The Northwest portion of the property (Annexation No. 1) with Estate zoning has roadways with Rural design standards with no curb and gutter and having roadside ditches. Due to access right-of-way constraints on the Northeast section of the property(Annexation No. 2),the remaining Estate lots will have roadways with Urban design standards to conform to the amount of right-of-way available. The site has historically drained to the north into natural gullies and ditches. To accommodate the street flows, a detention pond will be constructed to accommodate storm flows. Utilities will consist of Sanitary Sewer and Potable water. The Sanitary sewer will connect to the existing Town of Windsor sewer line that runs in Crossroads Boulevard. The potable water system will connect to the existing Town of Windsor water service in the area. The site is bounded by a combination of Town of Windsor and Weld County residents. The property is surrounded by agricultural land on the south, east, and west sides. To the north the property is bounded by Water Valley South subdivision. The Rancho Water Valley Annexation is intended to have mixed uses from Multi-Family development and low-density Estate Development. This development is beneficial to the Town of Windsor for several reasons. The first of which is providing a transitional area between high density residential to low density Estate residential development in the Town of Windsor. Secondly, the planned E-2 land use is intended to be developed in a fashion that has minimal impact on the bluffs and the natural appearance of the landscape that residents have enjoyed for over a hundred years. This project addresses the need to have a community buffer for the Town of Windsor and proposes a community that blends in with the existing developments of the surrounding area. JCB Engineering, LLC and the owners of this property look forward to working with the Town of Windsor in providing a quality addition to the community.
