RE: ACTION OF THE BOARD CONCERNING PERMIT FOR TEMPORARY ASSEMBLY TO
RONALD MCDONALD HOUSE CHARITIES OF DENVER, INC. - JULY 16, 2005
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Ronald McDonald House Charities of Denver, Inc.,1300 East 21st Avenue,
Denver,Colorado 80205, has presented to the Board of County Commissioners an application for
a Permit for Temporary Assembly on land within the unincorporated portion of the County of Weld,
State of Colorado,to be held from 11:00 a.m.on July 16,2005, until 8:00 p.m.on July 16,2005,on
property described as follows:
W1/2 of the NW1/4 1/4 of Section 7, Township 3 North,
Range 68 West of the 6th P.M., Weld County,
Colorado
WHEREAS,said applicant has paid Weld County the sum of ONE-HUNDRED DOLLARS
($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS,pursuant to the Weld County Home Rule Charter,Article 3, Section 3-13,the
concurrence of three of the members of the Board is required to approve a Resolution, and
WHEREAS,the motion to approve said Permit for TemporaryAssembly received only two
votes and therefore failed;the effect of the failure to obtain a majority vote is a denial of the motion.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that said Weld County PermitforTemporaryAssemblyon July 16,2005,be,and
hereby is, deemed denied.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 29th day of June, A.D., 2005.

21. Attach a statement by a bonding company licensed to do business in the State of Colorado
indicating its intent to furnish a bond required in Section 12-1-30.6.13 of the Weld County
Code to ensure performance by the applicant of each of the terms and conditions of the
temporary assemblage permit.
22. Attach a statement by an insurance company licensed to do business in the State of
Colorado stating its intent to provide liability insurance,as required by Section 12-1-30.6.14
of the Weld County Code, to protect against injury to persons or property occurring as a
result of such an assembly.
23. Submit$100.00 fee for each event where three-hundred fifty(350)or more people assemble
or can reasonably by anticipated to assemble at any one(1)location, unless the location is
properly zoned for such assembly, in which case one permit shall be required for the total
number of events scheduled for that location for the reminder of the calendar year, not to
exceed ten (10) events per year. As used herein, the term event means an assembly or
anticipated assembly which is scheduled to last for three (3) consecutive days or less.

APPLICATION FOR TEMPORARY ASSEMBLY(Answers)
1) The west one-half of the northwest one-quarter of section 7, township 3 north
Range 68 west of the 6th principal media, County of Weld, state of Colorado, less
the county road right-of-way according to the document recorded at book 86,
page 273.
2) Hosting La Ley 1170 AM 6th Year Anniversary Celebration and donating the
proceeds to The Ronald McDonald House of Charities.
3) Sat. July 16, 2005 from 11 AM till 8 PM.
4) 2000 People are expected to be at assembly a one given time.
5) No tickets will be sold. Event is open to the public. About 300 free entries will
be given away on the radio for event.
6) Orosco Security Agency will be in charge of crowd control and to limit the
number of persons to the maximum, security guards will not let any more people
in to the event and traffic will be redirected. However we expect this not to
happen, we planned ahead and fence off an area large enough to accommodate
people if we were to surpass the number of people expected.
7) Tubs of bottled water will be placed on property to benefit our guest. Bottled
water will be sold as well as other drinking beverages, like soda and juice. Please
see attached drawing for tub locations. 8 cubic-yard dumpsters will be placed in
locations that are beneficial to the event for dumping. Waste Management will
provide all services for disposing of waste. (Waste Management 500 E. Vine Dr.
Ft. Collins, CO 80524 970-416-3552) The measures of the dumpsters are 6 1/2 ft
tall x 6ft wide. Also sinks will be provided by Super Bowl Portable Restrooms
Incorporated (3263 Oakland St. Aurora, CO 80010 303-341-6828), Attached is a
letter stating that Super Bowl Restrooms Incorporated will provide the service.
8) Waste Management will provide 8 cubic dumpsters to accommodate the disposing
of garbage. They will also service and dispose of any waste collected at the
event. (Waste Management 500 E. Vine Dr. Ft. Collins, CO 80524 970-416-
3552).
9) Super Bowl Portable Restrooms Incorporated(3263 Oakland St. Aurora, CO
80010 303-341-6828)will provide toilet facilities for both males and females.
They clean and service all portable restrooms and also provide sinks and portable
restrooms to accommodate any handicap people attending the event. Attached is
a letter stating that Super Bowl Restrooms Incorporated will provide the portable
restrooms for the event.
10)An application has been submitted to the Mountain View Fire Protection District,
so that they can provide and paramedic service or emergency service for the
event.
11)The property will not need to be illuminated because the event will be taking
place outside during daylight hours. Sat. July 16th, 2005 from 11 AM till 8PM.
12)The parking lot will be 300 ft. x 500 ft. in size and a second parking lot for
performers or vendors that is 200 ft. x 100 ft. in size. There are 5 roads leading to
the event from County Line Road 1 and County Road 36. There are 3 emergency
roads that are 20 ft wide for emergency for emergency vehicles only. 4 roads lead
to County Line Rd 1. Two of them for the general public the other two roads are
for emergency use. 1 road leading to County Rd 36 is for emergency Rd. use
only. See sketch attached for any more information.
13)Cell phones will be made available for emergency use to communicate any
accident or any emergency service needed. Orosco Security Agency will also
have cell phone communication available for any emergency that needs to be
reported. The Mountain View Fire Protection District will also be present upon
review of application.

