Subject: Triple G Feedlot, COZ # 1036
Dear Ms . Newman:
We have reviewed your undated letter and clean-up plan received into our office on October 24,
2005 , concerning the removal of manure and wastewater at the foirner Triple G Feedlot. We have
also reviewed the November 10, 2005 , letter from Ron Jepson at the Colorado Department of Public
Health & Environment.
The clean-up plan (along with the letter from Mr. Jepson) appears to comply with the Colorado
Animal Feeding Operations Control Regulation ( 5 CCR 1002- 81 ) . As such, we are not opposed to
the implementation of the plan .
Please be aware that the submittal of the plan does not appear to address Condition L. ( 17) of Change
of Zone # 1036 . This condition requires the submittal of a final report following clean-up of the site .

Just writing a quick note to confirm our telephone conversations of July 11 , 2005 concerning CZ- 1036 . You had inquired as to
any issues our agency may have concerning the c can -up of the existing manure at this site . You indicated that your client would
like to collect all the manure on the property and place it intc windrows on the property , and that the manure would be removed
over a period of 2 to 3 years . You also agreed that you would submit a comprehensive plan outlining the proposed manure
location , clean -up process , stormwater collection , nuisance management, etc . It appears that the plan we discussed complies
with the condition on CZ- 1036 and the CAFO Regs . While we will withhold our final approval of your plan until we've reed and
reviewed it, we are in substantial agreement with the proposed plan . However, as we discussed , should a USR or SPR be
proposed on the property any remaining manure stockpile (s would be considered in the permitting process .
