Moser 12964 WCR 43 Hudson, CO 80642 Re: WCR 28 between WCRs 41 and 43 and WCR 43 between WCRs 28 and 30 Dear Ms. Moser: Your request to pave the roads noted above was referred to the Department of Public Works. Current County policy dictates that roads must typically have a traffic count of at least 200 vehicles per day (vpd) before they are considered for any type of surface improvement. The roadway segments noted above currently have counts that marginally exceed 200 vpd. Full depth stabilized base or roadway surface treatment with a dust palliative is the accepted practice for gravel roads with traffic counts in the range of those being experienced on WCR 28 and WCR 43. These roads currently have stabilized base treatments. In 2006, the Department of Public Works is starting a new program to place chip and seal on selected stabilized base roads. The segments of WCR 28 and WCR 43 you are concerned with have already been selected as candidates for this program. By chip and sealing stabilized base roads, the surface of the road will be more durable and less susceptible to potholing and wash boarding which is your major concern. We believe this change in maintenance approach will provide a significantly improved road surface product for the traveling public. In the 1970's these two miles, plus thirteen additional miles in this area, were surfaced with asphault. The roads were not properly finished and deteriorated. The problem was not addressed and the asphault was removed. Later, thirteen miles of these roads were resurfaced and maintained, plus additional miles but the miles I am writing to you about were never resurfaced. My husband was Wesley Moser. His grandparents came here in 1889 and the land is in the Moser name yet today. In 1892 my husband's father homesteaded. Wesley was born here and lived here all his life. My point is this: These two miles of road are rougher than a washboard. The Moser family has paid enough taxes over the years, $27,000 last year alone, to request that these two miles be paved.