15)Plans for fire protection include having certified fire extinguishers on the
property, no smoking on property, the Mountain View Fire Protection District to
be present upon review of application. Also the tent being put up by Rental City
is fire proof. (Certificate of Flame Resistence is attached).
16)Orosco Security Agency (3601 Magnolia St. Evans, CO 80620)will provide
security for this event. Attached is a letter of verification by Orosco Security
Firm, insurance certificate, license and bond.
17)Attached is a sketch and set up plans for stage and sound to be used. Professional
engineers will monitor and work equipment.

19)Power generators will be used to power sound and any other electrical equipment
used for the event.
20)The assembly of the event will be completed by R&M Drain and Waterproofing.
Attached is a statement of work being provided by R&M. R&M will fence out

Dear Sir or Madam:
This letter is in response to your request for a copy of your organization's determination letter. This letter will
take the place of the copy you requested.
Our records indicate that a determination letter issued in May 1977, granted your organization exemption
from federal income tax under section 501(c)(3) of the Internal Revenue Code. That letter is still in effect.
Based on information subsequently submitted, we classified your organization as one that is not a private
foundation within the meaning of section 509(a) of the Code because it is an organization described in
sections 509(a)(1) & 170(b)(1)(A)(vi).
This classification was based on the assumption that your organization's operations would continue as stated
in the application. If your organization's sources of support, or its character, method of operations, or
purposes have changed, please let us know so we can consider the effect of the change on the exempt
status and foundation status of your organization.
Your organization is required to file Form 990, Return of Organization Exempt from Income Tax, only if its
gross receipts each year are normally more than $25,000. If a return is required, it must be filed by the 15th
day of the fifth month after the end of the organization's annual accounting period. The law imposes a
penalty of$20 a day, up to a maximum of $10,000, when a return is filed late, unless there is reasonable

WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to

Mr Barker,
Now that the beer party in our residential neighborhood is over, I would like to draw your
attention to some items that the Weld County Commissioners may not be aware of. First,
just a couple days before the party, my husband and a newspaper photographer found the
hearing sign that was supposed to be posted at the site, prior to the Commissioners
meeting, informing neighbors of the proposed permit. The sign was found on the West side
(Boulder
County) of WCR1, in a field, down an embankment, and out of sight from the road. The sign
was laying in the field and partially folded over so it could not be read. It was located
on the opposite side of the road from where the event was held. The only way the sign
could even be seen, much less read, was by climbing down the embankment and trespassing on
private property across the road from the planned event. Upon examination of the sign we
found no nail hole, tack hole, staple, tape or gum mark to indicate that this sign was
ever attached to any kind of support structure. We feel it is obvious this sign was never
intended to be posted or seen by residents in the area. We have this sign in our
possession if you would like to inspect it. What my husband did find on the subject
property was a blank hearing sign partially laid over flat and hidden in tall grass with
no information concerning the event. It was a generic pre-printed sign with none of the
information filled in. This is consistant with the non-compliant notification practices
utilized last year when this same land owner applied for the same non-compliant special
use permits.
Second, we did inform authorities regarding the noise level during this party and our
complaints have been recorded by authorized parties, including Boulder County Sheriff and
the Weld County Sheriffs office per the recommendations of the Commissioners . One
resident also measured noise levels of 90dB on an adjoining property about 200 yards from
the property line. If you are not familiar with noise measurement, this is the maximum
allowable level OSHA approves for an 8 hour shift in the workplace. That does not seem
appropriate for a normally quiet residential neighborhood.
Third, the clean up of the party did not meet the permits requirements. For at least 10
days after the party, large spray painted plywood signs were still posted at major
intersections and in the town of Longmont with arrows pointing to our neighborhood. I was
under the impression that all clean-up was to be completed within 48 hours. The porta-
potty cluster was still located on the property. The posts for the fencing are still
installed on the property. We do appreciate that this year the trash was picked up and
not left to scatter throughout the neighborhood, as it was last year.
Fourth, Prior to the party we complained that the ditch has been blocked in three places
along WCR 1 without the benefit of any culverts for over a year. Last week we experienced
heavy rains and flooding. Part of this flooding was due to the ditches being blocked.
The water then overflowed west across WCR 1 and through neighboring properties and down
Wasatch Rd.
In addition to the impact on personal property, there is the cost to tax payers for road
maintenance due to erosion over time, it has also affected the ditches along Wasatch Road.
As a homeowner in the area, I was required to purchase a permit when I wanted to put in a
driveway accessing a public road. This permit also required the installation of a
culvert. Why is this other property exempt from this common requirement? We have
reported this zoning violation, but nothing has been done by Weld County to correct this
obvious oversight.
As I am sure you can surmise by the tone of this letter, my neighbors and I are not in any
way supportive or agreeable to the continuation of parties in our quiet residential
neighborhood, and we feel that the organizers are intentionally trying to subvert any
efforts of the homeowners to even be aware of the upcoming events. We feel it is
important to note that the only non-residential land use in the area is farming. The only

buildings are homes. The radio station that is sponsoring t,.ose events is from Windsor,
which is no-where near the Longmont/Mead area where they are having the parties. Wouldn't
it be more appropriate to hold these parties in a location more consistant to these kinds
of public events? Is it appropriate to sell beer without having any types of food
available in a day long event?
Is it appropriate to have minors present at an event where the only source of contribution
is through the alcohol purchases? These parties do not charge admission, or charge for
parking, they only make money on the beer sales. They are bringing in large crowds of
people, encouraging alcohol consumption, generating intrusive noise levels, and increasing
traffic on small side roads, by orders of magnitude in a quiet residential neighborhood.
Is it appropriate for the Weld County Board of Commissioners to support an "outdoor bar"
with live music where minors are also admitted?
Another issue that I would like to draw your attention to is that as Boulder County
residents we are subjected to rather strict rules regarding noise, lights and other zoning
restrictions that do not apply in Weld County. As this party is being held on the county
line, facing the Boulder county residents we are being subjected to the noise and other
issues which our zoning regulations would normally protect us from. Our planning and
zoning regulations would prevent us from organizing the same type of activity on our own
property. The Boulder County officials cannot intervene if the noise is coming from a
non-Boulder county location, and thus our hands are tied. As a Weld County official, you
do not technically represent me, and I did not elect you, but I am being affected by your
decisions just as surely as if I lived in downtown Greeley.
I am asking as nicely as I can, Please don't approve anymore beer parties in my backyard.

offices? This makes appearing at the hearing inconvenient.
I would like to hear back from the board regarding this permit and receive all the detail
particulars, as the information is not on your website of upcoming issues before the
board.

Thank you very much for the information on the meeting. I plan on attending. The
attachments that you included do not have more than the first page, where it references
"see answer sheet" , but I did not have the answer sheet. All I got was the first
addresses.
When Mr Rodriguez went before the Planning Commission attempting to build a commercial
business on this property, the Planning Commission did not approve his application because
that type of business did not fit in with the surrounding neighborhood. After that
hearing, the neighbors put their contact information on a list for the Planning Commission
and they said they would inform us if any other applications were submitted for this
property.
I forgot that the "Special Use Permits" are not inside that commissions jurisdiction. But
I do think that their findings are applicable, and would hope that we might bring their
research and conclusions into the Board of Commissioners meeting as official "un-biased"
reporting of our neighborhood and what kind of activities and traffic and noise are
compatible.

