The City of Greeley Planning staff has reviewed the application and wishes to forward the following comments: 1. It should be noted that the subject site is entirely within the City of Greeley Long-Range Expected Growth Area (LREGA). The LREGA includes those lands anticipated to accommodate the City of Greeley's urban development over the next twenty(20) years. 2. Outdoor storage should not be permitted within any applicable setback, public right-of-way, or in landscaped area. 3. Items not customarily used or stored outside or made of a material that is resistant to damage or deterioration from exposure to the outside environment should not be placed, stored, or maintained outside for a period in excess of 24 consecutive hours. 4. Access drives and parking areas should be paved with asphalt or concrete to reduce the developments impact on air quality. 5. Outdoor storage of all material stored or to be stored in an unenclosed area shall be screened from the view of the adjacent public right-of-way and adjacent properties. Screening shall be accomplished through the use of a solid fence or a wall of sufficient height to fully screen all stored material, or through the use of landscaping which provides year-round screening of a sufficient height to fully screen all stored material, or through a combination of fencing, walls, and landscaping. Additional landscaping should be provided adjacent to the proposed stockpiling area. There are several homes to the east of the subject site that will have a full view of the proposed use. To use only the existing trees that are located in a draw that is located over 1,000 feet from the stockpiling area seems to be inadequate to say the least. It is recommended that a variety of shade, ornamental, and evergreen trees be provided north and east of the stockpiling area to provide adequate screening of the proposed industrial use. 7. The height of the stock piled material should be no taller than 12-15 feet. 8. A designated haul route should be established prior to any approval. It is recommended that the haul route be required to stay on Highway 85 and not on any rural roads. Thank you for including the City of Greeley in the review process. DATE: 03/07/2005 G, jnJ COLORADO CC: Environmental Health Services has reviewed this proposal for a railroad car loading area. We have no objections to the proposal, however, we have concerns about the application presented regarding the use of portable toilets for employees. County code allows portable toilets for temporary uses, 6 months or less. This year-round operation is proposing to operate Monday through Saturday from 7 am - 7 pm, with up to five individuals on the site at one time. We are cognizant that employees will likely be on site for short periods of time for loading and unloading purposes. With this in mind, Environmental Health would consider a permanent vaulted sewage disposal system with a handwash station and an audible and/or visual alarm on the vault for maintenance as an alternative to a standard septic system. We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. The applicant shall submit a dust abatement plan for review and approval, to the Environmental Health Services, Weld County Department of Public Health & Environment. 2. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to issuance of building permits: 1. A stormwater discharge permit may be required for a development/redevelopment/construction site where a contiguous or non- contiguous land disturbance is greater than or equal to one acre in area. Contact the Water Quality Control Division of the Colorado Department of Public Health and Environment at www.cdphe.state.co.us/wq/PermitsUnit for more information. We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to operation: 1. An individual sewage disposal system is required (a vault system with a handwash station is an option) and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 2. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. The applicant shall operate in accordance with the approved "waste handling plan". 2 5. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall be operated in accordance with the approved dust abatement plan at all times. 6. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 7. Adequate handwashing and toilet facilities shall be provided for employees. A conventional septic system or a permanent vaulted restroom facility (similar to a rest area or park service) shall be provided for employees. 8. North Weld County Water District is able and intends to provide water service to the site. 9. A building permit shall be obtained prior to the construction of any new building. 2. A plan review is required for each building for which a building permit is required. Plans shall include a floor plan. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Setback and offset distances shall be determined by the Zoning Ordinance. 5. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Our comments and requirements are as follows: COMMENTS: WCR 3912 is designated on the Weld County Road Classification Plan (FHU) as a paved road, which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. The road is maintained by Weld County. This road is located north of WCR 64 ("O" Street) and serves industrial and commercial uses. REQUIREMENTS: Access Approach and Internal Road System: The applicant indicated that crushed concrete shall be placed on the access and the internal road system throughout the stockpile/loading area including the 50-foot turnaround cul-de-sac. We are agreeable to this proposal; however, if there are dust complaints in using crushed concrete, a dust abatement alternate should be in place. Storm Water Drainage: The applicant's drainage engineer, Picket Engineering, has provided a drainage study for the site. Peter Schei, Weld County Public Works, has reviewed this study. The sedimentation basin and storm water filter system will be installed with an outlet type daylighting to an open channel to the Eaton Draw Drainage System. Peter Schei has waived any storm water retention requirement as the proposed treatment facility shall be adequate. Off-Street Loading: The off-street loading spaces shall be surfaced with gravel, asphalt, or concrete and shall be graded to prevent drainage problems. Each space should be equipped with wheel guards where necessary to prevent vehicles from extending beyond the boundaries of the space and from coming into contact with other vehicles, walls, fences, or plantings. Access Width: The access width requirement for emergency equipment (fire department) is usually 20 feet. The applicant should verify and provide Public Works with the local fire department/ emergency services that the width of the access and lane is adequate for emergency response purposes. .
