HomeMy WebLinkAbout20050539.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 16, 2005 TAPE #2005-12 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, February 16, 2005, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William H. Jerke, Chair Commissioner M. J. Geile, Pro-Tem Commissioner David E. Long Commissioner Robert D. Masden Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debra Miller Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Masden moved to approve the minutes of the Board of County Commissioners meeting of February 14, 2005, as printed. Commissioner Long seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Long moved to approve the consent agenda as printed. Commissioner Masden seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Chair Jerke stated the Commissioners toured the new jail facility and found it to be secure, safe and clean. WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $122,700.14 2005-0539 BC0016 03-03-OS- Commissioner Masden moved to approve the warrants as presented by Mr.Warden. Commissioner Long seconded the motion, which carried unanimously. BIDS: PRESENT AND APPROVE SECURITY X-RAY SCANNER AND WALK-THROUGH BID - FINANCE DEPARTMENT: Pat Persichino, Director of General Services, recommended emergency approval of the bid from Control Screening, in the amount of$16,450,for the Autoclear#5333 ME(Multi-Energy Field);and the bid from Galls, Inc., in the amount of$2,299.99, for the walk-through detector. He stated there is a $2,300 per year service contract on the x-ray machine and there will be one security station at the new court facility. He explained the emergency approval process is requested because the equipment needs to be installed before the courts take occupancy on April 1,2005. Commissioner Masden moved to approve said bid. Seconded by Commissioner Long, the motion carried unanimously. PRESENT WATERLINE IMPROVEMENT WCR 13 BID-PUBLIC WORKS: Mr. Persichino read the names of the five vendors who submitted bids. He stated said bid will be considered for approval on March 2,2005. PRESENT OWENS ILLINOIS ROADWAY IMPROVEMENT BID -PUBLIC WORKS: Mr. Persichino read the names of the six vendors who submitted bids. He stated said bid will be considered for approval on March 2, 2005. PRESENT SIGN MATERIAL BID FOR 2005 - PUBLIC WORKS: Mr. Persichino read the names of the seventeen vendors who submitted bids. He stated said bid will be considered for approval on March 2, 2005. APPROVE CATTLE GUARDS BID-PUBLIC WORKS: Mr. Persichino recommended the low bid from Big R Manufacturing, LLC, in the amount of$42,216, for eight cattle guards. Commissioner Geile moved to accept said bid. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE 2005 STEEL BID - PUBLIC WORKS: Mr. Persichino referenced a memorandum dated February 8, 2005, from the Jeff Jerome, Department of Public Works (see attached memorandum). Commissioner Vaad moved to approve said bid as recommended. Seconded by Commissioner Masden, the motion carried unanimously. NEW BUSINESS: CONSIDER TASK ORDER CHANGE ORDER LETTER #1 FOR THE AIR POLLUTION CONTROL PROGRAM AND AUTHORIZE CHAIR TO SIGN: Trevor Jiricek, Department of Public Health and Environment,stated this amendment to an existing contract,with the Colorado Department of Public Health and Environment,will increase funding for the program by$1,416.64 for 32 additional hours of staff training. Commissioner Masden moved to approve said task order. Seconded by Commissioner Long,the motion carried unanimously. CONSIDER PURCHASE OF SERVICE AGREEMENT FOR MIGRANT AND SEASONAL HEAD START DENTAL SERVICES AND AUTHORIZE CHAIR TO SIGN - MIKE JONES: Walt Speckman, Director, Department of Human Services,stated the agreement is for dental services. He explained said dentist will be reimbursed at a rate of $5.00 per child per checkup. Commissioner Long moved to approve said agreement. Seconded by Commissioner Geile, the motion carried unanimously. CONSIDER CHILD CARE SERVICES FISCAL AGREEMENT AND AUTHORIZE CHAIR TO SIGN: Mr. Speckman stated this is an ongoing agreement with Mesa County Human Services for child care services for Special Needs children. Commissioner Geile moved to approve said agreement. Seconded by Commissioner Masden, the motion carried unanimously. Minutes, February 16, 2005 2005-0539 Page 2 BC0016 CONSIDER PURCHASE OF SERVICES AGREEMENT FOR MIGRANTAND SEASONAL HEAD START HEALTH SERVICES AND AUTHORIZE CHAIR TO SIGN-MONTROSE MEMORIAL HOSPITAL,OLATHE, DBA OLATHE MEDICAL CLINIC: Mr. Speckman