I appreciate receiving input from Weld County Citizens and welcome feedback on ways for improvement. Vote Centers are only one of three ways in which a person can cast a vote. Early Voting was available at five sites throughout the County for a period of two weeks prior to the election and any eligible elector could have voted by an Absentee Ballot. Our Office was proactive in educating the voters about Vote Centers as well as the other voting options. We mailed out several mailings to active registered voters. We also displayed posters throughout the County and advertised with the media. Please keep in mind that this was our first year implementing Vote Centers. Vote Centers were placed strategically throughout Weld County as approved by the Board of Weld County Commissioners in Resolution 2005-2538, ESTABLISHING PRECINCTS AND VOTE CENTERS FOR THE 2005 GENERAL ELECTION ON AUGUST 29, 2005. Those Vote Centers were required to meet certain criteria under recent federal and state legislation, including the Help America vote Act of 2002. We had asked for input from municipal clerks at our Annual Municipal Clerks Luncheon held on March 23, 2005 and suggested that each clerk notify other elected officials in their municipality about the Vote Centers and locations discussed at the meeting. Additional Vote Centers will be added for next year's elections so you may wish to work with the Hudson Town Clerk and our office to identify any suitable locations. During the 2005 Coordinated Election, Weld County had 23 Vote Centers located throughout the County instead of the usual 103 Precinct Polling Places. The legislature has specifically authorized Vote Centers: C.R.S. § 1-5-102.7- Combining precincts and polling places—vote centers. "A designated election official may combine polling places or precincts to establish one or more vote centers for any election, subject to approval by the board of county commissioners. " Pursuant to CRS 1-5-102.7(3) — "if a vote center is used in a general election in a county with a population of twenty-five thousand or more active registered electors, there shall be at least one vote center for every ten thousand active registered electors. We felt that the local voters had been discriminated against by effectively placing a poll tax by requiring voters to drive to another town to vote. With the price of gas the financial and time penalty was very real. We have a large minority and elderly population that would have been better served with a local polling location. One of our town trustees noted that there were over 30 complaints from local citizens concerning the lack of a polling place in town to our Town Hall office. There were two local issues on the ballot, the fire department mill levy increase and the school board election. The school board vote was very close. The fire mill levy increase failed by a larger vote count. Would the results have been effected if we had had a polling place in Hudson? We will never know. We would like to know why our polling place was deleted and who approved it ? Did our County Commissioners, County Trustees, City Manager, City Clerk, Mayor or Board of Trustees have input? We look to our officials to protect our basic rights. Is there specific reason why the right to vote was made more difficult for Hudson residents? By copy of this letter I am requesting that the Colorado Secretary of State's Office of Elections review what occurred to make sure it fully complied with Colorado Statues, particularly Title 1, Article 5, Part 1 (1-5-102.5). We meet the first Monday of each month beginning in January at the Pepper Pod Restaurant in Hudson at 7:PM. We would like an answer.
