If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The existing use of the property consists of a 28,803 square foot Milk Processing Facility with a future expansion of 19,000 square feet. The additional related proposed use is for a 1700 head dairy operation for the production of milk. The use of the property will include associated activities for dairy production, feeding and care of livestock, receiving and processing of feed(s), receiving and processing of Aurora Dairy milk and shipping of product off-site. The plant and dairy are on sewer and will include an on-site wastewater pretreatment facility 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. The use is consistent with the Weld County Comprehensive Plan, Chapter 22, Ordinance 2002-6, effective October 7, 2002. Conserving agricultural land for agricultural purposes that foster the economic health and continuance of agriculture satisfies section 22-2-60, Agricultural Goals and Policies. The proposed site is not located within a geologic hazard zone or airport overlay zone. The property use is necessary in Weld County to preserve the agricultural economic base historically attributed to the area. The proposed use provides approximately 37 agriculture jobs for Weld County residents. Aurora Organic Dairy has paid construction costs in the amount of $18,000,000 for this project. Gross sales are predicted at$25,000,000, with an annual payroll of $1.2 million. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. This proposal meets the intent of the agricultural zone district where the site is located. A livestock confinement operation exceeding four (4)animal units is permitted in the A(Agricultural) zone district as a Use-by-Special Review. The milk processing facility is considered a Use by Right in the A(Agricultural)zone district. Public health safety and welfare are protected through adherence to applicable county, state and federal regulations and requirements. 4. What types of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Primarily, farming and animal feeding surround the site. Gravel mining is located to the southwest. A rural subdivision in the town of Mead is located to the northwest of this site. A dairy currently exists to the east. This site was previously permitted as an 8000 head feedlot. Farmground surrounds the remainder of the property. 5. Describe, in detail, the following: a. How many people will use this site? Approximately 37 employees plus the owners and managers, vendors, veterinarians and nutritionists, consultants etc. will use this site. b. How many employees are proposed to be employed at this site? Approximately 37 employees in three shifts. c. What are the hours of operation? The facility will operate feeding and milking operations 24 hours per day, 7 days a week. Equipment operation, trucks, farming activities and maintenance activities other than emergencies will occur primarily during daylight hours. d. What type and how many structures will be erected (built)on this site? Existing primary structures are the 28,803 square foot processing facility with a planned future expansion capability of 19,000 square feet. Additional structures will consist of a 21,000 square foot milk parlor, five pens plus a maternity pen and a pen in the receiving area for a total of seven pens, stormwater containment ponds as required by state regulations. This application omits some of the previously approved pens in lieu of pasture area as required under the Organic Farming Guidelines. e. What type and how many animals, if any, will be on this site? A maximum of 1,250 milking cows are proposed for this site with approximately 450 head consisting of replacement heifers, dry cows, etc. f. What kind (type, size, weight) of vehicles will access this site and how often? Typical vehicles accessing this site include off-site Aurora Organic Milk Trucks, feed and hay delivery trucks and semi-tractors and trailers, employee and owner vehicles, animal product vendors, and ag-related equipment. One 2"tap and one 1-1/2"tap(Taps 621 &2083) Little Thompson Water District. 110 acre-feet of water is available from Northern Colorado Water Conservancy District. i. What is the sewage disposal system on the property? (Existing and proposed). Septic Permit Number G19710588, attached, provides sewage disposal to the existing residence on-site. St. Vrain Sanitation District's Industrial Wastewater Discharge Permit is included in this application for wastewater from the plant employees and the dairy. j. If storage or warehousing is proposed,what type of items will be stored? Storage and warehousing are not proposed as the primary use of this site. Feedstuffs, livestock bedding, manure, compost, equipment parts and supplies typical of farming activities are stored on site. Product is made and shipped the same day. Product is staged in the cold storage area until a full truckload is assembled for same day shipment. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. A large portion of the site will be cultivated into pasture-land as required under the Organic Farming guidelines. Hay will be stockpiled on the north area as a buffer from Highway 66. Trees are proposed adjacent to State Highway 66. The trees are for screening and dust control. The site has been designed using on-site topography to minimize the view and impact to surrounding areas. