HomeMy WebLinkAbout20050136.tiff RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, for the Department of Social Services Operations Manual, and WHEREAS,after review,the Board deems it advisable to approve said revisions, copies of which are attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,ex-officio Board of Social Services,that the Revision to Section 6.000,Colorado Works in Weld County and Child Care Policies and Procedures for the Department of Social Services Operations Manual, be, and hereby is, approved. Griego, Director, Social Services , a RE: Revisions to Section 6.000, Colorado Wort( in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures,Weld County Department of Social Services Operations Manual. These revisions were reviewed and discussed at the Board's Work Session held on December 13, 2004. These revisions will allow the funding of the Department's supportive services through County General Funds in exchange for the Department's funding of the Abstinence Program of the Weld County Department of Public Health and Environment. These actions are viewed as a short-term solution while the Colorado Benefit Management System is being corrected and refined by the State Departments of Human Services and Health Care Policy& Financing. A. Revision of Section 6.022.2, Weld County's Abstinence Program under the Weld County Department of Public Health and Environment, allows the Department to fund the Abstinence Program as follows: 1) October 1 through December 31, 2004; total funding of$26,250. 2) January 1 through December 31,2005; total funding of$56,745. B. Revision of Section 6.010.31, Supportive Services Paid from General Assistance, provides another method of payment for supportive services and establishes that these payments will be made within the same definitions of and not in addition to supportive services provided for Colorado Works or Temporary Assistance for Needy Families (TANF) clients. If you have any questions,please telephone me at extension 6510. 2005-0136 Colorado Works in Weld County and Child Care Policies and Procedures 6.022.28 Reimbursement Authority through transfer for Weld County's Abstinence Program Added 12/04 under the Weld County department of Public health & Environment A. The Depar latent will remit for the period October 1, 2004 through December 31, 2004, an amount not to exceed $26,250. Public Health will bill the Department for services provided as described in Section 6.022.26 of the Department's Operations Manual and will not seek additional reimbursement for these services directly from the Colorado Department of Human Services. The $26,250 is calculated as follows: Budget Item 1. Staffing Cost: $26,250 B. The Department will remit for the period January 1, 2005 through December 31, 2005, an amount not to exceed $56,745. Public Health will bill the Department for services provided as described in Section 6.022.26 of the Department's Operations Manual and will not seek additional reimbursement for these services directly from the Colorado Department of Human Services. The $56,745 is calculated as follows: 1. Staffing Cost: $29,795 2. Travel: $ 1,000 3. Training: $ 3,000 4. Operating/Other Indirect Costs: $22,950 Total: $56,745 C. Colorado Works funding for the project will be based on the methodology developed in 6.022.24 A.,beginning October 1, 2004, and updated quarterly as provided in 6.022.24, B. Colorado Works funding will be based on those youth who are Colorado Works eligible. Segregated funding will provide funding for those youth who are not Colorado Works eligible. 6.022.29 Computer Equipment and Software Computer and related equipment and software purchased from Colorado Works funding through the Department will remain the property of the Depar tment. Public Health will follow all County and Department policies regarding the use, maintenance, and inventory of such equipment and software. Colorado Works in Weld County and Child Care Policies and Procedures 2. $10.00 for two outfits, suitable for the job, to begin employment. 3. $5.00 for one outfit at the successful retention of continuous employment on the job for three months. D. Reimbursement will be made if the recipient meets the following criteria: 1. Is referred by the Weld County Depai latent of Social Services. 2. A woman seeking employment or maintaining employment. 3. Gross family income is below 185% of poverty. 4. Has a clothing allowance need as determined by the Weld county Depaitinent of Social Services. 5. Has not received four or more outfits in a six(6)month period. 