PROPOSED USE:
The proposed Petro-Canada Resources (USA) Inc. centralized land treatment facility(the Petro-Canada
Landfarm)will treat and recycle non-hazardous hydrocarbon-affected soil and frac sand derived from Petro-
Canada oil and gas properties in Weld County. The hydrocarbon-affected soil and frac sand will be thin-spread on
the ground surface to a thickness of approximately one to two feet and tilled to aerate the soil in order to promote
natural degradation of hydrocarbons. Moisture and nutrients in the form of commercial fertilizer may be added to
augment natural biodegradation. Once target clean-up levels for the treated soil and frac sand are met, the
recycled material may be used as backfill and construction material at Petro-Canada facilities.

SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW(USR)
QUESTIONNAIRE
The following questions are answered and submitted as part of the USR application. If a question
does not pertain to the use, a"not applicable" response is provided with an explanation of why
the question is not applicable.
1. Explain, in detail,the proposed use of the property: The proposed Petro-Canada
Resources (USA) Inc. centralized land treatment facility (the Petro-Canada Landfarm)will
treat and recycle non-hazardous hydrocarbon-affected soil and frac sand derived from
Petro-Canada oil and gas properties in Weld County. The hydrocarbon-affected soil and
frac sand will be thin-spread on the ground surface to a thickness of approximately one to
two feet and tilled to aerate the soil in order to promote natural degradation of the
hydrocarbons. Moisture and nutrients in the form of commercial fertilizer may be added to
augment natural biodegradation. Once target clean-up levels for the treated soil and frac
sand are met, the recycled material may be used as backfill and construction material at
Petro-Canada facilities.
• Non-hazardous hydrocarbon-affected soil and frac sand are the only material that
will be treated and recycled at the proposed Landfarm.
• No treatment, storage, or disposal of liquids, free product hydrocarbons, drilling
mud, or other E&P wastes will be performed at the Landfarm.
• The proposed Landfarm will be a noncommercial facility and will treat and recycle
only hydrocarbon-affected soil and frac sand derived from Petro-Canada
locations.
• The proposed Landfarm will be constructed, maintained, operated, monitored,
and closed in accordance with Colorado Oil and Gas Conservation (COGCC)
Rule 908 and Weld County Department of Public Health and Environment and
Department of Planning Services requirements.
• The Landfarm will be surrounded by an earthen berm to prevent surface water
runoff and runon and to contain all materials within the confines of the land
treatment area.
• Appropriate measures will be taken to limit access to the proposed Landfarm by
wildlife, domestic animals, and members of the public.
• Four ground water monitoring wells will be installed at the facility to be used for
regular monitoring of ground water quality. In the event hydrocarbon-affected
ground water were to be detected beneath the site, all land treatment activities
will cease pending a site assessment and determination of the source of
hydrocarbons detected in ground water. If such impacts are attributable to land
treatment operations, Petro-Canada will cease land treatment operations and
initiate ground water remediation.
• With the possible exception of the occasional use of commercial fertilizer(i.e.
lawn food), there will be no chemicals used or stored at the Landfarm.
• In addition to use as building material at Petro-Canada locations, the recycled
soil and frac sand could be made available at no cost to the County for road
construction and other approved uses, if appropriate.

2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 (Comprehensive Plan):
• The proposed Landfarm is fully contained within a 160-acre parcel of fallow
agricultural and pasture land, some of which is currently used for oil and gas
production, servicing and equipment storage. Irrigated and otherwise productive
agricultural land will not be impacted.
• The proposed Landfarm will be returned to its pre-project, undeveloped state
when land treatment operations cease. Undeveloped land will be preserved from
scatter-type residential and other development.
• The ability to recycle nonhazardous hydrocarbon-affected soil and frac sand
minimizes the volume of material that would otherwise be considered a waste
requiring disposal in a County landfill.
• The ability to promptly remove hydrocarbon-affected soil and frac sand from spill
sites and drilling locations for offsite recycling minimizes the time that County
landowners would otherwise have to contend with spill impacts on their land.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located: The proposed Petro-
Canada Landfarm will be located within an Agricultural Zone District. No agricultural
activities are currently being conducted or are planned for the tract of land being
considered for the Landfarm. Approval of the Use by Special Review application will not
remove productive agricultural land from use.
The ability of Petro-Canada to utilize the land for centralized land treatment of
hydrocarbon-affected soil and frac sand will mitigate impacts to private agricultural land
elsewhere in the County affected by periodic spills and releases related to Petro-
Canada's drilling and production activities. The time required to remediate spills sites and
to promptly return land impacted by spills to productive use will decrease if the Company
can promptly remove affected soil for recycling at the Landfarm. Spill-related impacts to
agricultural operations will be minimized if Petro-Canada can utilize the centralized land
treatment approach.
4. What type of uses surround the site? Explain how the proposed use is consistent
and compatible with surrounding land uses: The proposed Petro-Canada Landfarm
will comprise approximately 15 acres contained within and surrounded by a 160-acre
tract of undeveloped land owned by Petro-Canada Resources (USA) Inc. Portions of the
160 acre tract are currently used for oil and gas equipment storage, offices, and shop
areas, producing oil and gas wells, and undeveloped land. Land use on surrounding
properties includes agriculture, grazing, low density farm residences, and oil and gas
production.
The proposed Landfarm will recycle nonhazardous hydrocarbon-affected soil and frac
sand, consistent with other oil and gas activities performed on the surrounding property.
The Landfarm will have little or no impact on the sparsely settled surrounding agricultural
area.
5. Describe, in detail,the following:
a. How many people will use the site? The site will not be manned. Typically one
and at most two to three people will work at the Landfarm on an occasional
basis. Petro-Canada employees and contractors will be involved transporting,
offloading, thin-spreading, and tilling soil and frac sand recycled at the Landfarm
and performing periodic monitoring activities. It is anticipated that people
will be