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Reclamation procedures include compliance with the Colorado Confined Animal Feeding Control Regulations to manage solid manure and stormwater runoff until all material is adequately removed. Should the facility be permanently discontinued for use as a dairy or related processing facility, it would be marketed under applicable county planning and zoning regulations to its greatest and best use. 8. Explain how the storm water drainage will be handled on the site. Stormwater will be captured and evaporated on-site in containment ponds located on the south side of the property, land applied to farmground or pasture or disposed through pre-treatment facility to the St. Vrain Sanitary Sewer. Stormwater will be managed according to the Colorado Confined Animal Feeding Control Regulations. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The main part of the milk processing facility is constructed and operational. The proposed addition to the Milk Processing Facility and new construction on the milk parlor and pens will be ongoing based on market conditions. 10. Explain where storage and/or stockpile of wastes will occur on this site. Temporary manure storage is proposed on the south side of the dairy between the pens and stormwater containment ponds. Silage will be stored in the existing silage pit(s). Hay will be stored on the asphalt area north of the dairy for screening purposes. Prohibited Discharges-Applicable to All Discharges a. The following substances are expressly prohibited to be discharged to the wastewater collection system and treatment system by any person or entity. 1. Explosives or flammable wastes, liquid, solids or gases, which by reason of their nature or quantity, are, or may be, sufficient either alone or by interaction with other substances to cause fire or explosion or be injurious in any other way to the wastewater collection and treatment systems. At no time shall two (2) successive readings of any explosion hazard meter, at the point of discharge into the system be more than five percent (5%) nor any single reading over ten percent(10%)of the lower explosive limit of the meter, nor shall any wastestream at point of discharge have a closed cup flashpoint of less than one hundred forty degrees Fahrenheit (140°F) using the test methods specified in the Code of Federal Regulations,Title 40, Part 261.21. 2. Solids which may,by reason of their quantity,cause or may cause obstruction to the flow in a sanitary sewer or other interference with the operation of the Wastewater Treatment Facility or service connection. 3. Corrosive wastewater, which shall include wastewater having a pH less than 6.0, or a pH more than 9.0 or wastewater having any other corrosive property capable of causing damage or hazard to structures, equipment, or personnel of the wastewater collection and treatment system. 4. Toxic wastewater, which shall include any wastewater containing toxic pollutants in sufficient quantity, either singly or by interaction with any wastewater treatment process, to constitute a hazard to humans or animals, to create a toxic effect in the receiving waters of the Wastewater Treatment Facility, to contaminate the sludge of any wastewater collection or treatment system, or to exceed the limitation set forth in a categorical pretreatment standard. 5. Untreatable substances, which shall include any substance which may cause the Wastewater Treatment Facility's effluent or any other product of the treatment facility to be unsuitable for reclamation and reuse or to interfere with the process of pursuing a reuse and reclamation program. Other prohibited discharges as defined in Section 13 of the SVSD Rules &Regulations b. Except as allowed by this permit, the Permittee must comply with the SVSD's prohibitive discharge standards as specified in Section 13 of the Rules and Regulations. 4. Best Management Practice Plan (BMMP) Within ninety (90) days of the effective date of this permit, the Permittee shall update or modify the existing Best Management Practice Plan for control of hazardous materials and for the control of accidental spills; or, provide a statement certifying the existing Best Management Practice Plan is consistent with current operations and requirements of this permit. This statement may only be submitted if the Permittee has submitted an updated Best Management Practice Plan within the one(1) year from the effective date of this permit. A Best Management Practice Plan shall include, as a minimum,the following: a. Brief Facility Description to include: 1. Industrial user name 2. Location address 3. Correspondence address 4. Contact name(s), title(s) and telephone number(s) 5. Year the industry was established on site 6. Number of employees per shift 7. Facility size(square footage - office and processing) 8. Summary of major process 9. Production level 10. Average discharge flow 11. Wastewater treatment system 12. Any other information relevant to this operation b. A description of discharge practices, including non-routine batch discharges. c. Waste disposal methods used in lieu of discharges to the wastewater collection system. 