water irrigation system will be based
on your raw water system design and expected water usage estimates. The District will
evaluate the domestic and raw water usage numbers and determine the credit given for
raw water use against the domestic requirement.
4. For each fire hydrant in the subdivision there is a S2,000 fire hydrant fee that needs to be
paid prior to installation of the fire hydrant. You will be responsible for any
improvements or upgrades needed to meet the required fire flows in your subdivision.
5. Off site domestic water line requirements with a raw water system for irrigation of
the subdivision.
The first 1200.taps can be served through the existing 24" water line along WCR 9 'h In
order to provide the required flows to the subdivision you will be required to install the
following improvements to connect to the existing Little Thompson Water District water
lines.
A. Vault and connection to the 8" tee on the existing 18" water line at WCR 28 & WCR
9 % .
B. 12"line along WCR 13 connecting the 8"line along Hwy 66 and the water line at the
WCR 13 entrance to Pelican Shores to a 12"line in your subdivision. You will need
to loop to the back end of the Pelican shores subdivision if/when built,
C. You will need to extend a 16" water line from WCR 9 'A & Hwy 66 through your
subdivision. You will need this size for any future non-residential fire flow.
D, These improvements, may not be adequate to provide non-residential fire flow at
build-out. You will need other improvements to meet the non-residential fire flows.
E. These connections will need to be connected and looped through the subdivision.
Service for the remaining taps, with a reuse water system, and non-residential fire flow
at build-out will require the following improvements in addition to the items A-E above.
F. Installation of a 24" diameter water line connected to our existing 24" water line at
WCR 38 &1-25. This line and connection can be along the East or West side of I-25.
The route of the line needs to be determined and will need to connect to water lines in
your subdivision along Hwy 66 and WCR 28 to feed the looped system. This water
line would be subject to a rebate that would be a part of our development agreement.
You will be responsible for the equivalent cost of an l8" diameter line and the
difference from the 18" diameter line to the required 24" line would be subject to the
rebate agreement
G. The 24"diameter water line will require a pressure reduction vault along the line at a
location to be determined.

6. You will be required to provide the needed water lines in the proposed subdivision.
Water lines in the subdivision will need to be 6" minimum diameter with 8" and 12"
diameter water lines in a grid system to support the required fire flows. Non residential
development will require higher fire flow availability and will need to be served by a 16"
diameter water line backed up with a 12"diameter water line grid.
7. The design, installation and total cost of the project will be the responsibility of the
developer..
It is possible that some of the off-site water lines may be required, built or are being designed by
other developers in the same area. If they are in place when you need them then you may be able to
utilize them to serve your development, subject to Little Thompson Water District toles and regulations
and rebate agreements.
If the 24"diameter water line from WCR 38 to WCR 28 has been built, or other improvements
have been made to provide the capacity, prior to your need for it you will be required to pay for any
rebate of the oversize cost. In addition to the oversize cost you will also be required to pay for the design
and installation of a 5 million gallon concrete water tank. The tank would be located North of WCR 38
@ 1-25 on the property that Little Thompson Water District currently owns.
This commitment letter will expire two years from the date of this letter if the taps have not been
purchased, paid for and installed by that date of expiration. The current fee for the domestic 5/8" X 3/4"
tap is $25,700,. YOU ARE HEREBY ADVISED THAT THE RULES, REGULATIONS AND
TARIFFS OF THE DISTRICT ARE SUBJECT TO CHANGE WITHOUT NOTICE; AND THIS
LETTER IS ISSUED WITH THE SPECIFIC LIMITATION THAT THE DISTRICT MAY
CHANGE THE RULES, REGULATIONS AND TARIFFS APPLICABLE TO THE ABOVE
PROPERTY AT ANY TIME WITHOUT NOTICE TO YOU OR ANY PERSON.

The St. Vrain Lakes Subdivision lies with in the St. Vrain Sanitation District (SVSD) 208
service area and will be served contingent on the following:
1, An alignment and easement dedication needs to be determined and granted
through the subdivision to serve properties west of I-25 and north of Highway 119
to the existing North line infrastructure.
2. An alignment and easement dedication for a parallel sewer line to the North line.
The current line was sized to serve areas east O(1-25 and section 27 west of 1-25,

