Through the careful selection of material, involve this reader in a program of skill building which would result in con- tinuation of education and recreation through the public library. (c) Funds provided under these titles will not be used to provide support or materials for religious instruction or worship. (d) Funds received under LSCA will be used to supplement and not supplant State and local funds expended for library service purposes and, to the extent practical, increase the fiscal effort that in the absence of such funds would be made by applicant for library service purposes. (e) The applicant will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352), as amended, and all requirements imposed by or pursuant to the Regulations of the Department of Health, Education and Welfare (45 CFR Part 80) issued pursuant to the Title, to the end that no person in the United States shall, on the grounds of race, color, sei or national origin, be excluded from participation in, be denied the benefits of, or be other- wise subjected to discrimination under any program or activity for which the applicant receives Federal financial assistance from the Department. (The assurance of compliance (HEW 441), or court order, or desegregation plan previously filed with the U.S. Office of Education in accordance with the Department of Health, Education, and Welfare Regulations applies to the application.) (f) The programs will be operated in compliance with Public Law 84-597 as amended and with regulations and other policies and administrative issu- ances by the U.S. Commissioner of Education and the Colorado State Depart- ment of Education, (Colorado State Library), including submission of such reports as may be required; (g) The filing of this application has been authorized by the governing body of the applicant, and the undersigned representative has been duly authorized to file this application and in behalf of said applicant, and otherwise to act as the authorized representative of the applicant in connection with this application. (h) All equipment acquired under this title will be used for the purposes spec- ified in the approved project proposal, and such equipment will be subject to the administrative control of the recipient agency. Following project termination, such stipulations will remain in effect during the useful life of the equipment. Inventories of equipment and materials will be maintained and appropriate reports will be filed with the Colorado State Library upon request. (See Appendix A for the Colorado State Library Policy Statement.) - 50 - (i) The applicant will maintain reports, accounts, and documents showing receipts and expenditure of funds involved in the operation of this program and will prepare required reports for submission to the Colorado State Library. The funds received under this title will be accounted for sepa- rately from other funds. Fiscal records will be audited by an independent auditor. (j) The applicant agrees that contracts or orders for equipment, or materials under the provisions of LSCA will be made with suppliers only after appli- cation has been approved by the Colorado State Board of Education. Identify the need(s) to be filled by the project and tell how this need was determined. Describe the group to be served in terms of numbers, geo- graphic location, special needs, etc. If the request is a continuation or a spin-off of previous grant(s) give a brief summary/evaluation of previous grant(s) and describe how your project will continue said grant(s). The persons to be served primarily by the grant are adults in Weld County, 16 years and older, who read below a sixth grade level and/or who have limited skills in spoken English. Adults whose reading levels are below ninth grade will also benefit from the grant provisions. The geographical service area includes the city of Greeley and rural areas of Weld County. The two literacy programs in Weld County, Aims Community College and Right to Read, serve between 900 and 1,000 students annually. Both programs need increased library services and training in library use for their students. Moreover, the 1980 Census revealed that in Weld County, 24,000 or 26% of the adults over the age of 16 have not completed twelfth grade and are not enrolled in school. 16,450 adults over age 18 speak English poorly or not at all. The census figures point to the existence of a large number of individuals to be served. 2. State the proposed goals, objectives and activities and relate them to the identified need(s). I. Develop and house at the Weld County Library a collection of varied types of materials appropriate to low level readers and persons with limited English. Will provide high interest, low level materials for adults. Will be jointly selected in a variety of formats by Weld County Library and Right to Read. Volunteers will maintain collection after purchase and cataloging. II. Develop means to bring adults who read below a 9th grade level and/or who have limited English skills into the library and teach them how to use library materials. The collection of materials will be publicized to adult basic education professionals and adult users, through mailings and the bookmobiles. News releases will be distributed to newspapers, radio, cable TV and appropriate newsletters. Workshops will be scheduled to develop skills in working with the low level reader. Right to Read tutors will be trained and available to work with low level readers in the use of the library. - 53 - 3. Explain how project will be evaluated. Written evaluations of training workshop by library staff, Right to Read tutors and special volunteers. Library staff and Right to Read tutors will complete written evaluations of training. Statistical records will be maintained on collection materials checked out. Voluntary regustration of users will be taken, recording use of material in the Library and not checked out. Quarterly reports will be filed by volunteer tutors indicating use. 4. Administration of project. The project will be administered jointly by the Director of Right to Read and the Director of Weld County Library. Right to Read, having specialized expertise in teaching reading to low level readers, will assume a lead role in hiring a public information person, preparing promotional materials and selecting materials. Include here a discussion of funding possibilities for project after termination of LSCA grant. NOTE: CCLD has given project continuation planning a new emphasis this year. Given the uncertainty as to the continuation of LSCA funds, projects without adequate plans assuring local continuation of those projects with long term goals will receive less consideration than those projects whose planning assures successful completion of project goals.
