Proposed improvements include grading, drainage, paving and other incidental work for approximately 3.1 miles of existing roadway. 1.02 Project Location. Weld County Road (WCR) 13, WCR2 to WCR8 1.03 Project Cost. The construction cost of this project is estimated at $3,000,000. 1.04 Work Duration. The time period for the work described in this scope is approximately 135 calendar days. Major milestones for the project are as follows (tentative): Pre-Bid Meeting June 28, 2005 Bid Opening July 12, 2005 Pre-Construction Meeting early August, 2005 Notice-to-Proceed(Construction) late August, 2005 Project Complete December, 2005 1.05 Consultant Responsibility. The Consultant is responsible for: • Conducting Materials Sampling and Testing in accordance with the Project Testing and Certification Schedule • Maintenance of a Project Materials Testing and Certification File • Management of Sampling and Testing Personnel and SEH Personnel 1.06 Work Product. The Consultant work products are: See Section 7 below. 1.07 Work Product Completion. All submittals must be accepted by the Weld County Project Manager or his/her designee. The Contract Administrator for this project is: Keith Meyer, Weld County Engineering Division Manager Active day-to-day administration of the contract will be delegated to: Wayne Howard, PE Project Manager (o) 970.356.4000, ext. 3788 2.02 Project Coordination. The Subconsultant Materials Tester(s) will, in general, coordinate materials sampling and testing with the SEH Project Engineer. The SEH Project Engineer will coordinate materials sampling and testing with the Contractor and the Weld County Project Manager. Weld County Road(WCR) 13,WCR2 to WCR8,Materials Sampling and Testing August 1,2005 Page 2 SECTION 3 PROJECT DESCRIPTION 3.01 Background. Contract documents were produced by Jehn Engineering. Jehn Engineering will be available during Weekly Construction Meetings regarding the design plans. Weld County anticipates to providing an entry level construction inspector for the project duration. 3.02 Project Limits. WCR13, from WCR2 to WCR8 3.03 Work Elements. The project will involve providing materials sampling and testing services and other elements listed in Section 1.05 above for the duration of the project. The consultant shall sample, test, inspect and document all materials in accordance with the Project Testing and Certification Schedule. The SEH Project Engineer, Subconsultant Materials Tester(s) and Weld County Project Manager will review project quantities on a monthly basis to ensure that sufficient tests have been performed for the material placed to date. The Subconsultant Materials Tester(s) shall document and transport samples of any and all materials required to be tested. The minimum number of tests required shall be in accordance with the Project Testing and Certification Schedule. Weld County may require additional testing or other services for adequate Quality Control or Quality Assurance. Test results and observations shall be documented on appropriate forms and submitted to the SEH Project Engineer for approval. The SEH Project Engineer and the Contractor shall be promptly notified of any failing tests and/or non-specification material. The consultant shall furnish all personnel, materials, equipment and transportation required to perform the work. Documentation. Each of the Subconsultant's Materials Tester(s) shall maintain daily testing documentation. The Subconsultant Materials Tester(s) shall provide all correspondence and daily testing documentation to the SEH Project Engineer. The SEH Project Engineer shall maintain a complete set of testing documentation. Submittal of Final Documentation. Final documentation shall be submitted to the Weld County Project Manager within 20 working days after completion of all work. Personnel qualifications and staffing levels for the project shall be subject to the approval of the Weld County Project Manager. The Subconsultant Materials Tester(s) shall have the following minimum qualifications: 1.) Certified or have made application to and be working towards a Level 2 Certification under the National Institute for Certification in Engineering Technology(NICET) Certification Program. This certification must be in Construction Materials Testing and Inspecting for the types of work being performed, e.g., aggregates, asphalt, concrete and soils. A degree in an engineering related field may be substituted for the NICET requirement. A copy of the NICET Certification and/or Engineering degree shall be provided to the SEH Project Engineer. 2.) Subconsultant Materials Tester(s) performing the tests must have a minimum of one year experience in each specialty field(soils, aggregates, asphalt paving, concrete, etc.) that is being tested. 