Dear Mr. Barker and Ms Harding,
I wrote to you in July of last year after the last McDonald House Charities party on the
back roads of Weld County and Boulder County, located right on the County line. In that
letter I expressed my displeasure in having a loud commerical party serving beer and
blasting music over loud speakers in our rural residential neighborhood. I see that
another application has been made to have the same commercial party on this field in Weld
County again this year.
I respectfully request that the commissioners request copies of the Boulder County
Sheriffs incident report and the Weld County Sheriffs incident reports and the Colorado
State Patrol, as input into these proceedings. The incident reports must be requested
directly by the decision-making entity, so I am unable to provide you with copies of these
reports. I am writing in advance to allow you time to obtain these necessary reports for
your upcoming decision.
I do request that you consider our proposal that this planned commercial activity is not
compatible with the surrounding quiet residential area, and that the local residents are
negatively impacted by this activity that is used to promote a radio station on the other
side of Weld County. These activities are more appropriate for a fair grounds or other
commercial location that can handle the traffic and are already zoned specifically for
this kind of use.

Review of the following Temporary Assembly Permit application by the Department of Planning Services

On June 7,2003 a Use by Special Review application was submitted to the Department of Planning Services.
Jacqueline Hatch, Planner, processed USR-1439. This case was presented to the Planning Commission on
September 16,2003. The Planning Commission forwarded this case to the Board of County Commissioners
with their recommendation of denial. Subsequently, the applicants did not respond to requests by staff to
proceed with their application (USR-1439). Therefore, USR-1439 was never pursued to its completion.
During previous special events, staff has received numerous complaints regarding, but not limited to,traffic,
trash, noise and the number of people in attendance.
Therefore, staff has the following concerns:
Based upon Mr. Rodriguez's failure to finalize USR-1439, staff is concerned that whatever
conditions of approval the Board may require might also not be completed.
As a result of previous special events, staff is also concerned that removal of trash and fencing
might not occur in a timely manner.
However, no existing violations were noted.
If approved, based up the 2,500 attendance listed in one of the applications, staff indicates the following
minimal personal shall be in attendance:
No less than 9 persons trained as EMT's shall be in attendance. (Section 12-1-30.6.4

No less than 25 portable restrooms (Section 12-1-30.B.2 2,500-100=25 assuming ''/:women & '/z men =

If mostly passenger cars are utilized, a minimum of 4.3 acres shall be reserved for parking.

Special Event Permit Questionnaire and Affidavit
1) An annual event is being planned.
2) The event is to benefit the Ronald McDonald House of Charity by donating
proceeds from the event. The event is celebrating 'The 6th Year Anniversary of
La Ley 1170 AM. The event gives listeners to celebrate their heritage and help
raise money for a good cause. The festival will include live music by famous
Mexican Regional Artist, clowns and a one-man circus act for the children. This
gives families who do not take part in nighttime leisure activities the opportunity
to listen and be entertained by there favorite Mexican regional artist. Artists
include local, national and international musical groups. Simultaneously ICJJD
will like to help out the Ronald McDonald House of Charities for their hard work
and contributions to the community.

