RE: APPROVE APPLICATION FOR HIGHWAY TRAFFIC SAFETY PROJECT FOR
SOBRIETY CHECKPOINTS AND SATURATIONS AND AUTHORIZE CHAIR TO SIGN-
COLORADO DEPARTMENT OF TRANSPORTATION
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for the Highway Traffic Safety
Project for Sobriety Checkpoints and Saturations,from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Weld County
Sheriffs Office, to the Colorado Department of Transportation, commencing May 27, 2005, and
ending September 30,2005,with further terms and conditions being as stated in said application,
and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Application for the Highway Traffic Safety Project for Sobriety
Checkpoints and Saturations,from the County of Weld,State of Colorado,by and through the Board
of County Commissioners of Weld County, on behalf of the Weld County Sheriffs Office, to the
Colorado Department of Transportation be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.

ADDITIONAL REQUIRED CERTIFICATIONS
1. CERTIFICATION OF DRUG-FREE WORKPLACE ACT
In accordance with the Drug-free Workplace Act of 1988:
A. The grantee certifies that it will provide a drug free workplace by:
a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession or
use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be taken
against employees for violations of such prohibition;
b) Establishing a drug-free awareness program to inform employees about:
1) The dangers of drug abuse in the workplace;
2) The grantee's policy of maintaining a drug-free workplace;
3) Any available drug counseling, rehabilitation, and employee assistance programs; and
4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
c) Making it a requirement that each employee engaged in the performance of the grant be given a copy of the
statement required by paragraph (a);
d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under the
grant, the employee will:
1) Abide by the terms of the statement; and
2) Notify the employer of any criminal drug statute conviction of a violation occurring in the workplace no later
than five days after such conviction.
e) Notifying the Colorado Office of Transportation Safety within ten days after receiving notice under subparagraph
(d) (2)from an employee or otherwise receiving actual notice of such conviction.
f) Taking one of the following actions, within 30 days of receiving notice under subparagraph (d) (2), with respect to
any employee who is so convicted:
1) Taking appropriate personnel action against such an employee, up to and including termination; or
2) Requiring such employee to participate satisfactorily in a drug abuse assistance or rehabilitation program
approved for such purpose by a Federal, State, or local health, law enforcement, or other appropriate agency.
g) Making a good faith effort to continue to maintain a drug-free workplace through implementation of paragraphs
(a), (b), (c), (d), (e), and (f).
B. The grantee shall insert in the space provided below the site(s)for the performance of work done in connection with
the specific grant.

3. PROJECT CONTINUATION
It is the intent of this agency to continue these highway safety activities for at least one year beyond the contract completion
without a reduction of effort. Upon contract completion, my agency and the Office of Transportation Safety will evaluate the
project's effectiveness and determine whether the project should be continued. This agency will use all equipment purchased
with federal funds only for the purpose outlined in the contract until the equipment disposal. (NHTSA Order 460-4a, Chg. 1,

PART A - PROBLEM STATEMENT
(1) Describe the situation, include any data and any other information to establish the existing conditions.
(2) State why the situation is undesirable.
(3) What are the causes?
(4) Identify changes needed to resolve the Identified problem(s).
National statistics show that drunk drivers are involved in approximately 30% of all fatal crashes.
This statistic is mirrored in Weld County. In 2004, Weld County lost 92 individuals to traffic crashes
which was a record year for the number of traffic fatalities in Weld County. Weld County has a
population of approximately 217,000 which makes the ratio of fatal crashes to population one of the
highest in the nation.
In January of this year, a meeting was held to discuss issues concerning the number of fatal
crashes. This meeting was attended the Weld County Chief's of Police Association, the Weld
County District Attorney's Office, the Colorado State Patrol, the Weld County Sheriffs Office, the
Greeley Police Department and numerous individuals and groups concerned with traffic safety.
From the discussion within this group it was determined that enforcement of alcohol related laws was
haphazard and varied greatly from one jurisdiction to the next. Lack of personnel to safely and
effectively conduct alcohol enforcement operations was also a concern. Additionally, a concerted
effort to inform the public was missing due to there not being a unified law enforcement "voice"
regarding this topic. One of the proposed solutions to address the traffic problem was to establish
an alcohol task force. This group would be tasked with finding methods and strategies to more
effectively and efficiently manage alcohol enforcement of both with drivers and servers.
In February of this year, an alcohol task force was established consisting of the following
jurisdictions; the Weld County District Attorney's Office, the Colorado State patrol, the Greeley Police
Department, the Weld County Chiefs of Police Association, and the Weld County Sheriffs Office.
One of the functions of this group will be to plan and execute multi-jurisdictional DUI Sobriety Check
Points and Saturation Patrols throughout the county.
The most effective and efficient methods for DUI enforcement are sobriety checkpoints and
saturations. These methods allow for a concerted effort by law enforcement to detain, arrest, and
prosecute large numbers of alcohol impaired drivers. Additionally, there is an enormous deterrent
factor for individuals considering driving while alcohol impaired due to the perception that law
enforcement is omnipresent.
Funding through this grant will enable the Weld County Sheriffs Office to participate in multi-
jurisdictional DUI operations using officers on an overtime basis in conjunction with officers on
regular duty.

PART B - PROPOSED ACTIVITIES
GOAL I: To organize and conduct eight sobriety checkpoints.
TASKS: State what is to be accomplished and when.
Between May 27, 2005 and September 31, 2005 the Weld County Sheriffs Office will organize and
conduct eight sobriety checkpoints throughout Weld County in conjunction with other law
enforcement agencies from Weld County.
Goal II: Select areas for sobriety checkpoints.
TASKS: State what is to be accomplished and when.
By April 30, 2006 the Weld County Sheriffs Office will select two locations to conduct sobriety
checkpoints. These locations will take into account driving patterns of intoxicated individuals as
determined through DUI arrest data, DUI crash reports and officer safety. Every month after April
2005 the Weld County Sheriffs Office will select two additional locations for sobriety checkpoints
based on the same criteria until August 2005.
PART C- CAPITAL EQUIPMENT
What equipment, if any, will be purchased to meet the needs of this project? Note: Items previously purchased with
federal highway safety funds are not eligible for replacement with federal highway safety funds.
No capital equipment will be required for the grant.

PART D - EVALUATION AND MONITORING
(1) State how the success of the project will be determined. Administrative, performance, or impact measures can be
used. (See Project Evaluation in Contract Management Manual.).
Performance measures for this grant will include:
* Number of arrests for alcohol related driving offenses while checkpoints are operational.
* Number of arrests for other driving violations.
* Number of arrests for warrants and other illegal activity discovered during the sobriety
checkpoints.
* Number of individuals passing through sobriety checkpoints.
* Perception of individuals passing through sobriety checkpoints.
* Average intoxication level of individuals arrested while sobriety checkpoints are operational.
* Number of officers involved (on duty and overtime) in the sobriety operations.
* Number of volunteer and reserve man hours used during sobriety operations.
* Number of miles driven during the sobriety operations.
(2) State how the Contract Director will monitor project activity and progress during the contract period.
The operational supervisor of the sobriety checkpoint will report the performance measures to the
Contract Manger at the conclusion of each sobriety checkpoint. The Contract Director will report
project activity and progress during the contract period.
