The major issues raised during the Sketch Plan have been addressed. Primary in the concerns was the design solutions due to the FEMA designated flood plain. You will find that Shear Engineering Corporation has met with Peter Schei, P.E. and a detailed response is included for him. Care in the design for the flood plain has addressed several other agency concerns. The zoning requested is the Estate Zone District,which conforms to the intended use of the property as a non-urban subdivision intended to provide rural lifestyle opportunities to families looking for the capability to have space and limited livestock and 4-H projects. Water is provided through the North Weld County Water District. As requested, a small tract is being dedicated to the NWCWD for future use, if needed. Septic systems have been identified as an appropriate means of individual sewage disposal and each site will be tested to determine the appropriate system size for primary and reserved leach fields. The lots that have flood plain are restricted from building structures or sanitary facilities within the floodplain without prior approval of a Flood Hazard permit per note 5 on the plat. The drainage plans show how the roads and lots are properly designed for the floodplain conditions. Any work in the drainage ways that require a Section 404 Permit will be properly coordinated and permitted with and through the Corps of Engineers. The Nunn Fire Protection District has reviewed the plat concept and accepts the concept. They have requested the street name be based on the County street naming grid rather than a named street. The plat requests the street name County Road 92 ' . No hydrants are requested and the street design with the cul-de-sac design was acceptable. Weld RE-9 has indicated they will pick up school age students on the internal street at the cul-de-sac as the street is proposed. The applicant also acknowledges the school fees and 11111- (11. —Bridging the Development Process— will insure the fees are paid at the building permit issuance for each lot. The Post Office will deliver mail to individual mail boxes located adjacent to the street shoulder at each home.No further design for bus or mail services are required. No ditch users are affected by this development regarding use, ditch crossings rights-of- ways or other matters. The Geological Survey concerns are addressed within the Drainage report related to the floodplain. All other concerns are related to individual soils and percolation tests to be done at individual building permits to determine foundation types and septic designs. No commercial minerals were identified in the Geo-tech study submitted with the Sketch plan. The Water Supply Summary Sheet is included with this request and a copy of the NWCWD water agreement draft is attached. A copy has previously been forwarded the County Attorney's office for review. The Sheriff's Office concerns are addressed as follows: No water or oil or gas facilities exist on the property. All mail and school bus activity will occur on the internal public street, not on County Road 29. An entry sign with address identification and appropriate house address identification will be done and design for each of these matters will be submitted at the final plat submittal. Assistance from the Planning Department and Sheriff's Office for code compliance will be requested for the final design. The County Road Impact Fee Program shall be adhered to with this subdivision and any fee required shall be paid at the time of building permits per County Code. Si ly, mas E. onn, AICP Applicant's Representative —Bridging the Development Process— Questionnaire related to section 23-2-50 E. > The proposed subdivision and rezone to Estate is consistent with the Comprehensive Plan in that it does not consume prime agricultural land and it permits less than prime land to be use for rural residential homes and lifestyles that take pressure from prime lands and allows it in areas that meet the criteria for service and utility compliance. The Water Road and other utilities are available for this level of non-urban development. No pressures are placed on existing agricultural uses in the area and the residential uses nearby are similar in the provision of a larger than urban typical lot for people that wish to have space and perhaps a small livestock or 4-H operation. > The rezoning permits similar and consistent uses with the Agricultural District while being more appropriate in limiting intensive uses for the lot sizes being proposed. Re: Gold Stone Creek Minor Subdivision; Weld County (Pierce); Colorado Response to January 4, 2005 Sketch Plan Comments Dear Mr. Schei, This is a response to the most recent Weld County Public Works review comments concerning Gold Stone Creek Minor Subdivision noted in a memorandum from Peter Schei, P.E. to Jacqueline Hatch dated January 4, 2005. External Roadways: o This development will introduce 86 additional vehicle trips per day to the off-site roadway system based on the proposed 9 residential homes. o The increased level of traffic on County roads creates maintenance problems, levels of service, and capacity concerns. o The County has no traffic counts in the vicinity of the proposed development. o The applicant will be required to submit a current traffic count on CR 29 (gravel) in the vicinity of the proposed development to help determine any possible off-site roadway dust mitigation/improvements. R Acknowledged: A current traffic count is being submitted at this time for your review and assessment. o Required off-site improvements will be determined when a rough traffic impact statement is received from the engineer. R Acknowledged. o The applicant shall submit a proposed off-site improvements agreement with the final plan application. R The south side of the cul-de-sac (County Road 92 3/4) was not provided with a drainage swale due to the fill conditions required to maintain a drainage profile on the north side of the cul-de-sac (County Road 92 3/4) to the existing Spring Creek drainageway. Minimal runoff from the south half of the right-of-way occurs and should have minimal impact to the southerly lots. Long term maintenance of a paved roadway in a flood zone would not be acceptable to Public Works. Furthermore, the plausible obstruction of the natural drainage way (flood zone) may have detrimental effects to the upstream and downstream areas of Spring Creek potentially creating additional uncertain extents to the flooding Any obstructions in a flood way are not recommended. o The applicant shall address the internal roadway layout with-respect-to the flood zone. Items to address must include (but not limited to) the following: length(s), geometries, paved/gravel surface(s), flood zone crossing, safety /access during a flood event, lot layout and supporting details. R Brian W. Shear, P.E. and Fred C. Ernst, P.E. met with you on May 4, 2005. During our May 4, 2005 meeting and discussion regarding this issue, it was agreed to shorten the cul-de-sac (County Road 92 