CERTIFICATION OF DRUG-FREE WORKPLACE ACT In accordance with the Drug-free Workplace Act of 1988: A. (2) State why the situation is undesirable. (3) What are the causes? (4) Identify changes needed to resolve the identified problem(s). Weld County historically has been ranked in the top three counties in Colorado for traffic fatalities. In 2004, Weld County set a new record with 92 fatalities. This number translates into approximately 41.81 fatalities per 100,000 population which according to the National Highway Transportation Safety Administration is nearly three times the national rate. Although Weld County only accounts for four to six percent of the population of the State of Colorado, in 2003 it accounted for 8% of the fatal traffic crashes, 7 percent of injury crashes and 5 percent of the property only crashes. In 2004, we saw an increase of 31 percent of the number of fatal crashes from 2003. Weld County is an extremely large county covering nearly 4000 square miles. It has over 3,000 miles of roadway including two interstates and multiple state highways. Both the Denver Metro Area and the Denver International Airport are on its southern border. A large portion of the traffic crossing Weld County is commuter traffic to and from the metropolitan area. In 2004, over 23 percent of the at fault drivers involved in crashes in Weld County listed their primary residence at a location outside of Weld County. Weld County is now one of the fastest growing counties in the nation. An annual growth rate of over 27 percent is expected to continue as Weld County transitions from an agricultural county to an urban county over the next decade. This dramatic growth in quickly out pacing the infrastructure of the roadway system throughout the county. As this occurs, individuals using the system become frustrated they begin to drive more aggressively. Patterns shown in crash data from 2004 demonstrate this. Twenty five percent of all crashes investigated by the Colorado State Patrol and the Weld County Sheriffs Office were caused by speeding and following too closely. In 2003 the Colorado State Patrol noted that 25.30% of the citations they wrote were for driving behaviors demonstrating aggressive driving. In 2000, the Weld County Sheriff's Office established a traffic unit to help resolve the traffic problems within the county. This unit was partially funded through a grant from the Colorado Department of Transportation. In 2004, the Board of County Commissioners for Weld County approved another four deputies for this unit in the wake of the number of fatalities. This unit is using traditional enforcement methods along with creative educational techniques to try to decrease the number and severity of traffic crashes. However, enforcement of aggressive driving behaviors is limited due to specialized vehicle availability and manpower. This grant is requesting funding for one unmarked Sport Utility Vehicle (SUV) and one officer. This vehicle and officer will be able to travel on interstate and state highways throughout the county without being recognized by other motorists. This will allow for the detection of aggressive drivers and will allow the officer to issue citations for this behavior. page 4 CDOT Forth#1116 9/96 PART B - PROPOSED ACTIVITIES GOAL I: Purchase and equip one sport utility Vehicle TASKS: State what is to be accomplished and when. By January 31, 2006 the Weld County Sheriffs Office will have purchased and equip one sport utility vehicle for use in combating aggressive driving. Goal II: Select and train one officer in tactics to detect and deter aggressive driving behaviors. TASKS: State what is to be accomplished and when. By March 31, 2006 one officer will be selected and trained. Goal III: Conduct 200 hours of targeted enforcement towards aggressive driving. TASKS: State what is to be accomplished and when. By September 30, 2006 conduct 200 hours of targeted enforcement towards aggressive driving. This targeted enforcement would be in conjunction with the Colorado State Patrol, the Greeley Police Department and with other members of the Weld County Traffic unit. Goal IV: Conduct 20 presentations to citizens about issues surrounding aggressive driving. TASKS: State what is to be accomplished and when. By September 30, 2006 conduct 20 presentations to citizen groups about issues surrounding aggressive driving. PART C- CAPITAL EQUIPMENT What equipment, if any, will be purchased to meet the needs of this project? Note: Items previously purchased with federal highway safety funds are not eligible for replacement with federal highway safety funds. Administrative, performance, or impact measures can be used. (See Project Evaluation in Contract Management Manual.). Goal I: Sport Utility Vehicle purchased, equipped and operational by January 31, 2006. Goal II: One officer selected and trained to detect and prosecute aggressive driving behaviors by March 31, 2006. Goal III: Conduct 200 hours of targeted enforcement towards aggressive driving throughout Weld County by September 31, 2006. Productivity of the officer selected for this enforcement will include number of traffic stops, number of citations, aggressive driving behaviors cited, location of enforcement, number of other crimes discovered through this enforcement and anecdotal information obtained. Goal IV: The officer selected for this enforcement project will make a presentation to at least 20 citizen groups prior to September 31, 2006. Measurement of this goal will include number of persons attending, groups presented too, and a pre/post evaluation of driving perceptions before and after the presentation. (2) State how the Contract Director will monitor project activity and progress during the contract period. Both goals I and II will be concluded at the purchase of the vehicle, the selection of the officer, and the completion of the officer's training, which will include specialized training in the enforcement of traffic violations described as aggressive driving.