stated the ongoing agreement is for health services provided to children in Olathe, Colorado. Commissioner Masden moved to approve said agreement. Seconded by Commissioner Geile, the motion carried unanimously. CONSIDER MASTER CONTRACT FOR COMMUNITY SERVICES BLOCK GRANT AND AUTHORIZE CHAIR TO SIGN: Mr.Speckman stated said contract is with the Colorado Department of Local Affairs. He explained the contract serves as a boiler plate of information for the grant process. He stated said contract will be for a period of five years instead of two. Commissioner Geile moved to approve said contract. Seconded by Commissioner Long, the motion carried unanimously. CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES FOR 2002 - HEALTH SOUTH CORPORATION: Raelene Anderson,Assessor's Office,stated staff initially recommended approval of an abatement;however,a continuance is now being requested,by the Division of Property Taxation,to obtain more information regarding an ongoing investigation of the Corporation's reports of earnings. Commissioner Vaad moved to continue said matter to May 23, 2005 at 9:00 a.m. Seconded by Commissioner Geile, the motion carried unanimously. CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES FOR 2004-DAVID PERKINS: Duane Robson,Assessor's Office,stated Mr. Perkins sold his interest in the farm in December2003 and was not, therefore, the owner of record on the assessment date of January 1, 2004. He stated staff is recommending an abatement in the amount of$15,953.84. Commissioner Vaad moved to approve said abatement. Seconded by Commissioner Long, the motion carried unanimously. CONSIDER COST SHARING AGREEMENT FOR AERIAL PHOTOGRAPHY AND AUTHORIZE CHAIR TO SIGN-NORTH WELD COUNTY WATER DISTRICT: Mr.Warden stated North Weld County Water District agrees to pay $137.77 per section for 98 sections that lie within Weld County and the Water District's service area for aerial photography. Commissioner Long moved to approve said agreement. Seconded by Commissioner Vaad, the motion carried unanimously. PLANNING OLD BUSINESS: CONSIDER PROBABLE CAUSE HEARING CONCERNING USR#1456-BARBARA SCHOTTELKOTTE (CON'T FROM 02/14/05): Jacqueline Hatch, Department of Planning Services, requested a continuance of the matter until February 28, 2005 because the applicant had no transportation to attend the meeting. Commissioner Masden moved to continue said matter to February 28, 2005 at 9:00 a.m. Seconded by Commissioner Long, the motion carried unanimously. PLANNING: CONSIDER REQUEST FOR EXTENSION OF TIME TO SUBMIT AUSE BY SPECIAL REVIEW PERMIT APPLICATION FOR WIND MONITORING TOWERS-GREENLIGHT ENERGY, INC.: Sheri Lockman, Department of Planning Services, reviewed the history of the application. She explained the applicant is asking for a six month extension,with an option to request an additional six month extension. She stated Clerk to the Board's office suggested reviewing the matter again in six months because an optional extension cannot be granted because of the specific dates on the collateral agreement. She stated there have been no complaints from surrounding property owners. Commissioner Geile moved to approve said request. Seconded by Commissioner Long, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. The recommendations for award per category are as follows: Corrugated Metal Pipe DBE Manufacturing was the low bidder for both round and arch pipe when the figures were added together. Therefore, we recommend that they be awarded the bid for corrugated metal pipe. Corrugated Plastic Pipe The low bid for corrugated plastic pipe was submitted by Big R. However, their price is guaranteed only until April 15, 2005. The next low bid was received from Advanced Drainage. Because the difference in the two bids is $3 .02, we recommend that Advanced Drainage receive the bid for this item. Structural Plate Pipe Recommend the low bid submitted by Big R be approved and awarded. MISCELLANEOUS STEEL PRODUCTS Beam Sections Recommend the low bid submitted by Norfolk Iron be approved and awarded. Steel Piling Recommend the low bid submitted by Norfolk Iron be approved and awarded. Due to the design profile of the decking, the lump sum cost per bridge will be approximately $342 lower than the Big R decking with an estimated savings of $3, 000 in bridge replacement costs for 2005. We recommend rejecting the low bid from Big R and accepting the next low bid from DBE Manufacturing which is to the best interests of Weld County and meets the needs of Weld County.
