I. INTRODUCTION
A. Project Location
The proposed New Hope Christian Fellowship site is located in the North
Half of the Northwest Quarter of Section 30, Township 6 North, Range 65
West of the Sixth Principal Meridian, in the County of Weld, State of
Colorado.
The project site can be found between Highway 85 and WCR 37 and
adjacent to the south side of WCR 66.
B. Proposed Use of Property
The proposed site was once the Swift administration offices. The site
i-- currently contains three existing buildings along with the associated
parking. New Hope Christian Fellowship plans on using the current
buildings along with a proposed worship hall building for a church and
private school.
II. COMPLIANCE WITH COMPREHENSIVE PLAN
The proposed site for the New Hope Christian Fellowship and school will make
use of existing buildings and infrastructure. As a result of using the existing buildings and
infrastructure the planned church and school will have a minimal impact on the
surrounding properties. The New Hope Churches decision to select this site will preserve
agricultural land that would have been removed from production had another site been
chosen. Traffic and noise will be no different than when Swift occupied the buildings

because parking will not be increased. Landscaping will remain the same but will be
maintained now that the property will be occupied.
III. COMPLIANCE WITH ZONING
The proposed New Hope Christian Fellowship site is currently and will remain zoned as
an Agricultural District. The site will be changing uses from an Agricultural Service
Establishment to a Public and quasi-Public building use which is permitted by special
review.
IV. SURROUNDING USES
The land surrounding the site is currently used for agricultural purposes. The use of the
proposed site is compatible with surrounding land uses because historically the site was
used for office space where the site will now be used as a church and school. These two
uses are not drastically different; therefore surrounding uses will not be impacted any less
or any more than in the past.
V. PROPOSED OPERATIONS
A. How many people will use this site?
a. Tuesday- Friday daily office use: 20 people
b. Sunday Services:
i. 8 am Service: 60 people
ii: 9:30 Service: 350 people
iii: 11 am Service: 350 people
c. Wednesday:
i. 7 pm Service: 150 people
ii. Youth Service 50 people
iii. Children's Class 100 people

a. Passenger cars throughout the week.

a. Eaton Fire Protection District (see attached Memorandum of
Understanding)

a. No warehousing is proposed. We will be storing items common to a church(ie.
Bibles, books, landscaping equipment, etc.)
VI. LANDSCAPING
The existing landscaping will be used and maintained.
VII. RECLAMATION PROCEDURES
There will be no reclamation procedures necessary.

VIII. STORM WATER DRAINAGE
Storm water drainage for the Worship Hall Addition will be conveyed via concrete pan
and swale to a proposed detention pond to the west of the addition. The outlet structure
for the proposed detention pond will discharge into an existing swale along the west
property line. The existing storm water facilities will continue to be utilized for the rest of
the site.
IX. CONSTRUCTION TIME TABLE
New Hope Christian Fellowship intends to begin minor remodeling to the south and west
building as soon as permits are granted. The remodeling phase should take 90 days. The
ground breaking for the sanctuary will be approximately 3 months after the remodel phase
is completed. The construction phase should take 6 months.
X. WASTE STOCKPILES
There will be no waste stockpiles on site.
