Dear Mr. Mullen and Mr. Allison:
As per our meeting in your office on July 21, 1983, enclosed
please find our completed Application for Subdivision
Exemption and our check #1365 in the amount of $35 . 00 .
We are filing this application because we are in the process
of developing an oil field east of Windsor. Along with
the development of this oil field, we are planning to build
a gas processing plant. We propose to locate this plant in
the SE4 of Section 11, Township 6 North, Range 67 West,
Weld County, Colorado. We propose to purchase a 500 foot
strip along Weld County Road #23 . The distance along road
#23 is approximately 882 feet, times the depth of the strip
-- 500 feet, equals approximately 10 .124 Acres .
We are requesting that the Board of Commissioners grant us
a subdivision exemption and approval for us to receive
clear title for the property.
The gas processing plant that will be built on the proposed
site will consist of storage tanks; a metal structure that
will contain the compressors; a field office; and for
safety reasons, a mobile home to house the overseer of the
plant. It is necessary to have personnell at the site 24
hours a day. Not only does this person have to be there

for safety reasons, but, also to monitor the quality of
gas that we will supply to Western Slope Gas . There will
be no other useage for this 10 acre tract other than
the operation and maintenance of our proposed gas plant.
If any further details are required, please contact us as
soon as possible, as we propose to begin construction some
time in October, 1983.

The following principles are agreed to regarding
property located in Section 11, Township 6 North, Range
67 West, Weld County, Colorado:
1 . After close review of the layout of your land, we
find it would be more advantageous to all of us if we
purchase a 500 foot strip along Weld County Road #23 . The
distance along road #23 is approximately 885 feet, times
the depth of the strip, 500 feet, would equal 10 . 172 Acres .
This seems to be the best solution for the irrigation of
the land.
2. Oilcom Corporation will be responsible for:
a. We propose, at our cost, to re-locate the
concrete irrigation ditch to a position directly west of
the property we will purchase. We will tie in the feed
water line into the new irrigation ditch. We will try to
keep the existing ditch in good condition in case we return
the land to you, then the new irrigation ditch can be moved
and the old ditch could be put into operation again.
b. We will work out a suitable agreement with
your leasee of the farm to delay any construction until
after he has harvested any crops growing on the subject property.
3 . We will pay you $3, 000 per Acre .
4 . Any land that we do not use for our proposed gas
plant will be turned back to you on a year to year basis to
be used as farmland.
5 . We will purchase the property without any mineral
rights or any water rights, however, we will need the rights
for drilling one water well for use of domestic water. (We
will obtain the permit necessary for this from Weld County. )
6 . You will have first option to re-purchase property
when property is no longer necessary for our purposes at
the following price:
appraised price at time of repurchase minus one half
the difference between original purchase price and current
appraised value (assuming current appraised value is higher
than original purchase price) .

7. All of the above is contingent upon:
a. our being able to obtain a variance to split
the property as described above.
b. our ability to obtain a permit from the county
to build a gas plant on the proposed property.