4) 2500 people are expected for July 16, 2005
5) Attached is a sketch with dimensions of the assembly and location of dumpsters,
restrooms and water locations on the premises. An orange barricade fence will
close in the premises.
6) Oroscos Security Agency will provide security services for the event. A team
large enough to handle this kind of event will be assembled.
7) 12 security officers will be on site. 3 will monitor the beer garden and check Ids.
8) Security officers will be identified because they will be using their security
uniforms.
9) An orange safety barricade fence will outline the premises and exterior
boundaries. The work will be performed by R&M Drain and waterproofing.
Attached is a copy of the type of fence and a letter of work performed.
10)Mexican Regional Artist will provide live performances.
11)Wristband will identify anyone over the age of 21. People over the age of 21 will
be allowed to consume alcohol in beer garden area only, which can be identified
in the drawings that are attached. Tampering with wristbands or the use of fake
identification will result in ejection from the event. Any fake identification will
be handled through the proper authorities.
12)Conduct and intoxication monitoring, will be done security officers and
bartenders serving the beer. A local bar TEXMEX will be assisting us with
serving the alcohol. Any guest who is suspected of misbehavior because of
intoxication will be escorted from the premises and reported to the police.
13)Volunteers from local businesses with liquor license have committed to help serve
alcohol.
14)Water, soda and juices will be available on the premises.
APPLICATION FOR TEMPORARY ASSEMBLY(Answers)
1) The west one-half of the northwest one-quarter of section 7,township 3 north
Range 68 west of the 6th principal media, County of Weld, state of Colorado, less
the county road right-of-way according to the document recorded at book 86,
page 273.
2) Hosting La Ley 1170 AM 6th Year Anniversary Celebration and donating the
proceeds to The Ronald McDonald House of Charities.
3) Sat. July 16,2005 from 11 AM till 8 PM.
4) 2000 People are expected to be at assembly a one given time.
5) No tickets will be sold. Event is open to the public. About 300 free entries will
be given away on the radio for event.
6) Orosco Security Agency will be in charge of crowd control and to limit the
number of persons to the maximum, security guards will not let any more people
in to the event and traffic will be redirected. However we expect this not to
happen, we planned ahead and fence off an area large enough to accommodate
people if we were to surpass the number of people expected.
7) Tubs of bottled water will be placed on property to benefit our guest. Bottled
water will be sold as well as other drinking beverages, like soda and juice. Please
see attached drawing for tub locations. 8 cubic-yard dumpsters will be placed in
locations that are beneficial to the event for dumping. Waste Management will
provide all services for disposing of waste. (Waste Management 500 E. Vine Dr.
Ft. Collins, CO 80524 970-416-3552) The measures of the dumpsters are 6 1/2 ft
tall x 6ft wide. Also sinks will be provided by Super Bowl Portable Restrooms
Incorporated (3263 Oakland St. Aurora, CO 80010 303-341-6828), Attached is a
letter stating that Super Bowl Restrooms Incorporated will provide the service.
8) Waste Management will provide 8 cubic dumpsters to accommodate the disposing
of garbage. They will also service and dispose of any waste collected at the
event. (Waste Management 500 E. Vine Dr. Ft. Collins, CO 80524 970-416-
3552).
9) Super Bowl Portable Restrooms Incorporated(3263 Oakland St. Aurora, CO
80010 303-341-6828)will provide toilet facilities for both males and females.
They clean and service all portable restrooms and also provide sinks and portable
restrooms to accommodate any handicap people attending the event. Attached is
a letter stating that Super Bowl Restrooms Incorporated will provide the portable
restrooms for the event.
10)An application has been submitted to the Mountain View Fire Protection District,
so that they can provide and paramedic service or emergency service for the
event.
11)The property will not need to be illuminated because the event will be taking
place outside during daylight hours. Sat. July 16th, 2005 from 11 AM till 8PM.
12)The parking lot will be 300 ft. x 500 ft. in size and a second parking lot for
performers or vendors that is 200 ft. x 100 ft. in size. There are 5 roads leading to
the event from County Line Road 1 and County Road 36. There are 3 emergency
roads that are 20 ft wide for emergency for emergency vehicles only. 4 roads lead
to County Line Rd 1. Two of them for the general public the other two roads are
for emergency use. 1 road leading to County Rd 36 is for emergency Rd. use
only. See sketch attached for any more information.
13)Cell phones will be made available for emergency use to communicate any
accident or any emergency service needed. Orosco Security Agency will also
have cell phone communication available for any emergency that needs to be
reported. The Mountain View Fire Protection District will also be present upon
review of application.

15)Plans for fire protection include having certified fire extinguishers on the
property, no smoking on property,the Mountain View Fire Protection District to
be present upon review of application. Also the tent being put up by Rental City
is fire proof. (Certificate of Flame Resistence is attached).
16)Orosco Security Agency(3601 Magnolia St. Evans, CO 80620)will provide
security for this event. Attached is a letter of verification by Orosco Security
Firm, insurance certificate, license and bond.
17)Attached is a sketch and set up plans for stage and sound to be used. Professional
engineers will monitor and work equipment.