RE: St. Vrain Lakes Land Use Map Amendment (Sections 25, 35, 36, T3N, R68W)
Dear Monica:
Thank you for referring the St. Vrain Lakes Comprehensive Plan and Structural Land Use Map Amendment to the
School District. The District has reviewed the development proposal in terms of (1) available school capacity, (2)
required land dedications and/or cash-in-lieu fees and (3) transportation considerations. After reviewing the above
proposal, the School District has formulated comments on this page and on Attachment A. A summary of these
comments is as follows:
• None of the schools in this feeder are expected to exceed the 125% of their capacity within the next 5
years.
• Capacity calculations for this feeder include schools approved under the 2002 Bond that have not yet
been constructed. This includes Middle School 7, which will relieve Mead Middle, and High School 5,
which will relieve Skyline. Until these facilities are constructed, some schools may experience some
crowding in the short term. Currently, there are no additional elementary schools funded for this
feeder.
• The determination of capacity in this referral applies to this current application at this time. As
the application moves through the County's review process, the District will continually update school
capacity information. Although this development does not exceed the Capacity Benchmark, it will
impact the enrollment for Mead elementary school which is expected to exceed 100% of capacity
within the next 5 years. Schools above 100% can rapidly approach the Capacity Benchmark of 125%
with the approval of only a handful of new developments. It is possible that the District will oppose
future stages or applications of this proposal as Mead Elementary approaches 125%of capacity.
Should this development be approved, the options for managing the short and long term overcrowding in these
schools may include adding modular classrooms and implementing split or staggered schedules as needed. Other
options may include, but not be limited to, implementing year-round schools or asking voters to approve new
bonds for additional school facilities or a mill levy for additional operating funds. It should be noted that a lack of
operating funds may be a factor in delaying construction and occupancy of new school facilities in this area.
Detailed information on the specific capacity issues, the cash-in-lieu/land dedication requirements and
transportation impacts for this proposal follow in Attachment A. The recommendation of the District noted above
applies to the attendance boundaries current as of the date of this letter. These attendance boundaries may
change in the future as the new facilities are constructed and opened. If you have any further questions or

PROJECT: St. Vrain Lakes Comprehensive Plan and Structural Land Use Map Amendment
(1) SCHOOL CAPACITY
The Board of Education has established a District-wide policy of reviewing new development projects in terms of
the impact on existing and approved school facilities within the applicable feeder system. Any residential project
within the applicable feeder that causes the 125% school benchmark capacity to be exceeded within 5 years would
not be supported. This determination includes both existing facilities and planned facilities from a voter-approved
bond. The building capacity, including existing and new facilities, along with the impact of this proposal and all
other approved development projects for this feeder is noted in the chart below.

Specific comments concerning this proposal regarding School Capacity are as follows:
• Specific Impact-This application will add 3599 new single-family dwelling units and 1327 new multi-family
dwelling units in the long-term with a potential impact of 2708 students in the Mead Elementary, Mead
Middle and Skyline High School Feeder. The applicant has estimated that, of the total units,
approximately 233 single-family units will be constructed within the 5-year benchmark period.
• Benchmark Determination — No schools are projected to exceed 125% of capacity with the addition of
students from this development.
• Additional Capacity Impacts— Middle School 7 is scheduled to open in the Fall of the 2005-06 school year
and will relieve Mead Middle School. A new high school has also been approved in the 2002 Bond and is
expected to be open within the next 5 years. However, the exact date of completion for this latter facility
remains to be determined and will depend on the rate of residential growth in this feeder and the
availability of operating funds.
• Phasing- The District would appreciate a phasing plan from the developer to better determine enrollment
and capacity impacts on the affected schools.
(2) LAND DEDICATIONS AND CASH IN-LIEU FEES
School District policy requires that the applicant either dedicate land directly to the School District along with
provision of the adjacent infrastructure and/or pay cash-in-lieu (CIL) fees based on the student yield of the
development. CIL fees only provide funds for land acquisition, which is only a small component of providing
additional school capacity for a feeder. Specific comments regarding land dedications and CIL fees for this referral
are as follows:
• Dedication and/or Cash-in-lieu Requirements - The School District does anticipate the need for a number
of school sites within this development and, under the current total dwelling unit calculation, this
development would be responsible for between 70 and 75 acres of land dedication to the District. The
District is in continued discussions with the developer which include shifting the western most elementary
site closer to the wetland drainage corridor/trail and enlarging the middle school site to a high school site.
The District may also look at shifting the northern most elementary site away from the electrical sub
station.
• Number of Units covered by dedication/cash-in-lieu - Should the District come to an agreement with the
developer over school sites, its estimated that this requirement will be primarily fulfilled through land
dedication. However, depending on how the exact housing units constructed and the final amount of the
land dedication, it is possible that the developer may be responsible for some CIL fees.
• Dedication/Cash-in-lieu Procedures —The School District asks that a dedication agreement between the
District and the developer be completed prior to final plat approval and that the transfer of land be
complete prior to the recordation of the first final plat.

