Jo SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE 1. Explain, in detail, the proposed use of the property. The applicant proposes to use the property for storage rental units and a single family residence to be occupied by the individual(s) operating the business. 2. Explain how this proposal is consistent with the intent of the Weld County Code Chapter 22 (Comprehensive Plan). The proposal is consistent with the agricultural goals and policies set forth in Sec. 22-2-60 of the Weld County Code(the Comprehensive Plan) in that: (i) the property, which is located in the agricultural zone district, is not located on prime agricultural land; (ii)there is no irrigation water available on the property, and no crop is produced on it; (iii)the property is within the Nunn urban growth boundary area; (iv) the proposed use is low density and low intensity,and it will not have a negative impact on the environment or the surrounding agricultural uses; and (v) adequate infrastructure and services are available or reasonably obtainable. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposed use would be permitted pursuant to Section 23-3-40 of the Weld County Code (Zoning) as a use by special review in the agricultural zone district. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding uses are agricultural, commercial and single family residences. The proposed storage rental unit facility will have minimal impact on existing uses in that it will not generate significant traffic nor involve an increase in population density. 5. Describe in detail, the following: a. How many people will use this site? The applicant estimates that approximately five(5)to ten(10)people will use the site each day. b. How many employees are proposed to be employed at this site? There will be three owners of the business, including the applicant. Only one of them is expected to be working at the site at any given time. One owner will occupy the 1 single family residence proposed in this application. c. What are the hours of operation? The site will operate seven(7) days per week between the hours of 7:00 a.m. and 6.:00 p.m. d. What type and how many structures will be erected (built) on this site? Three metal structures, each containing fifty(50)rental units will be erected on the site. There will also be a single family residence which will contain an office with restroom facilities. e. What type and how many animals, if any, will be on this site? There will not be any animals, other than possibly domestic pets, on the site. f. What kind(type,size,weight)of vehicles will access this site and how often? The site will be accessed by automobiles, pick-ups and small moving van-type vehicles. The applicant estimates there will be five (5) to ten (10) vehicles per day. g. Who will provide fire protection to the site? Fire protection will be provided by the Nunn Fire Protection District. h. What is the water source on the property? (Both domestic and irrigation). The water source on the property is a permitted well. There is no irrigation water. i. What is the sewage disposal system on the property?(Existing and proposed). There is no existing sewage disposal system on the property. An individual septic system is proposed. j. If storage or warehousing is proposed, what type of items will be stored? Household and personal items will be stored in the rental storage units. No chemicals,firearms or hazardous materials will be permitted. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. 2 The applicant proposes landscaping along Weld County Road 100 to the south of the storage rental units and a small landscaped area around the single family residence, using drought tolerant zeriscape materials. The applicant proposes to construct a fence around the storage units and to provide parking and vehicular access between the units using road base materials. 7. Explain anyproposed reclamation procedures when termination of the Use by Special Review activity occurs. If the Use by Special Review activity terminates, the storage rental units will be removed from the property. 8. Explain how the storm water drainage will be handled on the site. The applicant does not anticipate that the proposed facility will interfere with historic storm water drainage. However, the site will be appropriately engineered and adequate drainage will be provided. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The applicant estimates it will take six(6) to eight(8)months to construct the rental storage units and single family residence. Construction is expected to begin within thirty (30) days after approval of the USR application. 10. Explain where storage and/or stockpile of wastes will occur on this site.
