The property is proposed to be developed into a Class II Oilfield Waste Disposal Facility. Conquest Oil currently operates four other Class II injection wells under Weld County USR permits. This facility would be constructed and operated in substantially the same manner as the existing plants. 2. This proposal is consistent with Weld County Code Chapter 22 in that a minimal amount of agricultural land is impacted and the facility is deemed "low density and low intensity". The development will not negatively impact any of the surrounding farmland. 3. Weld County Code Section 23-3-40 specifically allows Use By Special Review permits for"oil and gas support and service" operations. A Class II Waste Disposal well is included in that category. 4. Most of the surrounding area is zoned for agriculture and there are two (2) residential dwellings within approximately one-half(%2) mile of the facility. The facility is primarily surrounded by farmland. However, there is a natural gas processing plant to the east of the property. 5. A. On a typical day, twelve(12) different truck drivers will visit the facility. B. We will normally have two employees on site during the period which we can accept waste and one employee after those hours who monitors the operation of the pump. C. The proposed hours of operation during which we can accept waste are from dawn until 10:00 p.m. The pump may run twenty-four (24) hours if necessary. D. A building (approximately 90' x 30') as well as 12 to 15 tanks will be constructed. A concrete pad approximately 200'x 50' will also be built. E. There will be no animals housed on this site. F. Transport trucks weighing up to forty(40) tons will visit the site approximately fifty(50) to sixty(60) times per day. G. Fire protection for the facility will be provided by the Gilcrest Fire Protection District. H. The Central Weld County Water District will supply water at the facility. L An individual sewage disposal system (vault) will be used. Copies of the Perc test and ISDS Permit Application are attached. There is currently a residential septic system that will be used temporarily until our permit is approved and the new system is in place. J. No warehousing or storage is proposed for the facility. 6. No additional landscaping will be added to the site. The facility will be fenced. 7. When abandoned, the property will be returned to farmland. Equipment and tanks will be dismantled and removed and the well will be plugged and abandoned in accordance with COGCC rules and regulations. 8. The existing storm water drainage will be reviewed and changed during construction as necessary. 9. It will take approximately six months for the well to be drilled, completed and the facility (building, tanks and pad) to be constructed following the County's approval. 10. Waste created at the facility is a direct result of water filtration. This waste (bacterial residue and particulates) is stored and transported to an approved waste disposal site. Any other waste material is disposed by the use of trash bins and hauled away on an as- needed basis.