6.010 Supportive Services(non-Child Care) Effective 9/10/97 The Department's case managers will arrange supportive services for the participant, as appropriate. Participation related expenses and supportive services are those expenses and services determined necessary by the case manager for an individual to participate in any Colorado Works in Weld County work component and/or activity. Supportive services will be provided for the participant engaged in an activity that is part of his or her Individual Responsibility Contract. 6.010.1 Transportation Those transportation costs necessary and directly related to Colorado Works in Weld County work and/or training component participation shall be made according to the individual's situations: A. Calculated at.20 cents per mile; or B. A flat daily rate of$2.00 may be provided. 6.010.2 Participation Related Services Other participation related expenses and supportive services may include but are not limited to, clothing, uniforms, eyeglasses, dental work, tools, auto repairs, dues and fees, and also licensing exams, such as RN, LPN, electrician, and self improvement classes. 6.010.3 Method of Payment Revised 9/99 Supportive Services may be payable to the vendor providing the product and/or service or paid to the participant through their EBT account. All payments will be approved by the Unit supervisor or acting supervisor. 6.010.31 Supportive Services Paid from General Assistance Funds Added 12/04 Supportive Services may also be paid out of General Assistance Funds. Any supportive services paid from General Assistance still apply to the supportive services expenditure Colorado Works in Weld County and Child Care Policies and Procedures limit listed in Section 6.010.32 6.010.32 Supportive Services Expenditure Limit Added 7/1/98 Revised 9/99 The total expenditures for participation related expenses and supportive services may not exceed $3,300.00 per family unit per year. The year begins with the month in which the first payment is made for the Colorado Works in Weld County participant. Transportation allowances paid to individuals in Public or Private Work Experience assignments do not count against this $3,300.00. 6.010.33 Participant Criteria to Receive Supportive Services A Colorado Works in Weld County recipient or applicant must be maintaining an acceptable level of performance as outlined in the IRC. Acceptable level of performance is demonstrated progress with the employment or educational facility requirements. 6.010.4 Job Incentive Package Added 8/03 Job Incentive Packages are provided to Colorado Works or TANF clients who are working in unsubsidized employment. Packages are designed to assist clients in making the transition from public assistance to work. The packages are structured to assist in the costs for work clothing, food for lunches, and grooming. Although the Colorado Works or TANF clients may be in unsubsidized employment, their earnings may not be sufficient to totally transition them from receiving partial cash assistance. These clients are still required to turn in monthly activity and time reports in order for the Department to meet the Federal requirement for average hours of participation in a given month. This reporting requirement for clients will be in place until the client is no longer eligible for cash assistance. Incentive packages are provided to promote the timely submission of these reports, encourage individuals to meet the required number of hours per week, and to assist them in making the transition to self-sufficiency. 6.010.41 Client Eligibility for Job Incentive Packages A. Be eligible for Colorado Works or TANF; and B. Be in unsubsidized employment; and C. Inform their Employment Service case manager of their employment and any changes in their employment situation; and D. Keep their IRC current; and E. Meet with the Employment Services case manager at the beginning of the month to discuss job related issues; and F. Complete and submit monthly contact sheets. 6.010.42 Client Responsibilities to Obtain a Job Incentive Package A. Meet with their Employment Services case manager at the beginning of the Colorado Works in Weld County and Child Care Policies and Procedures 6.022 Out of Wedlock Births Plan Effective 9/10/97 6.022.1 State of Colorado's Out-of-Wedlock Births Plan Revised 6/10/02 The responsibility of developing an Out-of-Wedlock Births plan for the State of Colorado rests with the Colorado Depot fluent of Human Services. The Colorado Department of Human Services has a statewide goal of reducing out-of-wedlock births by 1%. This goal has been established for the state fiscal year 1997— 1998. 6.022.2 Weld County's Abstinence Program under the Weld County Department of Public Effective 7/1/02 Health & Environment 6.022.21 General Description Weld County is committed in reducing the number of out-of-wedlock pregnancies through the Abstinence Program administered by the Weld County Depot fluent of Public Health& Environment. 