1. Specify actual toxic organic compound(s), method of disposal, in lieu of discharge, such as reclamation, recycling, contract hauling and/or incineration. Mandatory Procedures to be followed for immediately notifying the SVSD concerning any accidental slug or any discharge considered a violation, including prohibited discharges under 40 CFR 403.5(b) and Section 13 of the SVSD Rules &Regulations 1. Follow-up written notification within five (5) days which shall include: a. a description and cause of the noncompliance b. exact times and dates of noncompliance c. actions taken to prevent the recurrence of the noncompliance h. Spill Prevention, Control and Countermeasures Plan/Procedures. These procedures ensure that regulated toxic organics do not spill or leak into waste streams, floor drains, non-contact cooling waters, groundwater or surface waters. 1. The Permittee shall provide free access to and maintain the monitoring locations at Outfall 001 and the End-of-Process such that a sample of the effluent can be obtained just prior to joining the SVSD's wastewater collection system and such that a composite sampler may be installed and secured at any time convenient to the SVSD. b. The Permittee shall provide adequate means for the SVSD to monitor the discharge flow continuously via wireless radio. 6. Flow Meter and pH Meter Calibrations a. Flow meter calibrations shall be performed semi-annually at a minimum, and records maintained related to each calibration. b. pH meter calibrations shall be performed and records maintained related to each calibration. Frequency of calibration shall comply with the manufacturer recommendations but with a frequency of not less than weekly. 7. Implementation Responsibilities All costs, maintenance, and operation necessary to meet the requirements of this permit shall be the responsibility of the Pemuttee. Hazardous Waste Notification a. The Permittee shall notify the SVSD's Industrial Pretreatment Program, the EPA Regional Waste Management Division, and the State Hazardous Waste Management Division in writing of all discharges of hazardous waste to the sewer, if such discharges exceed fifteen (15) kilograms in any calendar month. Such notification must include the name of the hazardous waste as set forth in 40 CFR, Part 261, the EPA hazardous waste number, and the type of discharge (continuous, batch, or other). b. If the Permittee discharges more than one hundred (100) kilograms of hazardous waste per calendar month to the sewer, the notification shall also contain the following: 1. An identification of the hazardous constituents contained in the waste. 2. An estimation of the mass and concentration of such constituents in the wastestream discharged during the previous calendar month. 3. An estimation of the mass of constituents in the wastestream expected to be discharged. c. Any notification under this section needs to be submitted only once for each hazardous waste discharged. However, notifications of changed discharges must be submitted under Section C.8 of this permit. Any notification made under this section must include a certification signed by the authorized company representative stating that the Permittee has a program in place to reduce the volume and toxicity of hazardous waste generated to the degree it has determined to be economically practical. 2. Reporting The Permittee shall demonstrate continued compliance with the limitations of this permit by submitting the following data every one (1) month as outlined in this permit: a. A statement as to Aurora Organic Dairy compliance with its Best Management Practices Plan (see Attachment A); and b. A Discharge Monitoring Report Form (see Attachment C) summarizing the monitoring results from the previous reporting period. Additionally BOD, COD, TSS, NH3, pH, and Flow must be reported by phone, fax or email using the emergency list provided in this permit (see Attachment B) within forty eight 48 hours of receiving them. Recording of Parameters below Detection Limits It is the responsibility of the Permittee to insure that the detection limit of all analyses be below the permitted limits specified in this permit. The Permittee must also insure the following: a. All effluent parameters specified in this permit be reported as a numerical value; and b. Non-detectable parameters be reported as either less than the minimum detection limit (MDL) or practical quantitation limit (PQL), whichever the laboratory has as the reporting limit. 5. Recording of Results For each measurement, calibration, or sample taken pursuant to the requirements of this permit,the Permittee shall maintain a record of the following information: a. The type,exact place,date, and time of measurement or sample b. The individual(s)who performed the sampling or measurement c. The date(s) on which analyses were performed d. The laboratory that performed the analyses e. The analytical techniques or methods used f. Test Procedures Test procedures for the analysis of pollutants shall conform to regulations published pursuant to analytical methods cited in 40 CFR Part 136 and Section 304(h)of the Federal Clean Water Act. 7. Additional Monitoring by Permittee If the Permittee, using the approved analytical methods, monitors any parameter listed in this permit or regulated by SVSD more frequently than required by this permit, then the results of such monitoring shall be included in the calculation and reporting of the values required in the Discharge Monitoring Report Form or other forms as required by the District Engineer. Such increased frequency shall also be indicated. C. MISCELLANEOUS REQUIREMENTS 1. Duty to Comply The Permittee must comply with any and all conditions of this permit. The failure to comply with any term and/or condition of this permit, SVSD Rules and Regulations and/or the discharge of any pollutant identified in this permit at a level in excess of the maximum allowable shall constitute a violation of the permit. 