3) TRANSPORTATION/ACCESS
Transportation considerations for a project deal with busing and pedestrian access to and from the subdivision.
Pedestrian access, in particular, is an important goal of the School District in order to facilitate community
connection to schools and to minimize transportation costs. Specific comments for this application are as follows:
• Provision of Busing- Busing for this project, under the current boundaries, would most likely be provided.
• Pedestrian and Access Issues — Although plans are currently preliminary in nature, the enclosed trails,
bridges, and sidewalks appear to be adequate for pedestrian access to each of the school sites. The
District would like to continue working closely with the developer on pedestrian access, particularly
regarding the safe crossing of any potential arterials running through or along the development.

RE: St. Vrain Lakes PUD Sketch Plan
Dear Kim:
Thank you for sending the St. Vrain Lakes PUD Sketch Plan to the City of Longmont for our
review and comment. The applicant proposes to build approximately 5,000 homes on about
1,300 acres located just east of 1-25 between the St. Vrain River and SH66. In addition to a
variety of residential land uses, the sketch plan proposes about 33 acres of commercial
development, two elementary school sites, one middle school site, two recreational sites, various
park sites, and a "municipal" site.
It appears that more than a section of the proposed PUD is located outside the 1-25 Mixed Use
Development Area. The City of Longmont respectfully suggests that it may be appropriate to
evaluate an amendment to the 1-25 Mixed Use Development Area prior to taking action on this
sketch plan application. Furthermore, as mentioned at the recent joint meeting between the Weld
County Board of County Commissioners and the Longmont City Council, the City suggests that
it would be more timely to postpone consideration of any amendments to the 1-25 Mixed Use
Development Area until much more of it is actually built out.
Recently the City of Longmont has received several referrals from Weld County that reference
using excess capacity in the St. Vrain Sanitation District (SVSD). The City presumes that both
Weld County and the SVSD are ensuring that there are not multiple claims to the same "excess
capacity"by several proposed developments.
This proposed development will be larger than some incorporated towns and is clearly urban in
character and will require urban level services. The parks proposed within the development are
important to the development itself, and to avoid requiring residents of this development to
commute to nearby communities to access these amenities, The City supports the provision of
parks within the plan. The City also encourages Weld County to ensure that not just sites, but
the provision of urban vices, will be available to residen'i� //ho live in this proposed
development so that Lor1/2)5rrt'ont is not seen as the service provideil'or services such as library,
recreation, etc.
As Weld County is aware, the St. Vrain River is noted on City, County and State trails maps as a
regional greenway and is part of the plant Range Trail system. The Weld County St. Wain
Valley Open Space and Trails Plan shows the trail alignment conceptually on the south side of
the St. Vrain River. Ponds, detention ponds, trail corridors, and other amenities are shown on the
proposed PUD sketch plan on the north side of the river. Although the narrative talks about
connections between this development and the regional trail, it appears that the only linkage
proposed between the two is at the I-25 frontage road and at WCR13. Perhaps shifting the St.
Vrain trail to the north side (and north of the existing lakes) would better serve the overall plans?
With the regional trail, itself, serving as a major spine along the base of the proposed residential
development, it will provide opportunity for pedestrians and equestrians to move along the entire
regional trail system and discourage multiple social trails that might develop along this
development's edge. By providing the trail north of the ponds, the trail would provide a
substantial buffer between the more sensitive riparian river edges and the development. The City
respectfully requests that Weld County seriously look at this alignment as a route. An alternative
would be to provide at least one, if not two, pedestrian crossings of the river to the proposed
south of the river trail alignment. The City requests that pedestrian connections to the regional
trail be a priority.
The narrative and plans provide great corridors through the development, past detention ponds,
and into the St. Vrain River or its riparian zone. The narrative indicates that these corridors and
drainages are proposed to include trail provisions to directly connect to the St. Vrain trail and
from that regional trail into the development. As wildlife corridors, these corridors have
significant breaks with the street crossings of WCR2S and possibly on WCR11 & WCRl3 (if
extended). If these areas are to truly serve as wildlife corridors, there should be provision for
underpass, overpass, or other crossing opportunity for wildlife. As pedestrian greenways, the
same consideration should be given for safe pedestrian crossings if traffic volumes warrant.
It appears that the buffer around the existing lakes and the river is at least 200 feet for the most
part. The City respectfully suggests that this buffer should be in excess of the riparian edge.
Buffers of this size would be beneficial for the preservation of some of the natural features
associated with this development. A buffer of V. mile is, of course, recommended for the bald
eagle roosting sites noted in the narrative. The City recommends not including trails on the
south side of the lakes (between the lakes and the St. Vrain River) to provide opportunity for
wildlife refuges.

