Dear Sheri:
Attached is a Minor Subdivision Change of Zone submittal package for Peace Haven Estates
owned by Robert L. Parsons. We have made several changes as follows:
1. Attached a wider subdivision entryway to facilitate school needs and mail service.
2. Added primary and secondary septic envelopes.
3. Added an emergency access along the east boundary line.
4. Provided for ditch setbacks and room for detention ponds.
We have also added the following information:

I would also like summarize progress made on several issues as follows:
Fire
District maps show that the Poudre Fire Authority provides fire protection for this area.

Wildlife
Larry Rogstad of the Colorado DOW indicates that if there is no response from the Division, then
no problems were identified.
Severance
Amelia Tuttle of Severance indicates that the Town of Severance has no interest in annexing
residential property outside of its Growth Management Area.
State Engineer
A Water Summary Sheet and Extension Agreement have been forwarded to the State Engineer.
Public Health, Building and Colorado Geological Survey
As is typical of large lot rural subdivisions, individual soils investigations will be completed on each
lot to assist in foundation design, septic system design, and groundwater concerns. This is
completed at the building permit stage. Based on preliminary information, we do not expect
unusual impacts for the proposed residential structures.
Sheriffs Office
The entryway being proposed along with the creation of an HOA will satisfy the concerns raised by
the Sheriffs Office.

.3 Peace Haven Estates is proposing to change the existing Agricultural Zone (A) to an
Estate Zone (E). The change is initiated to convert the existing unused agricultural parcel
to a residential use. The residential use is intended to maintain the rural character of the
area by proposing large(4.0 acre to 9.1 acre±) lots.
The proposed site has NO restrictions because of geology, flood plain, overlay districts,
intergovernmental agreements or mineral extraction. Transportation, irrigation, gas,
telephone, electric, and water providers currently have systems adjacent to the property.
School, law enforcement, ambulance, fire prevention, and mail delivery services are also
available in this area. The low density of this property does NOT create a negative impact
on these services.
All improvements will be designed, constructed and financed by the land owner. The
proposed HOA will provide critical maintenance and management of the fencing and
transportation system including snow removal, grading and weed control.
While this project does not provide opportunities for multi-family or affordable housing, it is
located in an area with excellent existing services. The rural character and low density
being proposed will create minimal impacts for service providers. The creation of a
Homeowner's Association will provide an excellent mechanism for maintaining developer
provided improvements, which will eliminate financial impacts to Weld County.
.4 Peace Haven Estates is proposing a Change of Zone from Agricultural (A) to Estate (E)
Zoning. The parcel is above regional irrigation facilities and has not been a productive
agricultural tract for several years. The creation of large lot residential uses is consistent
with adjacent property in all directions and will allow for better management and
maintenance of existing facilities and ground cover.
.5 The proposed use for Peace Haven Estates will be residential. The large tracts created by
this project will maintain existing land forms indicative of the area. Large lot residential
developments are in the regional proximity to the north and east. Irrigated agricultural
property is located to the south and non-irrigated parcels are located to the west.
.6 Water service for Peace Haven Estates will be provided by the North Weld County Water
District (NWCWD). NWCWD will provide both domestic and fire flows via an existing 8°
water main system being extended from Weld County Road 19. A draft agreement
outlining water extensions and accnciated fees has been provided by NWCWD.
Sanitary Sewer will be provided by Individual Sewage Disposals Systems (ISDS)
constructed for each lot. A preliminary geological evaluation indicates that conditions are
favorable for this type of sewage disposal.
.8 Access for Peace Haven Estates will be provided by Weld County Road 84. The traffic
generated from the nine lots will have minimal impact on Weld County Road 84. Weld
County Road 84 is classified as a local roadway, currently has an aggregate surface, and
is capable of facilitating the proposed traffic.
.9 Based on the geological report, sand, gravel and other mineral resources do not exist
within the project boundary. There is NO mining or extraction activity currently located on
the property.
.10 There are NO Overlay Districts located within the project limits of Peace Haven Estates.
.11 Peace Haven Estates is not located within a Mixed Use Development(MUD) area.

Re: Peace Haven Project
Ladies and Gentlemen:
We have been contacted by Bob Parsons and Jeff Couch regarding a proposed plan to develop a
residential development project in Sec. 10,T7N, R67W in Weld County. It was identified to us
as"Peace Haven". We understand that they are in the process of requesting a zoning change
from Weld County Planning and Zoning in the near term.
While the preliminary site drawings are very conceptual in nature,we have no particular
objection to the project at this time. We will be working with the developers to insure that the
development preserves our easement rights and our ability to maintain and operate our ditch, the
Larimer County Ditch, which passes through the property, in perpetuity.
From our standpoint,the construction of the project will necessitate the preparation by the
developers of engineered plans at the appropriate time which will reflect construction details for
all proposed facilities including, but not limited to, drainage facilities and structures, roads, paths
and fences,ditch crossings for utilities, bridges and so on which may impact our ditch or ditch
easement. We will reserve the right to have those plans reviewed and approved to our
satisfaction and will require the developers to construct those improvements in accordance with
the approved plans before we give final approval to the project.