Narrative
ON 071704, AT APPROXIMATELY 1250 HOURS, I SAW THERE WAS A HOLDING CALL
REFERENCE A PHONE MESSAGE FOR THE AREA TWO OFFICER. I CONTACTED THE
REPORTING PARTY, ROGER SEAT, WHO WAS EXPRESSING SOME EXTREME
CONCERN OVER THE NOISE COMING FROM A FUNCTION THAT WAS ON A PERMIT
GRANTED BY THE COUNTY COMMISSIONERS. THE LOCATION WAS IN THE AREA OF
WCR 1 AND WCR 34, IN WELD COUNTY. I CONTACTED ROGER SEAT AND HE ADVISED
THEY WERE AT THE MEETING FOR THE COUNTY COMMISSIONERS AND WERE
ADVISED THE PERMIT THAT WAS ISSUED FOR THIS FUNCTION HAD THE DECIMAL
LEVEL OF 55, AND CURRENTLY IT WAS AT 90 ON HIS DECIMAL READING. ROGER SEAT
ADVISED HE LIVES AT 2537 RIMROAD IN LARIMER COUNTY, COLORADO. HE SAID HE
WAS APPROXIMATELY 3/4 MILE AWAY.
ON THE SAME DATE AT 1300 HOURS, A NATALIE WILSON CALLED IN REFERENCE THE
SAME COMPLAINT, EXTREMELY LOUD MUSIC. SHE HAD SOME CONCERN OVER THE
SHORTNESS IN WHICH THE PERMIT WAS ISSUED AND NOTIFICATION TO THE PUBLIC
AND SURROUNDING AREA, AND ADVISED SHE AND ALL HER NEIGHBORS WERE
EXTREMELY DISPLEASED OVER THE EVENT. NATALIE WILSON ADVISED SHE LIVES AT
17414 WCR 1, IN WELD COUNTY, BERTHOUD, COLORADO. I EXPLAINED WE WERE
HAVING DIFFICULTY GETTING A DEPUTY OVER THERE AND WE DID NOT HAVE A
NOISE ORDINANCE IN WELD COUNTY THAT WOULD ALLOW US TO ENFORCE ANY
TYPE OF VIOLATIONS. NATALIE WILSON WAS EXTREMELY COOPERATIVE AND
,UNDERSTOOD, AND WE ADVISED WE WOULD BE DOING A REPORT AT THE REQUEST
OF MY SUPERVISOR, BILL SPALDING.
I ALSO SPOKE WITH DEPUTY ALLEN CALDWELL WHO WORKS OUT OF THE DISTRICT
IN WHICH THIS EVENT WAS TAKING PLACE. DEPUTY CALDWELL ADVISED HE HAD
BEEN OUT AT THE EVENT EARLIER, AND SEEMED PLEASED WITH HOW WELL
ORGANIZED IT WAS, AND THAT THERE WAS CHECKING IN THE ID'S TO MAKE SURE
THE PEOPLE WHO WERE CONSUMING ANY TYPE OF BEVERAGES OR PARTAKING IN
THE EVENTS WERE PROTECTED.
ON THE SAME DATE AT APPROXIMATELY 1308 HOURS, AN ADDITIONAL CALLER CAME
THROUGH TO WELD COUNTY DISPATCH. HIS NAME WAS DEAN WHIPKEY, AND
ALTHOUGH HE DID NOT WANT CONTACT, HE ADVISED HIS PHONE NUMBER WAS
970-532-3866. HE STATED IN HIS CALL TO DISPATCH HE LIVED APPROXIMATELY 2.5
MILES NORTH OF HIGHWAY 66, AND THE REPORTING PARTY SAID HE COULD HEAR
VERY LOUD MUSIC IN THE AREA. HE THINKS IT'S COMING FROM APPROXIMATELY
ONE MILE AWAY. I DID NOT CONTACT HIM VIA PHONE PER HIS REQUEST.
I ALSO TALKED TO WELD COUNTY DISPATCH AND THEY ADVISED THEY WERE
SCREENING THE MAJORITY OF THE CALLS THAT WERE COMING IN FROM PEOPLE IN
THE AREA WHO WANTED TO COMPLAIN ABOUT THE LOUD NOISE. SO THERE SEEMS
TO BE AN EXUBERANT NUMBER OF CALLS COMING IN AT THIS TIME REFERENCE THIS
EVENT. AT THIS TIME, I TOOK NO FURTHER ACTION OTHER THAN THE COMPI ATIG3 J 1\pf