Weld County Public Works Department has reviewed this preliminary conceptual development (to revise the MUD).
Comments made during this phase of the process may not be all-inclusive, as other concerns or issues may arise
during the remaining application process.
Comments
.• Although finer points(land uses,zoning,and intensities)to the I-25 MUD Area Structural Plan revision are not paramount to
Public Works' evaluation, the following observations cast light on the requirements essential for such a development within
the County.
• Carma Colorado/St. Vrain Lakes PUD is provisionally planned for up to 5,131 residential and commercial units.
• Weld County does not maintain roadway median areas.
S• The proposed development property lies within the MUD,therefore external roadway improvements shall meet Weld County
MUD standards.
:• Road classifications shall be adhered to with respect to County access standards(number of access locations per mile).
m The Traffic Impact Analysis — St. Vrain Lakes - Weld County, Colorado, dated October 20, 2004, by LSC Transportation
Consultants,Inc.,Benjamin T. Waldman,P.E. is preliminary for this scope of development. A final traffic impact study will
be required when taking into consideration the final street layout, traffic studies, and proposed vicinity development(s). This
report must address all transportation requirements for the final build-out of this development.
a. Of particular concern are the impacts to the fringe areas surrounding this tremendous development in Weld County
and the potential maintenance concerns to infrastructure. The applicant will be required to address a fringe area of
one-mile(minimum)surrounding Carma Colorado/St.Vrain Lakes PUD and the impacts thereof.
.• Carma Colorado may introduce approximately 49,104 additional vehicle trips per day to the off-site roadway system based
on a proposed 5,131 residential homes as calculated by Public Works(for an estimate).
a. This increased level of traffic on County roads creates surface / maintenance problems, levels of service, and
capacity concerns.
b. The applicant will be required to address off-site improvements through an agreement with the County.
o SH 66 has been annexed by the Town of Mead. The applicant shall verify the existing right-of-way and the documents
creating the right-of-way. If the right-of-way cannot be verified,it shall be dedicated.
a. SH 66 is paved.
b. SH 66 is maintained by CDOT adjacent to this development.
c. The applicant shall coordinate with Mead and / or CDOT concerning respective roadway improvements meeting
MUD criterion.
d. Of special concern are any signalization requirements at intersections.
.• CR 13 is classified by the County(Weld County Roadway Classification Plan,June 2002)as a major corridor-arterial road
(adjacent to the east of this development)and requires a 140-foot right-of-way. The applicant shall verify the existing right-
of-way and the documents creating the right-of-way. If the right-of-way cannot be verified,it shall be dedicated.
a. Public Works normally requires that access points to an arterial road be limited to half-mile intervals. The County
will consider quarter-mile access points if safety issues,roadway capacity and the level of service (LOS) for CR 13
(arterial) are not compromised. Public Works will fmalize access points for the proposed development with the
applicant,as the final traffic impact study will be needed for evaluation of the locations.
b. CR 13 is paved and under the jurisdiction of Weld County. The applicant shall coordinate with the County
concerning respective roadway improvements meeting MUD criterion.

