RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT THE
INTERSECTION OF WELD COUNTY ROADS 4 AND 87
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that a Stop Sign be installed at the intersection of Weld County Roads 4 and 87,to ensure safety
to the traveling public, and
WHEREAS,the Board has determined that said traffic control device is necessary for the
protection of the general public.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Department of Public Works be,and hereby is,directed to install a Stop
Sign at the Intersection of Weld County Roads 4 and 87, for the safety of the general public, and
said sign shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 28th day of March, A.D., 2005.

COLORADO RE: Sign Request—Intersection of WCR 4 and WCR 87
A request was received from John Linnebur on 1/7/05 concerning an uncontrolled intersection at Rd 4 and
Rd 87. I telephoned Mr. Linnebur as to why he feels the intersection should be signed. He stated that the
intersection is currently signed with Blind Intersection signs located on WCR 4 approaching WCR 87
from the west. A row of trees on the NW corner block create limited sight distance. New drivers to the
area are not paying attention and driving thru the intersection too fast. He is requesting Yield signs be
placed on WCR 4 as WCR 87 has the most traffic. Mr. Linnebur lives at the intersection.
Both roads are gravel roads and no counts have been performed. Due to the location and lack of counts, I
would consider this a low volume roadway. Recent accident records show no accidents in past three
years.
The MUTCD gives guidance on signing of uncontrolled intersections. Section 2B.05, Stop Sign
Applications, states several conditions that may exist that would warrant control devices. In my opinion,
"Condition D, High Speeds, restricted view, or crash records indicate a need for control by a Stop sign.
The use of Blind Comer/Intersection signs are no longer recommended in the MUTCD and should be
removed. I recommend that Stop and Stop Ahead Signs be placed on WCR 4 as it approaches WCR 87 in
accordance with the MUTCD. This location might be more appropriate for Yield signs, but the MUTCD
does not recommend the use of yield applications where site restrictions exist.