2. Accidental Discharge In the case of an accidental discharge, it is the responsibility of the Permittee to immediately notify the SVSD Personnel as indicated on the Emergency Contact Numbers list (Attachment B) of the incident. At a minimum, the notification shall include location of discharge, type of waste, concentration and volume, and corrective actions taken. 3. Violations Failure to comply in any respect with the terms of this permit may result in Penalties as specified in Section 13 of the SVSD Rules and Regulations and Penalties for noncompliance are substantial. The Permittee is required to be familiar with all-applicable laws and regulations. These penalties are subject to revision by SVSD Board of directors. Any violation, or group of violations, that the District Manager or his designee determines will adversely affect the operation or implementation of the pretreatment program; b. Non-domestic discharges found in Pretreatment Standard (40 CFR 403.5) developed pursuant to Section 307 of the Federal Clean Water Act; which cause pass-through, interference or endangerment to the District's collection or treatment works, either alone or in combination with other discharges; c. Failure to meet, within ninety (90) days of the scheduled dates, compliance deadlines or compliance reports; d. Failure to submit all other reports required by the District Manager or his designee within thirty(30) days from the due date; e. Failure to report noncompliance; and f. The discharge of any pollutant that has caused imminent endangerment to human health or welfare, to the environment, or resulted in the Districts exercise of emergency authority under 40 CFR 403.8(0 (1) (vi) (B). Significant noncompliance shall subject the Permittee to enforcement actions and penalties as provided in the SVSD Rules and Regulations and the General Pretreatment Regulations for Existing and New Sources of Pollution (40 CFR 403). 4. Noncompliance Notification If, for any reason, including accidental discharges, the Permittee does not comply with any effluent limitations specified in this permit, the Permittee shall: a. Notify the SVSD personnel according to the Emergency Contact List within Twenty Four(24) hours of becoming aware of the violation. b. The Permittee shall repeat the sampling and analysis and submit the results of the repeat analysis to the SVSD within thirty (30) days after becoming aware of the violation. c. Submit to the SVSD, in writing, the following information within five(5) working days of becoming aware of such conditions: 1. A description and cause of the noncompliance 2. Exact times and dates of noncompliance 3. Notice to Permittee Employees The Permittee shall insure that all employees, who may cause or suffer accidental or other non-complying discharge to occur, are advised of the emergency notification procedure. At a minimum, a notice shall be permanently posted on the Permittee's bulletin board and other prominent places advising employees to call in the event of an accidental discharge. Other prominent places include, but are not limited to, the following: a. Sinks and janitorial areas b. Chemical storage and handling areas c. Process areas d. Waste storage areas 6. Facilities Operation The Permittee shall at all times maintain, in good working order, and operate as efficiently as possible, all control facilities or systems installed or used by the Permittee to achieve compliance with the terms and conditions of the permit. 7. Bypass Bypass of treatment facilities is prohibited, unless the Permittee complies with the provisions of 40 CFR Section 403.17. 8. Removed Substances Solids, sludges, filter backwash, or other pollutants removed in the course of treatment or control of wastewater shall be disposed of in a manner such as to prevent any pollutant from such materials from entering the sewer system. The Permittee is responsible to assure its compliance with any requirements regarding the generation, treatment, storage, and/or disposal of "HAZARDOUS WASTE" as defined under the Federal Resource Conservation and Recovery Act. 9. Change in Discharge and/or Process Modification The Permittee shall report to the SVSD's Industrial Pretreatment Program, in writing, any anticipated change in the following prior to mailing such changes: a. Discharge location, discharge type,or discharge volume c. Facility expansion or significant modification d. Production increase e. Chemical usage or quantity of chemicals used f. Process modification Process modifications include, but are not limited to, the introduction of any new pollutant not previously identified by this permit, or any other modifications which may result in a discharge of quantity or quality different from that which was applied for. 10. Right to Inspect The Permittee shall allow the District Manager and/or his designee(s): a. To enter upon the Permittee's premises where an effluent source is located or in which any records are required to be kept under the terms and conditions of this permit. b. At reasonable times to have access to and copy any records required to be kept under the terms and conditions of this permit and to inspect any monitoring equipment or monitoring method required in this permit. c. To enter upon the Pern ittee's premises to investigate any actual, suspected, or potential source of water pollution or any violation of this permit in accordance with the provisions of Section 13 of the SVSD Rules and Regulations. 