WELD COUNTY COUNCIL
January 18, 2005
Tape 1A-2005 & 2A-2005
The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday, January 18, 2005, 6:30 p.m., at Weld County
Centennial Center, 915 10`" Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, Councilman Dwaine Kurtz, Councilman Tom Pettit, and
Councilman Gene Stille were present, constituting a quorum of the members. Also
present: Weld County Webmaster Ripley Casdorph, Commissioner Rob Masden, and
Bev Thomas, Council secretary.
ELECTION OF 2005 COUNCIL OFFICERS:
2005 Council President
Councilman Dwaine Kurtz nominated Councilman Chip Marks to be 2005 Council
President. Councilman Gene Stille seconded the motion and Councilman Chip Marks
was unanimously elected 2005 Council President.
2005 Council Vice President
Councilman Gene Stille nominated Councilman Dwaine Kurtz to be 2005 Council Vice
President. The motion was seconded by Councilman Tom Pettit and Councilman
Dwaine Kurtz was unanimously elected 2005 Council Vice President.
REVIEW PROGRAM: Weld County Commissioner Rob Masden presented a review of
Weld County government in 2004. He covered a variety of topics including: the
county's capital expenditures; use of Energy Impact Grants; planning issues and
recorded exemptions; West Nile virus prevention; increased efforts in traffic control to
stop the high number of road fatalities in Weld County; favorable cash management
trends and reduced mill levies; economic development and strategies for same;
transportation issues; computer breach and its resolution; Comissioners' involvement
with Colorado Counties and Colorado's Legislature; water issues and long-term use of
gravel pits.
AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed.

APPROVAL OF DOCUMENTATION:
December 2004 Minutes
Councilman Douglas Rademacher made a motion to approve the December 21, 2004
Council minutes. Vice President Kurtz seconded the motion and it carried.
2004 Fourth Quarter Report to the People
Vice President Dwaine Kurtz made a motion to approve the 2004 fourth quarter Report
to the People. Councilman Tom Pettit seconded the motion, and it carried.
Resolution 146 Setting 2005 Council Meeting Times
Councilman Douglas Rademacher made a motion to adopt Council Resolution146
setting the 2005 meeting times for the Weld County Council on the third Tuesday of
each month at 6:30 p.m. Councilman Gene Stille seconded the motion and it carried.
NEW BUSINESS:
Recognition of Retiring 2004 Council Members
The Council will invite former Council members Mitchell Martin and William Sander to
the February Council meeting to receive a plaque and resolution in appreciation for
their service to the people of Weld County.
2005 Council Meeting Locations
President Douglas Rademacher made a motion to set the 2005 Council meeting
locations at the Weld County Centennial Center, 915 10th Street in Greeley, CO except
for the 2005 April and August Council meetings which will be at the Southwest Weld
County Complex, 4209 WCR 24 'A ,Longmont, CO. The motion was seconded by Vice
President Dwaine Kurtz and carried.
2005 Coordinator Assignments
Councilman Douglas Rademacher made a motion the Council President would have
the same coordinator/committee assignment as the Chairman of the Board of County
Commissioners and, as much as possible, other Council members would mirror the
assignments of Commissioners from their same District. The motion was seconded by
Councilman Gene Stille and carried. The following assignments were made:
President Chip Marks Finance, Central Purchasing & Personnel
Vice President Dwaine Kurtz Public Works
Councilman Tom Pettit Human Services
Councilman Douglas Rademacher Health Services
Councilman Gene Stille Planning Services
Elected Officials Assignments were made as follows:

Coordinator Reports
President Chip Marks will visit with Commissioner Chairman Jerke about Weld
County's computer breach and its resolution, and will report to the Council at the
February meeting.
Payment of Bills
Councilman Douglas Rademacher made a motion to approve the bills as listed:
Mileage for Councilman Chip Marks $32.34
Mileage for Councilman Tom Pettit $15.40
Mileage for Councilman Douglas Rademacher $43.12
Mileage for Councilman Gene Stille $17.71
Coren Printing for Business Cards $38.00
The motion was seconded by Vice President Dwaine Kurtz and carried.
CLOSING REMARKS: Council members welcomed Councilmen Pettit and Stille.
ADJOURNMENT: The meeting was adjourned at 8:25 p.m.
