RE: AUTHORIZATION FOR CHAIRMAN TO SIGN STATEMENT OF ELIGIBILITY
FOR REDUCED WINDFALL PROFIT TAX WITHHOLDING.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Vessels Oil and Gas Company has presented to the
Board of County Commissioners a statement of eligibility for
reduced windfall profit tax withholding, and
WHEREAS, the Board deems it advisable to authorize the
Chairman to sign said statement of eligibility, and
WHEREAS, the Board further deems it advisable to authorize
the Chairman of the Board to sign all future statements of eli-
gibility concerning windfall profit tax withholding.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Chairman of the
Board be, and hereby is, authorized to sign the statement of
eligibility for reduced windfall profit tax for Vessels Oil and
Gas Company.
BE IT FURTHER RESOLVED by the Board that the Chairman of
the Board be, and hereby is, authorized to sign all future
statements of eligibility concerning windfall profit tax with-
holding.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 2nd day of
April, A.D. , 1980.

The Windfall Profit Tax Act of 1980 will probably become law in the
immediate future. The law when passed will take effect March 1, 1980.
If this occurs then we as Operator must begin withholding the windfall
profit tax from the revenue we distribute as early as April 15, 1980.
Governmental Agencies who are owners of oil production and are eligible

for exemption from the windfall profit tax withholding under the Windfall
Profit Tax Act of 1980, please execute the below Certification of
Eligibility for a tax exempt status regarding the Windfall Profit Tax and
we will not withhold any of your oil revenue.
If we do not receive a signed certificate from you by April 15, 1980, we
will have to comply with the law by withholding the maximum rate from
your April revenue.