11. Availability of Reports Except for data determined to be confidential, all reports prepared in accordance with the terms of this permit shall be available for public inspection. 12. Duty to Provide Information The Permittee shall furnish to the District Manager or his designee, within a reasonable time, any information which the District Manager or his designee may request to determine whether cause exists for modifying, revoking and reissuing, or terminating this permit or to determine compliance with this permit. Signatory Requirements All reports or information submitted pursuant to the requirements of this permit must be signed and certified by a duly authorized agent of the Permittee in accordance with Federal Pretreatment Requirements. 14. Records Retention All records and information resulting from any requirements listed in this permit shall be retained by the Permittee for a minimum of three (3)years. 15. Civil and Criminal Liability Nothing in this permit shall be construed to preclude the taking of legal action against the Permittee or to relieve the Permittee of any responsibilities, liabilities, or penalties to which the Permittee is or may be subject to the SVSD Rules and Regulations. 16. Federal, State and/or Local Laws Nothing in this permit shall be construed to preclude the institution of any legal action or relieve the Permittee from any responsibilities, liabilities, or penalties established pursuant to any applicable Federal, State and/or Local laws or regulations. 17. Penalties for Violations of Permit Conditions Failure to comply with any terms and/or conditions of this permit shall constitute a violation of this permit and shall be subject to enforcement and penalty provisions, including administrative fines of up to one thousand dollars ($1,000.00) per day per violation, civil penalties of one thousand dollars ($1,000.00) per day per violation, and/or criminal penalties as set forth in the Federal Water Pollution Control Act (Clean Water Act), General Pretreatment Regulations and the Rules and Regulations of the SVSD. 18. Severability The provisions of this permit are severable and, if any provision of this permit or the application of any provision of this permit to any circumstance is held invalid, the application of such provision to other circumstances and the remainder of this permit shall not be affected thereby. Permit Modification, Revocation, Termination This permit may be modified, suspended, or revoked in whole or in part during its term with cause, in accordance with the provisions in the Rules and Regulations of the SVSD. 20. Reapplication for Permit Renewal The Permittee must apply for a new permit at least ninety (90) days prior to the expiration of this permit. 21. Schr eder, PE 48�?,ag r Je•. - 9 PURPOSE: This report reflects a preliminary soils investigation from soil borings to determine the subsurface soil identification, and to determine the physical characteristics of the soil. The recommendations contained in this report are based upon the results of field and laboratory testing, engineering analysis, and experience with similar soil conditions. LOCATION AM) SITE CONDITIONS: This report represents the results of the data obtained during the subsoil investigation at "Reynolds Feed Lot", 6828 Highway 66, the East Y2 of the NE ''A and the NE 'A of the Southeast 'A of Section. 30, T3N, R67W, of the 6th P.M., Weld County, CO. The site is presently a large vacant parcel. This large parcel appears to have gently rolling topography, with approximately 1.5% slopes to the Southeast. — SUBSOIL CONDITIONS: Three, four-inch diameter holes were drilled to a depth of fifteen feet at the building site on November 6, 2002, as shown on the attached site map. Samples of the soil were taken at two-foot intervals. These samples were analyzed in the field and laboratory to determine the characteristics of the soil for identification and foundation design. In general, the soil profiles in the three test holes did vary to a considerable degree, as the attached profile hole logs indicate. The Standard Penetration Test similar to ASTM D1586 showed a range of 8-10 blows for 12-inch penetration, at a depth of 4 feet and a range of 14-16 blows for a 12-inch penetration at a depth of 9 feet. No free water was encountered during the drilling operation. One-dimensional swell/consolidation tests were performed on selected samples to evaluate the expansive, compressive and collapsing nature of the soils and/or bedrock strata. These tests indicated that test hole #2 had an expansion potential of 0.7% at a depth of 4 feet and an expansion potential of 0.8% at a depth of 9 feet. The soils in this report were classified using the American Society of Testing Materials (ASTM) procedures. SUBSURFACE ANALYSIS AND RECOMMENDATIONS: Based on the geotechnical engineering analysis, subsurface exploration and laboratory test results, all of the test holes represented a low expansion- consolidation potential. It appears that the building site with low expansive-low consolidating soil types would be founded on spread footings with allowable soil bearing capacities between 1500 and 2000 psf** for basement type excavations. **Please note that these soil bearing capacities are for planning purposes only. Foundation designs shall be based on a final Subsurface Investigation to be performed when