c. A portion of CR 9 'A would be in the jurisdiction of Weld County and a portion may be within the jurisdiction of
Mead for this development. The applicant shall coordinate with the appropriate authority concerning respective
rights-of-way and roadway improvements meeting MUD criterion.
d. The County also anticipates coordination efforts between the applicant and Colorado Department of Transportation
(CDOT)for this project.
e. Of special concern are any signalization requirements at intersections.
o• CR 28 is classified by the County (1-25 Mixed Use Development Area Structural Plan— Map 2.2 Structural Transportation
Network, July 2004) as a minor arterial road within this development and requires a /10-foot right-of-way. The applicant
shall verify the existing right-of-way and the documents creating the right-of-way. If the right-of-way cannot be verified, it
shall be dedicated.
a. CR 28 is gravel with sections maintained by Weld County and Mead in the vicinity of this development.
b. The applicant shall coordinate with the appropriate authority concerning respective roadway improvements meeting
MUD criterion.
c. Of special concern are any signalization requirements at intersections.
d. CR 28 must be improved for both on-site and off-site development impacts,along with CR 28 at the under-pass of I-
25.An item of interest will be the safety conditions at the I-25 under-pass.
• CR 11 has been annexed by the Town of Mead. The applicant shall verify the existing right-of-way and the documents
creating the right-of-way shall be noted. If the right-of-way cannot be verified,it shall be dedicated.
a. CR 11 is gravel and maintained by Mead in the adjacent to this development.
b. The applicant shall coordinate with Mead concerning respective roadway improvements meeting MUD criterion.
c. Of special concern are access points and any signalization requirements at intersections.
S• The tremendous scope of this proposal greatly exceeds Weld County's ability to serve and maintain internal roadway
infrastructure. The County recommends that a metro district be discussed to handle all internal roadways and any related
issues for Carma Colorado/St.Vrain Lakes PUD.
• Weld County will not maintain median areas and this must be addressed by the homeowner's association.
• Internal roads shall meet Weld County MUD criteria for a PUD.
S• Public Works would like to discuss the roundabouts shown by the applicant.
• The internal local road right-of-way shall be sixty(60) feet in width including cul-de-sacs with a sixty-five (65) foot radius,
and dedicated to the public. The typical roadway section of interior roadway shall be shown as two 12-foot paved lanes with
8-foot paved parking lanes(the final traffic impact study shall also be reviewed for interior roadway cross-sections). The cul-
de-sac edge of pavement radius shall be fifty(50)feet. The MUD criteria require curb,gutter and sidewalk.
a. The applicant and Public Works must agree on roadway cross-sections.
• Any internal collector road right-of-way shall be eighty(80) feet in width and dedicated to the public. Currently, the typical
roadway section of interior roadway shall be shown as two 12-foot paved lanes with 8-foot paved parking lanes (the final
traffic impact study shall also be reviewed for interior roadway cross-sections). The MUD criteria require curb, gutter and
sidewalk.
• Weld County does not recommend full-depth asphalt as a paving option.

• The applicant shall submit to Public Works stamped, signed and dated final plat drawings and roadway / construction &
grading plan drawings for review with the final plan(phase)application and approval. Construction details must be included.
a. Stop signs and street name signs will be required at all intersections and shown as a signing plan on final roadway
plans. The current edition of the Manual on Uniform Traffic Control Devices (MUTCD) shall govern the signing
plan.
• The applicant will be required to submit Improvements Agreements According to Policy Regarding Collateral for (on-site)
Improvements. These agreements must be reviewed by Public Works and shall be approved by the Board of County
Commissioners(BOCC)prior to recording any plat(phase).

• Weld County will not maintain drainage related areas.
+ This PUD is adjacent to or in close proximity to other proposed development(s)and must collaborate and coordinate drainage
of the vicinity/region. It is important to understand the existing drainage of the area(s) and incorporate in an engineering
manner the proposed drainage with-respect-to development of the land(s). Public Works intends to preserve the safety of
development in this vicinity as a whole without unanticipated surprises amounting to an isolated parcel drainage perspective.
An adjacent proposed development may impact Carma Colorado/St. Vrain Lakes in a manner it was not anticipating or visa-
versa. A conservative approach now may prove beneficial to future home owners.
• A final drainage report stamped, signed and dated by a professional engineer licensed in the State of Colorado will be
required.
a. Appropriate design storm periods shall be utilized for the proposed land use, see Weld County CODE Sec. 24-7-
130.D Table 24.2 Storm Design Frequencies.
b. The final drainage report shall include a flood hazard review documenting any FEMA defined floodways. The
engineer shall reference the specific map panel number, including date. The development site shall be located on
the copy of the FEMA map.
c. The engineer must take into consideration stormwater capture / quality and provide accordingly for best
management practices.
d. Stormwater runoff shall not adversely impact downstream storm drainage facilities; especially on the St. Vrain
River. Provide evidence that storm drainage facilities downstream are not overloaded by the additional runoff.
S The applicant will be required to prepare a construction detail for typical lot grading with respect to drainage. Front,rear and
side slopes around building envelopes must be addressed. In addition, drainage for rear and side lot line swales shall be
considered. Building envelopes must be planned to avoid storm water flows, while taking into account adjacent drainage
mitigation.
4. Final drainage construction and erosion control plans (conforming to the final drainage report)stamped, signed and dated by
a professional engineer licensed in the State of Colorado shall be submitted with each plan(phase). These plans(stormwater
management plans)shall be based upon urban drainage methodology.
Recommendation
Cl The Public Works Department finds no objection to this MUD revision.
The applicant shall address the comments listed above at the specific step of the review process stated. The review process will
continue only when all appropriate elements have been submitted. Issues of concern must be resolved with the Public Works