required to access the site to perform the above mentioned duties for less than
one week each month, on average.
b. How many employees are proposed to be employed at the site? None.
c. What are the hours of operation? 7:00 AM to 5:00 PM on weekdays only
d. What type and how many structures will be erected (built)on this site?
None.
e. What type and how many animals, if any,will be on this site? None.
f. What kind (type, size,weight)of vehicles will access this site and how
often?
Pick-up Truck: 4500 to 6500 lbs Daily Inspection/Maintenance
Tractor and disc: 5000 to 16000 lbs Quarterly for tilling affected soil
Backhoe Loader: 12500 to 24000 lbs B1-monthly for offloading soil
Front End Loader: 20000 to 35000 lbs Bi-monthly for offloading soil
Dump Truck: 14000 to 54000 lbs Bi-monthly for offloading soil
Water Truck: 14000 to 54000 lbs Quarterly for tilling affected soil
As needed for dust control
Bulldozer 28000 to 85000 lbs Quarterly for spreading soil
g. Who will provide fire protection to the site?There will be no combustible
materials used or stored at the Landfarm. Handheld fire extinguishers are
available at the adjoining Action Oilfield office/shop/yard complex. The property
occurs within the LaSalle Fire Protection District.
h. What is the water source on the property? The proposed Landfarm will not
have a dedicated source of water. Any water utilized during the land treatment
process will be transported in by truck.
i. What is the sewage disposal system on the property? The Landfarm is not
manned and will not employ a dedicated sewage system. If directed to do so by
the Weld County Department of Planning Services, a portable toilet will be
provided. A buried septic system is utilized by the adjacent Action Oilfield
Services and Petro-Canada offices.
j. If storage or warehousing is proposed,what type of items will be stored?
No items will be stored at the Landfarm. Hydrocarbon-affected soil and recycled
soil may be stockpiled onsite for limited periods pending thin spreading, land
treatment, and transport offsite for re-use.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal: The area
comprising the proposed Landfarm and the surrounding 160-acre property are currently
not landscaped and no additional landscaping is planned.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs: The primary components of the reclamation plan
include:
• Any recycled soil and frac sand remaining onsite will be sampled and analyzed to
confirm residual hydrocarbon concentrations are below applicable COGCC

allowable concentrations outlined in Rule 910 prior to being mixed into underlying
soil.
• The earthen containment berm and non-native debris will be removed.
• The ground surface will be graded and contoured to pre-project conditions.
• The ground water monitoring wells will be properly abandoned according to
Colorado State Engineer standards and requirements.
8. Explain how storm water drainage will be handled on the site: The land treatment
facility is surrounded by an earthen berm that prevents surface water run-on to and runoff
from the site. There are no jurisdictional surface water features in the area. Nevertheless,
Petro-Canada will file a draft stormwater permit with the Colorado Department of Public
Health and Environment(CDPHE), indicating our interpretation that a stormwater permit
is not required but seeking CDPHE input, and we will provide of copy of the permit
application to the Department of Planning Services.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin: The earthen containment berm and access roads
are already present at the site. Hydrocarbon-affected soil is stockpiled on plastic within
the berm pending receipt of County approval to perform the land treatment operation. No
construction or landscaping is required, with the exception of thin-spreading the
stockpiled soil. Thin spreading can be accomplished within one week of authorization to
proceed.
10. Explain what storage and/or stockpile of waste will occur on this site: Hydrocarbon-
.— affected soil is currently stockpiled on the property, as described above. Upon approval,
this soil will be thin-spread as the first step towards recycling the material. Minor volumes
of hydrocarbon-affected soil and frac sand will be stockpiled within the bermed area on
occasion during the operational life of the Landfarm while arrangements are made to thin-
spread and till the material.
