WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, October 12, 2005, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair Pro-Tem and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner William H. Jerke, Chair- EXCUSED
Commissioner M. J. Geile, Pro-Tem
Commissioner David E. Long
Commissioner Robert D. Masden - EXCUSED
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny VanEgdom
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of October 10, 2005, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $43,200.73. Commissioner Vaad moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AMENDMENT OF AGREEMENT TO PURCHASE RESIDENTIAL TREATMENT CENTER
SERVICESANDAUTHORIZECHAIRTO SIGN-EL PUEBLO BOYSAND GIRLS RANCH: Judy Griego,
Director of Social Services,stated the amendment provides for a 90-day extension to end September 30,
2005,and provides an update on the current rates. Ms.Griego stated all the current Residential Treatment
Center (RTC) agreements will soon be extended for another 90 days, through January 1, 2006.
Commissioner Vaad moved to approve said amendment and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.
CONSIDER AGREEMENT TO PURCHASE GROUP CARE SERVICES AND AUTHORIZE CHAIR TO SIGN
- HERITAGE HOUSE: Ms. Griego stated the agreement is for a child-specific case, and Heritage House
agrees to provide Group Care Services at a rate of$88.77 per day, including room and board, with direct
therapy and evaluation fora term of September 9,2005,through September 30,2005. Commissioner Long

moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Vaad,the
motion carried unanimously.
CONSIDER CHILD PROTECTIONAGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
AIMS COMMUNITY COLLEGE: Ms. Griego stated Aims will provide regularly scheduled courses for a
maximum of 50 Weld County Certified Foster Parents who must obtain or maintain training for certification
purposes,for a term of September 1, 2005,through May 31, 2006. She stated Aims will be reimbursed at
the tuition rate of $77.00 per semester hour, not to exceed a total of $12,000.00. She further stated
educational materials will be reimbursed for a total not to exceed$2,000.00. Commissioner Long moved
to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Vaad,the motion
carried unanimously.
CONSIDERCHILD PROTECTIONAGREEMENTFORSERVICESANDAUTHORIZECHAIR TO SIGN-
ISLAND GROVE REGIONAL TREATMENT CENTER: Ms.Griego stated Island Grove Regional Treatment
Center will provide anger and domestic violence education and treatment for adults involved in child welfare
cases,for a term of September 1, 2005,through June 30, 2006. She stated the Center will be reimbursed
a total not to exceed $7,500.00 through Child Welfare Block funding. Commissioner Vaad moved to
approve said agreement and authorize the Chair to sign. Seconded by Commissioner Long, the motion
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
