RE: APPROVE APPLICATION FOR WELD COUNTY WASTE TIRE CLEAN-UP AND
RECYCLING PROJECT GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for Weld County Waste Tire
Clean-up and Recycling Project Grant between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Public Health and Environment,and the Colorado Department of Local Affairs,with
terms and conditions being as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for Weld County Waste Tire Clean-Up and Recycling Project
Grant between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, and the Colorado Department of Local Affairs be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 6th day of June, A.D., 2005.

SUBJECT: Grant Application, Colorado Waste Tire
Program
Enclosed for Board review and approval is a grant application to the Colorado Department of
Local Affairs, Division of Local Government, for funds to clean-up seven sites where tires are
currently stored and to conduct a"tire amnesty weekend". The application requests funds to
cover the cost of the removal of the tires.
The grant request and subsequent activities correlate with Goals defined in the Departments'
Strategic Plan.
The grant request is $56,312.50. The funding source is from DOLA via a surcharge to tire
purchasers that was authorized in HB 95-1238, CRS 24-32-114(1).
I recommend approval of this grant request.

Weld County Waste Tire Clean-Up and Recycling Project Grant Application
Background
The Weld County Department of Public Health & Environment (WCDPHE) seeks to uphold the
mission of the department by preserving, promoting and protecting a healthy life and safe
environment for the residents of Weld County. As a common goal, the Environmental Health
Services Division serves this mission by minimizing negative environmental impacts from waste
disposal. In connection with the Department of Local Affairs' (DOLA) Waste Tire Cleanup and
Processing Program and pursuant to Weld County Code 23-3-30. I. which, by definition,
prohibits non-commercial junk yards from storing waste tires, the WCDPHE seeks funds from
DOLA's Waste Tire Recycling and Cleanup Fund to address several illegal storage sites within
Weld County. Piles of illegally stored waste tires provide a receptacle for standing water where
mosquitoes may lay eggs, increasing their population. Mosquitoes serve as a known vector for
transmitting the West Nile Virus, and in the recent past Weld County has documented numerous
cases of both humans and animals infected by West Nile Virus. Cleaning up the piles of waste
tires would serve to eliminate possible breeding grounds.
Purpose of the Grant
The purpose of the grant is to remove tires illegally stored at seven identified locations and to
conduct a"Tire Amnesty Weekend"where County residents can deliver tires that they may have
in their possession.
Description of the Project
As described above, the project would entail two phases: Phase 1 includes the removal of
illegally stored tires at seven identified sites within the County. Phase 2 is a tire amnesty
weekend where County residents can deliver tires that they have in their possession to two
identified drop-off sites.
Phase 1 —Seven Sites
Review of aerial photography provided to the WCDPHE revealed seven sites where a minimum
of 50 illegally stored waste tires are present. These private sites are not in compliance with Weld
County Code 23-3-30.I. WCDPHE has met with the property owners of each of the seven sites
and have received their cooperation and written permission to remove the tires. The location of
the tires and the estimated number of tires are given on the following table and maps to each of
the sites are attached.

Phase 2 —Waste Tire Amnesty Weekend
Weld County is an extremely large County covering 3,999 square miles. As such, two drop-off
sites will be identified to receive waste tires on a designated weekend. One site will serve the
northern portion of the County(probably in Greeley) while the second site will serve the
southern portion of the County(probably in the Dacono/Firestone/Frederick area). WCDPHE
Staff will be present to assist county residents who bring their tires to be recycled. Since larger
industrial loader tires are problematic in that they can not be shredded, we will only accept car,
tractor, and trucks tires (see cost estimates).
Total Tire Estimates
From phase 1, there are an estimated 4000 waste tires to be removed at the seven identified sites.
Of these tires, there are approximately 1,500 car tires and 2,150 truck and smaller tractor tires.
For phase 2, the number of tires to be received from the two drop-off sites will be estimated for
this proposal. Past clean-up projects conducted in the County have resulted in the receipt of an
average 2 tires per 100 residents. However, these clean-ups were located within the County's
communities and towns rather than the rural areas. Our estimates are based upon observations
and anecdotal evidence that rural residents store more tires than urban dwelling residents. With
these considerations in mind, we are estimating that we'll receive approximately 6,000 waste
tires during Waste Tire Amnesty Weekend. Using the previous known ratio of car to
truck/tractor tires from the seven larger sites, we estimate that 2250 car tires and 3750 truck and
smaller tractor tires will be collected.
Only licensed, approved recycling or disposal facility contractors will be considered in the
bidding process. Therefore, transport of the waste tires from each of the nine sites (seven larger
sites and two drop-off sites from Waste Tire Amnesty Day) will be in accordance with state

regulations. While the bidding process is open to all providers, recycling of the waste tires is the
preferred method of clean-up and will influence the outcome of the chosen provider.
Budget
The Weld County Health Department would use the requested funds from the Waste Tire
Recycling and Cleanup Fund to remove the tires from sites to an approved disposal/recycling
facility. Total cost to remove, transport, and/or recycle the waste tires was arrived at by
contacting a licensed recycling company for an estimate. The following list includes tires from
the seven identified sites, a projected estimate from the two collection sites, matching funds in
the form of Weld County personnel and Land Owner participation hours:

After a competitive bidding process, a licensed recycling contractor will be awarded this
contract. Every effort will be made to ensure the contractor implements only approved methods
for the re-use and recycling of the waste tires. Weld County personnel will visit each of the seven
larger sites upon completion of the proposed project. Photographs of each of the seven sites will
be taken to insure the tires at each site are adequately removed.
Salary for an employee from the Environmental Health Division of the Weld County Health
Department will serve as partial in kind match for this project. A set number of hours for the
employee will be assigned for administration and monitoring of this project. Several sites have
tires that are difficult to access or are partially buried. Where needed, land owners have agreed to
collect and neatly pile waste tires in a more accessible location as the remaining in kind match
for this project. Making the waste tires more accessible will lower the cost of removal. Total
requested funding for this project is $56,312.50.

Statement of Certification
The Weld County Board of County Commissioners hereby certifies that the following properties
located in Weld County Colorado are the site of illegally disposed waste tires. The tires will be
removed to a state or county-approved legal disposal or recycling facility. All contracting and
bidding procedures for implementing the project will be conducted in accordance with state and
county law and bidding and contracting procedures.

We have not yet sent our RFP to potential bidders. However, we will give preference to
those bidders that propose recycling or reuse. It is our intention to have all of the tires

either recycled or reused in some fashion. We will discuss our potential contractors with
your agency prior to awarding the bid.

Our cost estimates were derived from verbal communication with a license tire recycler
within our County. We will send the project out for competitive bidding and follow all of
the criteria in the Colorado Waste Tire Cleanup and Processing Grant Program.