the specific building envelopes are determined. FOUNDATION DRAIN: The drainage system should be lined with a 10 mil plastic liner, which will _ contain a 4-inch diameter perforated drainpipe (rigid perforated PVC pipe is preferred) encased in a minimum of 12-inches deep by 12-inches of clean, 3/4-inch to 11/2-inch river rock. The drain should extend around the lower level of the footing perimeter with the invert at the high end of the drain being placed a minimum of four-inches below the bottom of the footing. The drain should be run to a non-perforated sump pit with a lift pump or daylight well away from the foundation at a minimum slope of 1/8 inch per foot to facilitate efficient removal of water, (1/4 inch per foot is desired). The river rock should be placed a minimum of 6 inches over the pipe for the full width of the trench. The top of the gravel should be covered with Mirafi 140 N filter fabric or equivalent, to minimize clogging of the river rock and perforated pipe by backfill material. To help prevent secondary damage that could be caused by slab movement, the following construction techniques are additional recommendations for the foundation construction. SLAB ON GRADE CONSTRUCTION: 1. Where slabs-on-grade are chosen and the owners are willing to accept the risks associated with slab movement, the following recommendations should be followed: a.) Positive separations and/or isolation joints should be provided between slabs and all foundation walls, columns and utility lines. Isolation may be achieved with %2 inch isolation material or by sleeving. b.) Eliminate under slab plumbing where feasible. Where such plumbing is unavoidable, it should be pressure tested during construction to minimize leaks, which would result in wetting of the sub soils. c.) Place the slab directly on the undisturbed natural soils, or well compacted fill soil. Slabs should be reinforced with rebar, wire mesh or fiber mesh to help control crack separation. 2. Provide frequent scoring of the slabs to provide joints for controlled cracking of the slab. Control joints should placed to provide approximate slab areas of 150 square feet. The depth of sawed control joints should be '/4 of the slab thickness. 3. Proper drainage away from the foundation walls should be provided. A minimum slope of 12 inches in the first 10 feet out from the building is recommended. Roof downspouts and sill cocks should discharge into long concrete splash blocks (5 feet long) or into metal gutter extensions to deposit runoff water beyond the limits of the backfill soil near the foundation walls. The foundation and retaining walls should be well cured, damp proofed, and well braced prior to backfilling. 4. Steel reinforcement will be required in the footings and foundation wall. This will give the walls beam strength to span or bridge over any loose or soft pockets of soil not found in our exploratory holes or — that may develop during construction. This should also help prevent any differential movement of the foundation system. It is also recommended to provide lateral support to walls by the use of counterforts, as deemed necessary by foundation engineer. 5. The soils that will support the concrete slabs should be kept moist during construction by occasional sprinkling of water and especially a day or so prior to pouring of the slab. This procedure will help maintain the moisture content of the underlying soil. **Heavy watering or pooling of any kind next to the foundation or within the backfilled area is not recommended.** 6. A minimum void or clear space of 1'/2 inches should be provided at or near the bottom of all non-bearing partitions. In finished room areas, all drywall and paneling should be stopped approximately 11/2 inches _ above the top of the slab. This will allow some space for upward movement of the slab before pressures are applied to the wall and upper levels of the structure. The builder should provide a %2 inch space at the bottom of all doorjambs to allow for limited movement of the floor slab. The owner is hereby notified that it is their responsibility to maintain these void spaces. PRELIMINARY ENGINEERING ANALYSIS AND RECOMMENDATIONS: _ The preliminary recommendations presented in this report are based on the assumption that the site has variable soil conditions within the proposed site. As a result, we recommend that supplementary geotechnical engineering exploration should be performed for each of the proposed structures on this site. Supplemental geotechnical explorations will be used to confirm or modify the recommendations made in this report. CONSTRUCTION DETAILS: In any soil investigation, it is necessary to assume that the subsurface soil conditions do not vary greatly from the conditions encountered in the field and laboratory testing. The accompanying design is presented using best professional judgment based on the limits of the extent of testing commissioned by the client. Our experience has been that at times, soil conditions do change and variations do occur. These may become first apparent at the time of excavation for the foundation system. If soils conditions are encountered which appear different from the test borings as presented in this report, it is recommended that this office be — called to inspect the open excavation prior to placing the footings. This inspection is not part of the report. — The foundation and retaining walls should be well cured and well braced prior to backfilling.