3.) Subconsultant Materials Tester(s)performing concrete tests shall be certified by the American Concrete Institute (ACI). 4.) Subconsultant Materials Tester(s) performing hot bituminous pavement tests shall be certified by the Colorado Asphalt Technician Certification Program (LabCAT). Work will not commence until the written Notice-to-Proceed is issued by Weld County. 6.02 Project Coordination. The routine working contact will be between the Weld County Project Manager and the SEH Project Engineer. Each party will provide the other with: a. Written synopses or copy of their respective contacts (both by telephone and in person) with others. b. Copies of pertinent written communications 6.03 Routine Reporting and Billing. The Consultant will provide the following on a routine basis: a. Coordination of all contract activities by the SEH Project Engineer b. The periodic reports and billings c. In general, all reports and submittals must be accepted by Weld County prior to their content being utilized in follow-up work effort. 6.04 Personnel Qualifications. See Subsection 3.03 above. 6.05 Travel. Subconsultant Materials Tester(s) will be bill travel time and mileage one way from the office to the project. Subconsultant Materials Tester(s) vehicle mileage will be billed for miles traveled on the project. The consultant shall maintain the ability to perform all work tasks which are indicated below by an 'X'mark in the consultant column, in accordance with applicable Weld County standards. Selected work tasks shall be assigned only after coordination and consultation with Weld County. (K+A) is pleased to provide this proposal including our hourly and unit costs for observation and construction materials testing services for improvements to Weld County Road (WCR) 13 between WCR 2 and WCR 8, south of Dacono in Weld County, County Colorado. A tentative schedule of material quantities and testing frequencies were provided to us in a document dated July 12, 2005. In general, we propose to provide construction observation and materials testing services as follows: • Compaction testing for embankments, structure backfill and subgrade preparation • Laboratory testing for soils, base course and asphalt materials • Concrete testing of structural concrete and box culvert concrete • Compaction testing of asphalt paving The hourly and unit costs for construction observation and materials testing for the scope of work indicated are as follows, and the budgeting estimate for providing the services is presented in Exhibit A. SCOPE OF SERVICES Earthwork and Aggregate Base Course: A qualified engineering technician will be provided on an as needed basis to observe and test subgrade preparation, embankments, and backfill for a box culvert structure. Compaction testing will also be performed during placement of the aggregate base course layer. Testing will be performed in accordance with the frequencies indicated in the "Tentative Testing Schedule" provided. Laboratory tests will be performed on the fill materials in accordance with AASHTO, ASTM or CDOT procedures for moisture-density relationships and classification of soils, Hveem R-value and LA Abrasion. Based on our understanding of the project and the assumed schedule, it is assumed that the majority of the fill observation and testing can be performed on a part- time basis. The hourly and unit costs are summarized below. The hourly rate for the technician includes a slight rate increase beyond our normal rate to include scheduling, supervision, and review of the test results. Short Elliott Hendrickson, Inc. The hourly and unit costs are as follows: 1. Part-Time Observation and Testing: $50.00/hour 2. Concrete Cylinder Compressive Strength Tests $10.00/cylinder Asphalt Paving Observation and Testing: As required, for asphaltic materials incorporated into Weld County Road 13, an engineering technician can be provided on an as needed basis to observe laydown procedures and test asphalt densities with a nuclear moisture/density gauge. The asphalt materials will be sampled and tested in our laboratory for determination of oil content and aggregate grading. The hourly and unit costs are as follows: 1 . Technician $50.00/hour 2. Laboratory Testing: (a) Asphalt Binder Content/Gradation (CP-L 5120, includes 1 hour Technician time for sample delivery) $185.00/each (b) Maximum Theoretical Specific Gravity (ASTM D 4021, delivery Time included above) $70.00/each Engineering, Supervision and Clerical: Kumar & Associates, Inc. will provide geotechnical and materials engineering support as necessary to provide the client with the technical consultation, evaluation of test results and supervision of engineering technicians.