6.022.22 General Organization The organization of Out-of-Wedlock Births Plan under the Colorado Works in Weld County involves two major county departments and an advisory committee as follows: A. The Weld County Depaitutent of Social Services (Department) B. The Weld County Department of Public Health and Environment (Public Health) C. The Weld County Board of Health(Board of Health) 6.022.23 General Goals A. The reduction of the number of out-of-wedlock pregnancies in Weld County is a critical goal. B. Weld County's primary approach is to promote sexual abstinence until marriage. C. Reducing high-risk behaviors among teens would reduce the number of out-of- wedlock pregnancies. These high-risk behaviors include alcohol and drug use. D. Public Health has the expertise and experience to provide an abstinence program in Weld County. 6.022.24 Eligibility Criteria A. Based on information from the COIN system as of June 1, 2002, the Depattutent currently has 1,258 children between the ages of twelve through eighteen who actively receive some type of public assistance in Weld County. It is estimated Colorado Works in Weld County and Child Care Policies and Procedures that the Abstinence Program will serve 3,000 children between the ages of twelve through eighteen. This constitutes 42% of the potential youngsters to be served through the Abstinence Program and may be Colorado Works eligible youth. B. On a quarterly basis, the Department will update the number of Colorado Works eligible youth served by using monthly reports submitted to the Department by Public Health. These monthly reports will identify those youth who participated in the Abstinence Program and who were eligible for or participants of the Free and Reduced School Lunch Program. 6.022.25 Functions of the Department A. The Department will assist, at the request of the Public Health and the Public Health Board, in the development of outcomes for the program. B. The Department will be responsible for identifying and referring eligible Colorado Works families who need abstinence assistance to Public Health. 6.022.26 Functions of Public Health A. Public Health will provide training services to Weld County's middle and high schools, community agencies, medical facilities, churches and parents including: 1. Training for: a) Teachers to use in classroom settings; and b) Community professionals to become speakers including doctors, nurses, youth pastors, crisis pregnancy center personnel to be used in school assemblies, churches, medical facilities and community settings; and c) Parents. 2. Teaching formats of classroom and school assemblies, clinical intervention workshops,parent education workshops, community meetings,health fairs, and Sunday School classes. B. Public Health will provide curriculum and materials to middle and high schools, community agencies, medical facilities, churches, and parents. The curriculum and materials will: 1. Promote sexual abstinence until marriage and from high-risk behaviors; and 2. Encourage and develop character development and strong personal ideals, communication, conflict resolution skills and sexual cessation skills. Colorado Works in Weld County and Child Care Policies and Procedures C. Public Health will submit to the Department monthly reports of activities and the identification of youth participants of the Abstinence Program who were eligible for and participants of the Free and Reduced School Lunch Program. D. Public Health will provide data and analysis of the impact of the classroom training on teens through a sub-contractor-Prime Solutions. Prime Solutions will obtain assessments of Weld County's Abstinence Program. These assessments include methods to obtain feedback from participants of the program such as student pre- and post-surveys, one-on-one telephone interviews with teachers, parent mini-evaluations, teacher and medical personnel interview, and direct input form community and church members. E. Public Health will maintain records, associated with this project, for four years for audit purposes and in accordance with instructions of the Department. 6.022.27 Functions of the Board of Health Revised 6/03 Revised 12/04 The Board of Health will guide, oversee, and evaluate the implementation of the Weld County's Abstinence Program under Public Health. A. At a minimum, the Board of Health will measure and report outcomes regarding: 1. The level or number by which the number of out-of-wedlock pregnancies in Weld County were reduced: and 2. The level or number by which sexual abstinence was promoted, as described in Exhibit O; and 3. The level or number by which high-risk behaviors among teens were reduced. B. Board of Health and Public Health will document the outcomes of Section 6.022.27, B., to the Depaitinent by June 30, 2005, and December 31, 2005. Hello