3/4) to the northern side of the flood zone. This item has been accommodated based on our discussions and agreements made at our May 4, 2005 meeting. o While Public Works does not readily comment on lot layout. The following may be of some consideration for the applicant. • Could the cul-de-sac be shortened up to the western side of the flood zone? This would keep all paved roadway surfaces out of the flood zone and eliminate the 'eye brow'turn around. R During our May 4, 2005 meeting and discussion regarding this issue, it was agreed to shorten the cul-de-sac (County Road 92 3/4) to the northern side of the flood zone and eliminate the eyebrow. Both items have now been accommodated based on our discussions and agreements made at our May 4, 2005 meeting. • Could a gravel roadway extend to the east of the paved cul-de-sac, if needed? This would provide some level of access to the eastern portion of the parcel and may extend through the flood zone with an appropriate 'low-water' crossing. R With our agreement to shorten the cul-de-sac (County Road 92 3/4) to the northern side of the flood zone, we also agreed to extend a gravel private drive with a minimum width of twenty feet (20') with no shoulder requirements. Details have been added to the plans to reflect this discussion. • It is recommended that any consideration to road re-alignment (and/or amended lot layout) be considered at the sketch plan phase of the development process. R Acknowledged. o Easements shall be shown on the final plat in accordance with County standards (Sec.24-7- 60) and/or Utility Board recommendations. R Acknowledged. Drainage: ❑ The Concept Drainage, Erosion Control and Water Quality Report for Gold Stone Creek Minor Subdivision dated November 22, 2004, by Brian Shear, P.E. (Colorado PE #20262) with Shear Engineering Corporation (Project No: 2136-01-04) is satisfactory. o The report notes a flood zone (Spring Creek drainage) passing through the proposed development site. ❑ The applicant shall address building envelope locations with the change of zone application materials. "In no case shall a one-hundred-year design storm frequency cause inundation to any structure or pose a hazard " It is the Public Works recommendation to locate all building structures out of the known flood zone. Any structures located in close proximity to a flood zone may consider standard flood protection measures, which may include raising the main floor elevation. R During our May 4, 2005 meeting and discussion regarding this issue, we work-sessioned recommended finished grades for flood protection of the four (4) lots adjacent to the flood zone. R Acknowledged. Although the drainage, erosion control and water quality report is titled with the work "Preliminary", it is being submittal with data normally provided at a final design level. o Typical residential land use: The 5-year storm and 100 year storm drainage studies shall take into consideration off-site flows both entering and leaving the development. Increased runoff due to development will require detention of the 100 year storm developed condition while releasing the 5-year storm existing condition. The applicant shall address all historic drainage patterns across the site and account for both off-site historic and developed condition flows. R Acknowledged. Offsite flows have been considered. During our May 4, 2005 meeting and discussion regarding the results of the flood control report dated December, 1988 for the Town of Pierce prepared by the Colorado Water Conservation Board titled "Flood Control and Drainage Improvements; Town of Pierce, Colorado", detention that was previously considered, has been eliminated. The flood control report for the Town of Pierce prepared by the Colorado Water Conservation Board is included in the drainage report. o Appropriate design storm periods shall be utilized for the proposed land use, such as commercial. R Acknowledged. o The final drainage report shall include a flood hazard review documenting any FEMA defined floodplains or floodways. The engineer shall reference the specific map panel number, including date. The development site shall be located on the copy of the FEMA map. R Acknowledged. o The engineer must take into consideration stormwater capture / quality and provide accordingly for best management practices. R Acknowledged. o Stormwater runoff shall not adversely impact downstream storm drainage facilities. Building envelopes must be planned to avoid storm water flows, while taking into account adjacent drainage mitigation. CO w 0 N This memorandum addresses the transportation impacts of the E Q rn 0 0 proposed Gold Stone Creek Development. This project is proposed to w . be located along WCR29, northwest of Pierce and south of Nunn, Weld a cn County. WCR29 is currently a 30 foot shoulder to shoulder gravel = road. The site location is shown in Figure 1. The Gold Stone Creek o Development will consist of 9 single family dwelling units . The OT purpose of this memorandum is to evaluate the need for n' paving/treatment of WCR29 with full development of Gold Stone Creek N Development. Figure 2 shows recent daily traffic counts at the proposed site just south of WCR94 . The count data was obtained in February 2005. Raw traffic data is provided in Appendix A. The volumes shown on Figure 2 are the average of the two days of counts. Figure 3 shows the site plan for the Gold Stone Creek Development. This project is proposed with 9 single family dwelling units. Access to the site will be a single access to the WCR29. Trip Generation, 7" Edition, ITE was used as a reference in calculating the trip generation. Table 1 shows the trip generation W for the Gold Stone Creek Development. ? There are no known I U significant developments that would cause the traffic on WCR29 to aincrease. Therefore, a growth rate of 1.0 percent per year, F compounded annually, was used to develop the background traffic projections . C Figure 6 shows the short range (2008) total daily traffic north and south of the proposed Gold Stone Creek Development. In Weld County, gravel roads require treatment or paving when the traffic forecast exceeds 200 vehicles per day. As can be seen in Figure 6, the daily traffic will be significantly less than 200 vehicles. As a sensitivity analysis, the counted traffic was increased by 10 percent per year, compounded annually to the year 2008. This results in a growth factor of 1. 331. It is not likely that traffic on this segment of WCR29 would experience this rate of growth. As a further sensitivity analysis, if all of the site generated traffic traveled in one direction the resulting daily traffic would be approximately 180 vehicles. This is still less than the treatment/paving threshold. It is concluded that, with the Gold Stone Creek Development, the future average daily traffic will be well below the minimum threshold of 200 VPD to required paving or treatment of WCR29. If other developments are proposed along WCR29, those developments should conduct their own evaluation of traffic on this road.
